About this file

This document is a 90-day emergency extension memo for the state's enterprise VoIP solution contract B-19520 Presidio for Enterprise VOIP Solutions. The original contract was competitively procured but has been extended twice in the past two years through non-competitive means due to the agency's delay in re-procuring the services. The memo approves a third 90-day extension of the contract rather than the requested 12-month extension, and requires the agency to provide monthly progress reports on the competitive procurement. The agency must have a competitive solution published and be near completion of evaluation or have published the notice of award whenever an additional emergency extension is requested.

The enterprise VoIP system supports over 30,000 phones, 280 video conferencing systems, and multiple emergency and non-emergency VoIP call centers with 2,300 agents for public safety services across the state. Funding requirements and sources are not specified. The memo indicates the agency cannot continue to rely on non-competitive solutions to replace expiring competitively procured contracts.

MEMORANDUM

To: Dante Watson, APO, DoIT

From: Ellen H. Daley, CPO-GS

Date: 7/30/21

Subject: 3rd emergency extension of B-19520 Presidio for Enterprise VOIP Solutions

I approve this third emergency extension of the above referenced contract for 90 days rather than the requested twelve months.

The original competitively procured contract was extended for an additional six months upon its expiration in order to allow the agency time to reprocure. At the end of that time the agency declared an emergency for the statutory limit of 90 days. An emergency hearing was requested to extend the contract for a year (3/30/20-3/31/21). An additional emergency extension hearing was requested to extend the contract for another year but was only provided a four-month extension (4/1/21-7/31/21) due to the competitive procurement still not being issued. I write this memo upon the occasion of the agency requesting yet another year’s extension to a contract that has already been extended through a combination of non-competitive procurement methods for a total of two years.

The Agency cannot continue to rely upon non-competitive solutions to replace expiring competitively procured contracts. The reduced period that I am approving for VoIP Enterprise Solutions will require the agency to provide an official written progress report monthly to Sr. SPO Kylie D. Carter. The agency must have a competitive solution published and be near completion of evaluation or have published the notice of award whenever an additional emergency extension is requested.
