About this file
This document is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office. It describes the emergency procurement of hardware, support, and maintenance related to the State's enterprise Voice over IP (VoIP) solution. The VoIP system supports over 30,000 phones, 280 video conferencing systems, and multiple emergency and non-emergency VoIP call centers with 2,300 agents for critical public safety services. The existing contract also includes Cisco Webex Conferencing to enable virtual meetings and events. The emergency extension is necessary as the Department of Innovation and Technology has an RFP in process to establish a new contract to replace the expired VoIP contract. The extension will allow for a smooth transition to a new vendor, if selected, and prevent disruption of the State's critical communication services.
The estimated cost of the emergency extension is $9,000,000, with a start date of March 31, 2020 and an end date of March 31, 2021. The funding source is State appropriated funds. Presidio is the current vendor providing these services and was originally selected through a competitive bid process. The emergency procurement is necessary to prevent serious disruption in critical State services that affect health, safety, and the collection of substantial State revenues.
