PWS 1.0 Background on the Government’s Requirement
The Bureau of Land Management (BLM) in California has physical security systems in various BLM owned facilities including Admin Sites, Fire Stations, and Visitor Centers throughout the state. Each site operates as an independent system. The BLM is looking for a contractor to perform maintenance and repair of the physical security systems at each site based on recommendations provided in previously completed condition assessment reports. Maintenance and repair work can include cleaning, repair, replacement, and software/firmware updates.
Each site varies in the specifics, but BLM facilities may feature a combination of Access Control Systems (ACS), Closed Circuit Television (CCTV) systems, and an Intrusion Detection system (IDS) (may include a panic/duress alarm system). Security alarm monitoring where present may be handled by third party firms. Contractor shall coordinate work with the appropriate alarm monitoring firm as needed.
PWS 2.0 General Scope of Work
The BLM requires a Contractor to perform security system maintenance and repair work for numerous BLM owned facilities (see Section 3 below for locations). Contractor shall be certified to work on Avigilon and Lenel products and have experience installing and servicing security systems. Contractor shall perform the required work as noted in “Attachment 1 - Required Maintenance Work Summary” spreadsheet and refer to the condition assessment reports provided in Attachment 2 for additional information. The provided condition assessment reports typically provide site/building layouts with locations of existing and proposed security system equipment. Note that not all the work recommended in the condition assessment reports are included in the scope of this project – refer to “Attachment 1 - Required Maintenance Work Summary” spreadsheet for in-scope work. While at the sites, Contractor shall verify that the information provided in the condition assessment reports related to the in-scope work is accurate and reflect current conditions. Where the information provided by the condition assessments is incomplete, inaccurate, or does not reflect current conditions, Contractor shall notify the COR and provide up to date information and recommendations.
The required maintenance work involves existing security systems with the bulk of the work mainly focusing on the existing CCTV systems at the facilities. CCTV maintenance and repair work includes installing new Avigilon systems and/or cameras for additional coverage, replacing existing non-functioning cameras, expanding or installing new Avigilon network video recorders (NVR), replacing faulty or non-compliant cabling, installing equipment for wireless video transmission, installing monitors/viewing stations, updating CCTV systems to the latest software/firmware, and cleaning dirty camera domes and/or lenses.

Other required maintenance work involves installing Lenel Intrusion Detection System (IDS) devices including keypads/control panels, motion detectors, door contacts, strobes, sirens, and duress/panic buttons with lockdown capabilities. Employee PIV-8 badges should be able to disarm the IDS. Lenel IDS should have the ability to integrate with a Lenel Access Control System (ACS) that may be installed in the future.
Contractor shall take care to avoid damaging existing facilities and shall repair any unnecessary damage due to Contractor’s work at no cost to the Government. Where alterations are required to perform maintenance/repair work, Contractor shall ensure that the facilities maintain their original functionality and are left in a similar or better condition as before the work was performed. Contractor is responsible for proper off-site disposal of all waste related to the work performed under this contract.
Where new systems are installed (hardware or software) that modify or add functionality, Contractor shall provide training and operating/user documentation including passwords and manuals to the appropriate BLM staff members at the facilities.
Contractor shall make all reasonable efforts to efficiently plan for travel and reduce total travel time and distance. This can be achieved by grouping sites together, traveling directly from one site to the next instead of from the contractor’s office to each site, and planning an efficient route between groups of sites.
Place of Performance:
BLM may request that certain sites be prioritized for maintenance work. Contractor will make all reasonable efforts to accommodate these requests.
Some sites may have multiple buildings present at the site that may require security system maintenance/repair work. Some facilities listed separately may be located on the same site or adjacent to each other.
See Attachment 1 – “Required Maintenance Work Summary” spreadsheet for a list of BLM owned facilities and the work required at each facility. Refer to the provided security system condition assessment reports for each facility for additional information including site/building layouts and photographs.
Period of Performance:
The period of performance deadline for this contract is March 29, 2024.
The estimated start of work is August 2023.

PWS 3.0 Overall Objective(s) The objective of this work is to ensure adequate security and safety of BLM CA personnel and facilities by maintaining facility security systems.
PWS 4.0 Specific Tasks
Tasks and responsibilities enumerated in this section are minimum requirements.
Security System Requirements
BLM facilities are rated with a Facility Security Level (FSL) from I to V. BLM CA facilities are typically rated an FSL of I. New security systems/components to be installed must meet the minimum standards and characteristics outlined in the subsections below.
Closed Circuit Television (CCTV) System
CCTV systems are typically Avigilon branded devices.
a) The CCTV system shall support the entry control system with time lapse video recording. Cameras shall provide unobstructed coverage of all ingress/egress locations in the main building, warehouse, and wareyard (as applicable).
b) CCTV cameras shall be capable of adjusting to available light levels.
i. Closed circuit television (CCTV) monitors shall be located in the Government reception area, Assistant Field Manager’s Office, and Law Enforcement office (as applicable).
c) CCTV systems must be encrypted and FIPS 140-2 certified/compliant.
d) CCTV cameras shall avoid direct views of private employee work spaces without BLM approval and only if absolutely necessary. CCTV camera views are intended to cover common areas such as entry ways, hallways, exterior perimeters, etc. as well as cover vehicles, equipment, and other high value items.
Intrusion Detection System (IDS)
IDS is not required for FSL I facilities. However, some BLM facilities are equipped with an IDS regardless. Minimum IDS requirements are listed below.
a) The IDS shall cover perimeter entry and exit doors including all personnel doors which lead to employee or Government vehicle parking areas, and operable ground-floor windows, and notify the local police department.
b) Basic IDS components may include magnetic door switches, alarm system keypad, passive infrared motion sensors, an alarm panel connected to a designated monitoring center with appropriate communication method (i.e.
PWS Page 5 telephone and/or internet connection), glass break detector, and magnetic window switches or shock sensors.
c) The IDS must have a central station where it can be armed and disarmed. IDS systems shall have the capability to be disarmed using employee PIV-8 badges, and shall have the capability to be integrated with existing or future Access Control Systems that also utilize PIV-8 badges.
d) IDS must be tested annually to ensure proper functionality.
Duress Alarm System (DAS)
DAS alarms and buttons are not required for FSL I or II facilities. However, some BLM facilities are equipped with a DAS regardless. Minimum DAS requirements are listed below. Facilities that feature an existing DAS shall be verified to meet minimum DAS requirements.
a) Duress devices shall be concealed from the public.
b) The duress alarm system when activated shall automatically activate strobe lights located in applicable areas including the general office area, warehouse, and wareyard as applicable, and notify the local police department.
c) Hardwired panic buttons shall be located at the reception area employee workstation(s), and the reception area public counter(s).
i. Remote panic buttons are required. The duress alarm button requires a dedicated telephone line.
d) DAS must be annually tested to ensure proper functionality.
Emergency Power for Security Systems
Emergency backup power for security systems is not required for FSL I and II facilities. However, where emergency power is to be installed, backup power supplies (batteries, generators, etc.) for security systems shall be exclusive and independent of backup power supplies for other critical systems such as radio telecommunication systems.
Contractor General Responsibilities
• Contractor is responsible for identifying all necessary work required to complete the maintenance and repair of security systems at the listed BLM facilities in Attachment 1 – Required Maintenance Work Summary.

• Contractor is responsible for damage to any government equipment, materials, surfaces or other work disrupted as result of this work. Repair or remuneration will be the sole responsibility of the Contractor. If such work cannot be repaired within a reasonable time, BLM reserves the right to repair damaged equipment, materials or surfaces and offset the costs for such repairs from the awarded contract price.
• The Contractor shall be solely responsible for ensuring their employees or subcontractors and their employees follow the contract requirements. It is not the intent of the Government to either supervise the contractors’ employees or subcontractors; nor to resolve any disputes or problems between the contractor and their subcontractor(s).
• All work required for the Government, within the scope of this PWS, shall be accomplished in strict accordance with the best practices of the building trades involved, industry standard practices and as intended for commercial buildings.
The contractor shall be solely responsible for compliance with all OSHA, state, and local regulations.
• The Contractor shall take all necessary precautions in protecting BLM facilities, their occupants, and visitors during the inspection.
• The Contractor shall not disrupt BLM operations, particularly emergency response operations. If some disruption is necessary, the Contractor shall notify BLM and obtain approval prior to performing work.
• The Contractor shall maintain the existing facility in “as is” safe and weather-tight condition during the maintenance and repair work.
• Facility and furnishings shall be covered with plastic or clean drop cloth if there is any potential for dust. Contractors shall bring their own tools and equipment required for the assessments – none shall be provided by the Government.
• All areas shall be kept in a neat and orderly fashion and all ceiling tiles removed or adjusted need to be closed up at the end of each business day.
• When required, the Contractor shall provide necessary barrier and direction signs so that pedestrian and vehicle traffic is routed around the work area while
PWS Page 7 work is in progress.
• The Contractor shall remove any contractor generated debris from the project site daily and dispose of in a proper, acceptable manner in accordance with all federal, state and local laws and regulations, off of the job site property. The debris created from this project shall not be disposed of at the job site, in Government dumpsters, or on Government property.
• No equipment, packaging, or tools shall be left out when not in use.
• Contractor shall inspect and document any deficiencies for all interconnecting cables and wiring with connectors as necessary for proper system operations per manufacturer’s specifications.
• If any third party life safety or alarm system (fire or intrusion) is deactivated, it shall be reactivated the same day before the Contractor leaves the site, to ensure that the system is functioning properly. If not functioning, the Contractor shall restore the system(s) to working order prior to leaving the site or shall provide an around-the-clock fire and/or security watch until the system(s) is functioning properly. If the Contractor fails to do so, they shall be liable for any costs incurred by the Government for providing the fire and/or security watch and/or repairing the system(s) disabled by contractor actions.
Contractor Specific Tasks:
Closed Circuit Television (CCTV)
CCTV devices are typically Avigilon branded devices.
Minimum CCTV maintenance requirements are listed below.
• Discussion with appropriate BLM facility staff regarding any perceived problems with the system
• Updating software/firmware to the latest version
CAMERAS:
• Replace corroded or damaged brackets, mounts and anchor hardware
• Fix or replace deteriorated or damaged camera housings
• Adjust CCTV lens focus and operation if out of focus or impaired.
• Check operation of infrared (IR) emitters (internal and/or external)
• Verify proper operation of pan and tilt zoom units and validate settings are meeting site specific requirements

MONITORS:
• Ensure monitors are properly connected and clearly displaying video footage
NVR/DVR HEAD END CONTROL EQUIPMENT
• Physical inspection of condition of all cables and connections
• Check all switches controllers including external alarm inputs if present.
• Check time, date stamp is correct and adjust as necessary
• Check operation of all telemetry controls
• Check operation of cooling fans (if applicable)
• Check functionality of all controls
• Check quality of recording
• Check image resolution / frames per second are set to optimize recording duration
Intrusion Detection System (IDS) & Duress Alarm Systems (DAS) Contractor shall verify that IDS and/or DAS components and devices to be added or replaced are installed where required, meet the minimum requirements including being PIV-8 compatible, and confirm that the IDS/DAS is annually tested by the contracted alarm monitoring company for the facility.
PWS 5.0 Delivery / Performance Schedule
Scoping meeting & contractor work schedule (within 15 calendar days after award):
Contractor shall initiate and conduct a meeting with the Government to discuss overall expectations and plans for the security system maintenance and repair work, and submit an approximate schedule for the Government’s review and approval. The Government shall have 14 calendar days after receipt of the submitted schedule to review and comment, and contractor shall respond to and address any Government comments within 7 calendar days after receipt of comments.
Security System Maintenance and Repairs: Contractor shall begin security maintenance and repair work within 30 days after award and schedule submittal approval. Contractor shall only perform work during regular working hours Monday through Friday, excluding government holidays. If the contractor desires to perform work outside of regular hours including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Security system maintenance reports: Contractor shall provide for each facility documentation of the work performed including a written description of the work performed, a list of equipment/material installed (if applicable), a site or building layout plan showing locations of newly installed or modified equipment (if applicable), and
PWS Page 9 pictures of the newly installed or modified equipment (if applicable). The Government shall have 7 calendar days to review each report if reports are submitted periodically soon after work has been completed for each site, or 30 calendar days to review all reports if reports are all submitted in bulk at the same time after full or majority completion of work.
PWS 6.0 Government-Furnished Property, Materials, Services
General:
The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government-furnished.
Materials:
The Government shall furnish the below materials to assist the Contractor in meeting the requirement of this contract.

PWS 7.0 Security and Administrative Matters
Security:
The Contractor shall be responsible for safeguarding all Government property provided for Contractor use or under their control, including securing all facilities the Contractor may access after normal business hours. The Contractor shall coordinate work schedule with the Contracting Officer’s Representative (COR) to minimize employee ingress/egress to the work areas. The work areas are to be secured and public access will be prohibited.
Safety:
The Contractor shall not require, or allow any employee, engaged in the performance of this Contract to work under conditions which are unsanitary, hazardous, or dangerous to his/her health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.) as amended and other Federal, State, and applicable local government safety standards.
Department of Labor Code of Federal Regulations Title 29 and other Federal, State, and local government safety standards will apply in its entirety to the Contractor.
Examples of applicable safety standards are OSHA 29 CFR 1910, OSHA 29 CFR 1926, California Title 19, "Public Safety", California Title 8, "General Industry Safety Orders", and 41 CFR, Subpart B, "Public Contracts, General Safety and Health Standards."
The contractor shall also use the “BLM SAFETY AND HEALTH STANDARDS” (The Yellow Book) for reference.
Should the contractor fail to comply with any of these standards and regulations, the contractor shall be found to have defaulted on the terms of the contract.
Public contact:
Contractor personnel may encounter adjacent landowners or members of the public during the performance of their work. Contractor personnel will present a professional appearance and be able to provide appropriate identification, including display of proper identification by each employee. All Contractor and subcontractor personnel shall comply with all Federal and State laws relative to citizenship. Contractor personnel shall inform any trespassers along the right of way of hazards and, as necessary and appropriate, ask trespassers to leave fenced off or restricted areas. If Contractor personnel encounter the news media, they should refer all questions to the BLM California State Office Communications Division.
Government Observations:

Government personnel and representatives including the COR, Project Inspector, and others may from time to time observe, photograph, or record Contract operations, and may gather information from the Contractor’s personnel. These Government personnel and Government representatives will not meaningfully interfere with Contractor performance.
Regular Work Hours:
The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Time.
Federal Holidays:
The following Federal Legal Holidays are observed:

Fire Danger Season:
If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

PWS 8.0 Technical Exhibits and Definitions
Standard Definitions:
Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR..
Physical condition may be determined by visual as well as diagnostic means.
Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.
Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.
Quality Assurance (QA) Surveillance of Contractor performance to determine performance requirements are met.
Performance Requirements Summary (PRS) (see Technical Exhibit below) The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.
Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.
