# Question Response
Amendment 6
When replacing deteriorated wood on the birth home, we often use a mahogany or cedar product that is sometimes superior in regards to longevity compared to Douglas fir or Heart Pine. When replacing ‘in kind’ this can be discretionary, what would NPS prefer? We have sources to old growth, reclaimed, as well as new cedar and mahogany which are very stable and rot/insect resistant. This would be in regards to post bases, window sashes, and millwork. We would assume that flooring would be vertical grain Douglas fir and replaced with the same species.
Contractor proposals shall comply with the requirements of the drawings and specifications. Any proposed substitutions will be considered following contract award.
If the requirements are unclear, submit a specific question.

For exterior historic mortar repair, we usually use a product from Limeworks.us, a family owned small business in Bucks County, PA.
They sell color matched, lime‐based mortars that allow us to add in oyster shells, slag flecks etc. for the added detail when needed for exact matches. Is this something that would be requested or allowed for mortar repairs on the birth home or would you prefer a special recipe of lime, sand and mortar?
Contractor proposals shall comply with the requirements of the drawings and specifications. Any proposed substitutions will be considered following contract award.
If the requirements are unclear, submit a specific question.
As we assemble our scheduling, overall logistics are important to us, especially maintaining handicap accessibility. Do we have an idea of when work would begin? In what season?
Anticipate construction contract award during Summer, 2023, and Notice to proceed late Summer, 2023.
As we find any rotted wood or issues that need to be addressed, how quickly can we get a response to proceed and keep a timely schedule? Who do we ask?
Site conditions that vary from the contract requirements will be reviewed at the time of discovery by the NPS Contracting Officer. Technical proposals should respond to established requirements.
We generally keep some wood lath reserves in shop. Would it be okay to use wood lath from our shop if needed on a small scale or does the park keep any in reserve?
Construction contractors shall supply all products and materials necessary to meet the requirements of the contract.
On our walk‐through, we noticed and took pictures of active squirrel activity in the attic. It has been our experience that squirrels can wreak havoc in a home, oftentimes eating the outer, protective layers off of wiring. These can be hard to find, diagnose and repair if/when it occurs. It would be our recommendation that the vents in the gables be repaired before starting this restoration as this is where we saw squirrels entering. In the event we find such damage during the restoration, is there a plan/protocol in place to deal with it?
Noted. Contractor proposals shall comply with the requirements of the drawings and specifications. Site conditions that vary from the contract requirements will be reviewed at the time of discovery by the NPS Contracting Officer. Technical proposals should respond to the established requirements.
Is there any conflict of interest in contacting the latest engineers or architects associated with the plans currently being reviewed for this project?
Do not contact the project architect or engineers. Submit questions directly to the NPS Contracting Officer only.
8 Is there funds in the budget to support travel/lodging/etc?
All project related costs shall be part of the proposed price. Travel, lodging, etc. will not be reimbursed separately.
Is the gift shop renovation going to be done at the same time as this renovation? Performed in parallel? Separate award?
Refer to the solicitation documents including drawings and specifications for the requirements of this contract.
Is there currently any work being performed on the property that we should be aware of or that will continue during construction or post award?
No.
Will the door remain open to the public throughout the project? Will we have opportunities to close down if necessary?
NPS will close the building to the public prior to the start of construction for the duration of the construction contract period of performance.
Will traffic control be handled by the govt? Is it the contractors responsibility?
Traffic control is the responsibility of the contractor.
When it comes to storage of materials or existing FFE in the building…is that all handled by the general or prime contractor? Can we use government property or buildings for said storage? If not is an off‐site option applicable?
Refer to the solicitation documents including a previous amendment that establishes requirements for the moving and storage of furniture, artifacts, etc.
During demo of exterior impervious services there is a potential for disturbance to house foundation including potential water infiltration. Is that something that has been/should be included in the scope?
Protection of the historic structure is a requirement of the project. Construction means and methods are the responsibility of the contractor. The contractor's technical proposal should identify perceived risk and propose an approach that addresses the risk.
Are shoring and prevention of water infiltration into the structure included in the scope?
Protection of the historic structure is a requirement of the project. Construction means and methods are the responsibility of the contractor. The contractor's technical proposal should identify perceived risk and propose an approach that addresses the risk.
