1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location:
Martin Luther King, Jr. Birth Home
Martin Luther King, Jr. National Historical Park
501 Auburn Avenue
Atlanta, Georgia 30312
B. The Work consists of:
1. Exterior Improvements to the building envelope to include exterior siding and trim repairs, window rehabilitation, miscellaneous exterior door repairs, brick masonry cleaning and repair, porch floor, railing and ceiling repairs and exterior painting.
a. See the Hazardous Materials Survey and sections 028000 Asbestos Remediation, 028300 Lead Remediation and 028500 Mold Remediation for treatment requirements for items identified in the survey as hazardous material.
b. Note that the window restoration is primarily focused on the exterior faces of sash and trim. The exterior face only will be stripped of paint. The interior finish is to be protected and retained. In some cases, where a portion of a component requires replacement, bare wood will be present on the interior. These areas of bare wood will require spot priming and inpainting to match the existing interior window finish as part of the Base Bid.
MALU 257817 01 11 00 - 2
2. Integration of new systems to include a new mechanical system, electrical system, fire protection system and fire alarm system. Electrical work will require replacement of the existing exterior weatherhead with an underground electrical feed. The house is transitioning from a single phase to a three-phase system which will require coordination with Georgia Power for the installation of four new electrical poles between the Birth
Home location and Boulevard and a pad transformer to be located in the Gift Shop rear yard.
a. The electrical wiring and wiring for the fire alarm system will be replaced and will require strategic removal of plaster for access. See the Specification 02 4100
Selective Demolition for the process of probing at the plaster finish to establish the most minimal amount of plaster removal required for the replacement of this writing,
3. Interior work will include the repair to any plaster that is disturbed in the course of installing the new systems. The existing wallpaper is to be removed and replaced with replicated patterns.
a. The area with head height in the crawlspace is to be enlarged for new mechanical and fire protection equipment.
b. A mechanical room will be constructed in the attic.
4. Structurally, the brick masonry foundation walls and piers will be repointed. New CMU piers and 4 x 4 posts are to be added. New shear walls are to be added within the crawlspace. In the attic, connections will be strengthened. The existing kickers will be removed to maximize space in the mechanical room. The mid-span of the roof rafters will be supplementally supported with the new mechanical walls and a strongback beam.
5. There are two Bid Options as indicated in the B series sheets of the Construction Drawings.
1) Bid Option #1: The removal and replacement of the Gift Shop Retaining Wall
2) Bid Option #2 includes interior painting of all previously painted interior finishes.
C. Project will be constructed under a single prime contract.
1.3 WORK UNDER OTHER CONTRACTS
A. General: Cooperate with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate Work of this
Contract with work performed under separate contracts.
1. There is a potential project proposed for the replacement of the Fire Suppression systems at adjacent properties, 497 and 503 Auburn Avenue. This project is not yet funded and construction dates are not yet established. NPS will inform the Contractor if this construction project will occur during the construction duration of this project.
B. Preceding Work: Government plans to award separate contract(s) for the following construction operations at Project site. Those operations are scheduled to be substantially complete before work under this Contract begins.
1. 503 Auburn Fire Suppression Replacement: A separate contract will be awarded to for the adjacent structure, 503 Auburn Avenue. The shared driveway between the MLK Birth
Home and 503 Auburn Avenue will be impacted when fire suppression lines are routed to the existing vault in the driveway.
MALU 257817 01 11 00 - 3
2. MLK Birth Home Lift Replacement: A separate contract will be awarded to for the replacement of the lift at the rear of the building.
3. The status of these projects will be reviewed at the Pre-Bid Conference.
C. Concurrent Work: Government will award separate contract(s) for the following construction operations in the vicinity of the Project site. Some coordination by the Contractor will be required simultaneously with work under this Contract.
1. Fire Station HVAC Replacement: A separate contract will be awarded to for the replacement of the HVAC system at the Historic Fire Station No. 9 at 39 Boulevard NE.
2. Fire Station Elevator Replacement: A separate contract will be awarded to for the replacement of an elevator at the Historic Fire Station No. 9 at 39 Boulevard NE.

1.4 CONTRACTOR USE OF SITE
A. General: Contractor shall have full use of the site for construction operations during the construction period. Contractor's use of the site is limited only by the Government's right to perform work or to retain other contractors on portions of Project.

Negotiated rates shall not exceed the following percentages for OH&P for contractor self-performed work:
Overhead………………10% Profit…………………...10%
2. Total aggregate limit of markup (OH&P) for Contractor and Subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.

1.3 CONSTRUCTION COORDINATION
A. Coordination: Coordinate construction operations included in different Sections of Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections, which depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain best results where installation of one part of the Work depends on installation of other components, before or after its own installation.
2. Coordinate installation of different components with other Contractors to ensure maximum accessibility for required maintenance, service, and repair.
3. Make provisions to accommodate items scheduled for later installation.
4. Where availability of space is limited, coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair of components, including mechanical and electrical.
5. Properly plan construction operations to include permit requirements. Allow enough time to execute permit provisions to maintain work schedule, site visits, inspections, and reporting deadlines.
B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.

8. Project closeout activities
9. Commissioning activities
1.4 SUBMITTALS
A. Coordination Drawings: Prepare Coordination Drawings if limited space availability necessitates maximum utilization of space for efficient installation of different components or if coordination is required for installation of products and materials fabricated by separate entities.
1. Content: Project-specific information, drawn accurately to scale. Do not base Coordination
Drawings on reproductions of Contract Documents or standard printed data. Include following information, as applicable:
a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems. Indicate any historic fabric such

as plaster or wood trim to be removed for installation of new work. See Section 02
4100 Selective Demolition for more requirements.
b. Indicate dimensions shown on Contract Drawings and make specific note of dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to Contracting Officer (CO) for resolution of such conflicts.
c. Indicate space requirements for routine maintenance and anticipated replacement of components during the life of the installation.
d. Show location and size of access doors required for access to concealed dampers, valves, and controls.
e. Indicate required installation sequences.
2. Sheet Size: At least 8-1/2 by 11 inches (215 by 280 millimeters) but no larger than 30 by
