About this file
This document is an Amendment #1 Q&A for a federal contract opportunity, providing clarifications for multiple tasks related to electrical and lighting installations. The Q&A covers four distinct tasks with specific details about Remote Launch Mechanism (RLM) and Material Tracking (MAT) sites:
Task 1 confirms no electrical work is required. Task 2 addresses fixture replacement, with suppliers indicating a specific fixture (AV-OL-FL810-UM-RIR) is no longer available. The government will provide a cut sheet for new fixtures and a dusk-to-dawn controller. Four additional RLM locations are located near the Jack Mountain Multi Use Range, and contractors can visit sites during morning mandatory shutdown by coordinating with the Contracting Officer's Representative (COR). Task 3 and Task 4 involve electrical installations, including exposed 1" GRS conduit along movers, power tapping into existing panels, and installing switched auxiliary power receptacles. The amendment provides specific guidance on conduit routing, power sources, and installation requirements for these locations.

Amendment #1 Q&A
Task 1 Please confirm there is no electric work associated with this Task.
Correct. No Electrical Work in Task 1
Task 2 The suppliers say fixture AV-OL-FL810-UM-RIR is no longer available.
Correct. A cut sheet on the fixtures will be furnished. A dusk to dawn controller will need to be installed at each RLM with using the attached light cut sheet.
Will you provide a drawing of the existing electrical installation for the RLM. It is not shown in drawings?
No. The attached photos show the typical for the nine (9) typical (APR) it is RLMs for para 4.3.2.1.
contractor responsible for design for electrical functions stated in para 4.3.2.2.
What is the location of the four remaining RLM that are not shown on the Sugarloaf site drawing?
These RLMs are located down range of Jack Mountain Multi Use (JMMU) Range located off West Range Road mile marker 8.5 then up to 4 miles down range. the Military Grid Reference System locations are provided in the solicitation documents.
Will contractors be able to visit all RLM locations?
Yes, during morning mandatory shut down with government escort. Contact COR Tim Bauman 254-432- 1386 to set up site visit.
Will any of the RLM work be required to be performed during mandatory shut down? See schedule in exhibit J .
Yes, work at the four RLM on JMMU range.
Is there a power feed (panel) for the battery charger located on the west end of MAT 2 and the east end of MAT 8. Please confirm No, battery chargers currently installed. The previous target system used a bus-bar that ran along the target tracks. There is no existing power on the west end of MAT2 nor on the East end of MAT8. there is a power panel on the East end of MAT2 and West end of MAT8.
Task 3 The 20 Amp breaker feeding the existing battery charger is located on the east end of MAT 2 and the west end of MAT 8. Please confirm.
No existing battery chargers installed. you will need to tap into the existing power panel at the mover wall.
Will the 1” GRS conduit be installed exposed and run the length of the mover from the east end to the west end of MAT 2 and from the west end to the east end of MAT 8? Please confirm That is correct.
Will the 1” GRS conduit be installed on the MAT retaining wall from east to west on MAT 2 and west to east on MAT 8? Please confirm.
The conduit is to be run along the face of the MAT Retaining wall.
Will there be any trenching with the task 3 installation? Please advise.
There will be no trenching for Task 3.
Task 4 Is there a 20-amp (panel) power source at the RLM location at MAT 2 and Mat 8 to provide power into the for the switched auxiliary power receptacle? Please advise.
Yes, you will need to tap into the existing power panel at the mover wall.
What panel and circuit will the (APR) feed from? Please advise.
Disregard (APR). It is to have a switch and a power receptacle at the RLM that the RLM will plug into.

INSTALLATION - SINGLE HEAD UNITS
(A) Single fixtures as supplied are fully assembled with the exception of the lamp. To install or replace the lamp (7), remove the clamp band (5) and globe (4). The globe (4) can be supported by the supplied attached tether. Inspect o-ring (2) and other internal components and replace as necessary.
(B) Assemble the locknut (13) to the mounting column (20) (see figure 1) with the notched locking surface on the top side and threaded on to a depth of one inch. Connect wires (9, 10 and if -
GR or -CSA version, item 11) to the appropriate source. (NOTE:
white wire (9) is connected to the lamp socked shell (8)).
(C) For P/N 40940, position the fixture on the mounting column (20)
(See figure 1) and loosen the three binding screws (6) half a turn. Thread only the globe support hub (12) (to avoid twisting wires) to full thread depth and secure the locknut (13). With the globe support (1) fully bottomed on the hub (12), tighten all three binding screws (6).
(D) For P/N 50033, insert 90° elbow (14) into globe support (1) (see figure 2). With the globe support (1) fully bottomed on the elbow
(14), tighten all three binding screws (6).
WARNING
De-energize circuit before relamping or working on fixture

MKR-LTG1-0IR
L-810(L) LED Obstruction Light with Infrared (IR)
The MKR-LTG1-0IR Single Obstruction Light integrates visible Red LEDs and Infrared LEDs into a single L-810(L).
Infrared energy (IR) can enhance compatibility with Night Aviator’s Vision Imaging Systems (ANVIS) and Night Vision Goggles (NVG). Precision molded Fresnel Optics produce a low ground scatter tower lighting solution. The die cast aluminum base provides 3/4 inch conduit hubs for side or bottom mounting. Multiple 9kA MOVs and a 20kA gas plasma discharge tube provide robust surge suppression.
Night Vision Goggles (NVG) and Aviator's Night Vision Imaging Systems (ANVIS) translate infrared energy (IR) into brightness variations on a human visible display. These systems utilize various filters and technology that affect their sensitivity to infrared energy (IR) of different wavelengths. International Tower Lighting, LLC (ITL) makes no claim or representation that the infrared energy (IR) emitted by ITL obstruction lights is visible to any NVG, ANVIS or other night vision imaging system. In no event shall International Tower Lighting, LLC (ITL) or any of its representatives be liable for any damages, including, without limitation, direct, consequential, indirect, punitive, incidental or special damages, in connection with the infrared energy (IR) emitted by ITL obstruction lights and/or whether any NVG or ANVIS can detect such Infrared energy (IR) or whether the infrared energy (IR) emitted by ITL obstruction lights is visible to any NVG, ANVIS or other night vision imaging system, regardless of the form of action.
Features Integrated Infrared Emitters can enhance compatibility with Aviator’s
Night Vision Imaging Systems (ANVIS) and Night Vision Goggles (NVG).
Rugged die cast aluminum base.
Stainless steel latches and hardware.
