Introduction

This document constitutes Trofholz Technologies’ report for the Bureau of Land Management

(BLM) sites covering assessment and recommendations for facility security improvements. This document is the result of a site assessment that examined the existing Closed Circuit Television

(CCTV), Access Control System (ACS), Intrusion Detection System (IDS), Duress Alarm System

(DAS), and door hardware. The gathered information will assist in establishing and developing effective recommendations for Electronic Security Systems (ESS) solutions.

Executive Overview

Realizing the maximum advantages from your current security technologies depends on having effective, efficient, reliable and compatible security systems, network, and networking equipment at all levels. The BLM selected

Trofholz Technologies to assess and develop recommended improvements for the security system at 44 facilities throughout California. Each site may differ and has a varying degree of existing security systems. The goal of this program is to recommend either leaving in-place, supplementing, repair, or replacing some or all-existing ESS systems currently in use.

Objectives of the Security System

Objective This project objective is creating a detailed view of existing technology solutions. Provide Security Plan

Recommendations to fulfill the minimum requirements to enable compliancy without jeopardizing capital investment through materials and equipment that can adapt to or embrace advancing technologies.

Standards The Facility Security Plan design aligns with the follow publications:

• Department of the Interior Manual 444 DM 1

• The Department of Homeland Security, Physical Security Criteria for Federal Facilities – Threat Level 2

• BLM Real Estate Leasing Service National Security Requirements for Leased Property

• Security Assessment Report Bureau of Land Management Facilities – CA June 2015.

All technology recommendations will maximize the existing ESS and infrastructure, network investments, optimize network-communications component zones of coverage, and cost effectiveness.

Business Needs, Objectives, and Goals With a scalable infrastructure and security system, you provide for foreseeable coverage needs at low incremental cost. This way, strategic decisions about application needs can occur at the department level with less concern about the underlying communications structure.

Site Risks The Hidden Valley Fire Station has an outdated version of the Avigilon VMS software, no Intrusion Detection System, no duress button/s, and no Access Control System.

1.1 Site Security-Systems

ACS & Door Hardware There is currently no Access Control System at this Site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM suite. Upgrade systems and components to meet the PIV complaint regulations. Provide preventative maintenance on system on a biannual basis.

The Access Control System should include 1 Control Panel in Enclosure, 1 Power Supply, 5 Additional 2x door boards, 1 additional Enclosure (to house the additional door boards), and 7 doors of Access Control. Each door of

Access Control should have 1 Dual Authentication PIV reader, 1 REX Motion, 1 Door Position Switch (to double as Door Contact for IDS), and 1 Electronic Lock. 1 of the 7 doors is a double door and should include and additional

Door Position Switch. See attached drawings.

IDS

There is Currently no Intrusion Detection System at this site.

Recommendation: Installation of a Lenel integrated Intrusion Detection System that includes 2 Keypads (front and back of building), 1 Siren, 1 Duress button, 2x 360 Motion Detectors, 4 Motion Detectors, and 3 Overhead Door Contacts (regular door contacts for man doors will utilize the Door Position Switches from the ACS system above).

See attached drawings.

Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center monitoring center. This provides a standardized monitoring solution.

Duress System: Included as part of IDS above.

CCTV

There is currently Avigilon ACC5 system in place with 5x 8MP cameras, and 2x 3MP cameras.

(See attached drawing) Recommendation: Installation of 2x 5mp Interior Fisheye cameras, and 3x 2mp Interior Dome Cameras to cover entry doors. The NVR storage and POE power may need to be expanded to accommodate new cameras. At least

30 days of storage recorded on motion at 15 FPS should be the minimum. Upgrade system to current software and firmware (ACC7). Provide preventative maintenance on system on a biannual basis.

King Range Admin Site – Whitehorn, CA

4.0 Assessment Findings & Recommendations

4.1 Site Risks

The King Range Admin Site is not fully fenced in and is surrounded in the cover of trees. There is no Access Control System.

4.1 Site Security-Systems

4.1.1 ACS & Door Hardware

There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM suite. Provide preventative maintenance on system on a biannual basis.

The new system should include 1 control panel, 1 power supply, and 2 doors of access control. Each door of access control should include 1 dual authentication PIV reader, 1 door position switch, 1 REX motion, and 1 electronic lock. See attached drawings.

4.1.2 IDS

The IDS reports to the commercial Central station for emergency response. Employees are currently required to use the IDS keypad to arm & dis-arm the alarm system.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

Duress System: The site has a functioning Duress Alarm System.

Recommendation: Bi-annual maintenance.

4.1.3 CCTV

There is currently Avigilon ACC6 system in place with 8x existing cameras.

(See attached drawing) Recommendation: Replace non-functioning camera on NE corner. Upgrade system to current software and firmware (ACC7). Provide preventative maintenance on system on a biannual basis.

King Range Fire Station – Whitehorn, CA

Litchfield WH&B – Wendel, CA

The Litchfield Warehouse and Barn has no Access Control System, a landlord owned Intrusion Alarm System, and a non-functional CCTV system. There is no UPS to provide backup power to security if power goes out.

There is no existing Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. This system should include 1 Lenel server, 1 control panel, 1 power supply, and 3 doors of access control. Each door of access control should have 1 dual authentication PIV reader, 1 electronic lock, 1 door position switch, and 1 REX motion. See attached drawings.

There is an existing Intrusion Detection System that is not owned or managed by the BLM.

Recommendation: The existing system should be replaced by a Lenel integrated IDS that is owned and managed by authorized personnel. This system should include 1 keypad, 1 siren, 1 duress button, 2 motion detectors, and 3 door contacts (can be shared with ACS DPS). See attached drawings.

There is currently Avigilon ACC5 system in place with 8 existing cameras. Only 1 of these cameras is currently functioning due to faulty in-ground splices from a contractor.

Ravendale Fire Station– Alturas, CA

Assessment Findings & Recommendations

Site Risks The Ravendale Fire Station has poor lighting across the entire site and especially around the fuel tanks. Recently there was a theft of fuel at the tanks that was caught on camera, but the lighting was poor, the cameras were too far away and had too little resolution to catch the culprits. There is also no perimeter fence, Access Control System, Intrusion Detection System, and an incomplete CCTV system.

1.1 Site Security-Systems

ACS & Door Hardware There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted

The new access control system should cover the fire station and the barracks. It should include 1 control panel, 2 power supplies (1 in each building), 4 door boards in an enclosure (for the barracks), and 8 doors of access control (1 in barn). The buildings will need to have a cable connecting the control board to the barracks’ door boards which will require a trench and conduit between them. Each door of access control should have 1 dual authentication PIV reader, 1 REX motion, 1 door position switch (to be used as IDS door contact as well), and 1 electronic lock with astragal. See attached drawings.

IDS

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

A new Lenel integrated IDS should be installed in both the engine barn and the barracks. The same conduit that links the buildings for the purposes of ACS should be used for the IDS as well. The system should have 3 keypads (1 in barn, 2 in barracks), 2 sirens (one in each building), 2 duress buttons (1 in each building), 3 overhead door contacts for engine barn doors, 2x 360 motions (one in engine barn and one in east entry of barracks) 3 motion detectors (covering entries in barracks) and the ACS DPS should be used as door contacts for the IDS. See attached drawings.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

Duress System: Included as part of IDS above.

CCTV

There is currently Avigilon ACC5 system in place with 3x 8mp cameras, and 4x 3mp cameras.

(See attached drawing) Recommendation: Installation of a new section of the camera system to cover the exterior of the barracks and the fuel tanks. This system should be linked to the engine barn through the same conduit as the ACS and IDS. The system should include an 8 port POE switch for camera power to all new cameras. 5 additional 8mp exterior dome cameras (IP66, IK10, IR, Varifocal) cameras should be added including 2 on the NW corner of the barracks looking South and East, 2 at the SE corner looking North and West, and 1 Camera on the pole to the south of the barracks looking at the fuel tanks. Each of these cameras should be weather proof (IP66, IK10) have 8mp and good IR to account for the poor lighting especially at night. See attached drawings.

Upgrade system to current software and firmware (ACC7). Provide preventative maintenance on system on a biannual basis.

We recommend that the IDS is integrated with a GSA Mega Center monitoring center. This provides a standardized monitoring solution.

Surprise Fire Station– Cedarville, CA

The Surprise Fire Station is not fully enclosed by a fence. There are open fields to the West and South which provide easy off road access.

There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted

The new system should include 1 control panel, 4x 2 door expansion boards (3 for the barracks and 1 for the engine barn), 2 power supplies (1 in each building), and 10 doors of access control. Each door of access control should have 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. See attached drawings.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

A new Lenel integrated IDS should be added to the site that includes coverage for both the engine barn and the barracks. This system should have 3 keypads (1 for engine barn), 2 sirens (1 per building), 2 duress buttons (1 per building), 4x 360 motions (2 in engine barn), 1 motion detector, and 5 overhead door contacts. All the entry/exit doors will share the DPS from the ACS as door contacts in the IDS. See attached drawings.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

Susanville Fire Station– Susanville, CA

The Susanville Fire Station has no Access Control System, no Intrusion Detection System, no Duress Alarm System, and the CCTV System is not functioning after equipment got moved to another location.

There is currently no Access Control System at this site.

Each door of access control should include 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. See attached drawings.

A new Lenel integrated IDS should be installed that includes 3 keypads (1 in office, engine barn, and shop), 3 sirens (1 in each building), 1 wireless receiver (to wirelessly transmit signal from devices in buildings outside of the office), 2 motion detectors, 1 360 motion detector, 2x wireless 360 motion detectors (shop and engine barn), wireless transmitters and overhead door contacts on all overhead doors, 1 duress button, 2x wireless duress buttons (shop and engine barn), and the DPS from the ACS should be used as door contacts for the IDS. See attached drawings.

There is currently no functioning CCTV system at this site.

Recommendation: A new Avigilon camera system using Avigilon Control Center and recording at 15 fps for 30 days should be added. This system should include 10 cameras. 4x of these should be interior 2mp cameras covering entry doors in the office. 4x cameras should be 8mp exterior dome cameras (1 on NE of office looking West, 1 on SE of office looking West, 1 on SW of office looking East, and 1 on East of office looking across the road inbetween the engine barn and the shop). 2x of the cameras should be 12mp multisensor cameras covering both sides of the storage sheds. All exterior cameras should be IP66, IK10, and have IR. A wireless point to point system should be used to transmit signal to the storage sheds. 1 POE switch should be installed in the office to power the office cameras and 2 POE injectors should be used for the multisensor cameras. West Valley Fire Station– Alturas, CA

There is a gap in the entry gate that might allow entry. There is currently no Intrusion Detection System, Duress

Alarm System, Access Control System, or CCTV System at this site.

There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM suite. Upgrade systems and components to meet the PIV complaint regulations. Provide preventative maintenance on system on a biannual basis.

The new system should include 1 Lenel server, 1 control panel, 2x 2 door expansion boards, 1 power supply (4 aH), and 5 doors of access control. Each door of access control should include 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. See attached drawings.
