Site Survey - Assessment

1.1 Introduction

This document constitutes Trofholz Technologies’ report for the Bureau of Land Management (BLM) sites covering assessment and recommendations for facility security improvements. This document is the result of a site assessment that examined the existing Closed Circuit Television (CCTV), Access Control System (ACS), Intrusion Detection System (IDS), Duress Alarm System (DAS), and door hardware. The gathered information will assist in establishing and developing effective recommendations for Electronic Security Systems (ESS) solutions.

2.0 Executive Overview

2.1 Introduction

Realizing the maximum advantages from your current security technologies depends on having effective, efficient, reliable and compatible security systems, network, and networking equipment at all levels. The BLM selected Trofholz Technologies to assess and develop recommended improvements for the security system at 44 facilities throughout California. Each site may differ and has a varying degree of existing security systems. The goal of this program is to recommend either leaving in-place, supplementing, repair, or replacing some or all-existing ESS systems currently in use.

3.0 Objectives of the Security System

3.1 Objective

This project objective is creating a detailed view of existing technology solutions. Provide Security Plan Recommendations to fulfill the minimum requirements to enable compliancy without jeopardizing capital investment through materials and equipment that can adapt to or embrace advancing technologies.

3.2 Standards

The Facility Security Plan design aligns with the follow publications:

• Department of the Interior Manual 444 DM 1

• The Department of Homeland Security, Physical Security Criteria for Federal Facilities – Threat Level 2

• BLM Real Estate Leasing Service National Security Requirements for Leased Property

• Security Assessment Report Bureau of Land Management Facilities – CA June 2015.

All technology recommendations will maximize the existing ESS and infrastructure, network investments, optimize network-communications component zones of coverage, and cost effectiveness.

3.3 Business Needs, Objectives, and Goals

With a scalable infrastructure and security system, you provide for foreseeable coverage needs at low incremental cost. This way, strategic decisions about application needs can occur at the department level with less concern about the underlying communications structure.

4.0 Assessment Findings & Recommendations

4.1 Site Risks

The CCMA Clear Creek Admin site has been severely damaged by previous theft attempt. The damage extended to the CCTV system and existing cabling. One door has a “doggy door” that isn’t covered by security. An unmonitored opening like this can be a security risk and should be reassessed.

4.1 Site Security-Systems

4.1.1 ACS & Door Hardware

There is not currently an ACS system at this site Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM suite. Upgrade systems and components to meet the PIV complaint regulations. Provide preventative maintenance on system on a biannual basis.

The new Lenel system should include 1 control panel, 1 power supply, 1x 2 door expansion board w/ a power supply and enclosure (1 for the other building), and 3 doors of access control to include dual authentication PIV readers, door position switches, REX motions, and electronic locking devices with astragals as required. See attached drawings for recommended device locations.

4.1.2 IDS

There are remnants of a non-functional wireless security system.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

The existing system and all cabling should be replaced with a new Lenel integrated Intrusion Detection System.

The system should utilize Inovonics wireless sensors to avoid running unneeded cable. The system will include 1 control panel and 1 wireless receiver, 2 wireless motion detectors (1 in each building), 1 duress button (main building), door contacts covering all entry/exit doors (DPS provided in ACS recommendation will work for this as well), 1 exterior siren located centrally, and 2 keypads (1 in each building). See attached drawing for recommended device locations.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center monitoring center. This provides a standardized monitoring solution.

Duress System: Included above in IDS recommendations.

4.1.3 CCTV

There is currently Avigilon ACC6 system in place with 11x 8mp cameras, and 1x 3mp cameras. Some camera wiring is damaged and needs to be replaced.

(See attached drawing) Recommendation: Upgrade system to current software and firmware (ACC7). Provide preventative maintenance on system on a biannual basis.

Damaged camera cable should be replaced with new CAT6 cabling. The conduit can be reused, but should be repositioned and repaired as needed. An existing uninstalled UPS should be installed and tested.

Carrizo Plain Goodwin Visitor Center– Santa Margarita, CA

The Carrizo Plain Goodwin Visitor Center is a very remotely located facility which currently has only Ring cameras as security.

There is currently no access control at this facility.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM suite. Upgrade systems and components to meet the PIV complaint regulations. Provide

The new system should consist of a 1 Lenel OnGuard control panel, 1 power supply, and 2 doors of access control to be equipped with an electronic lock, dual authentication PIV reader, 1 door position switch, and 1 REX motion detector. See attached drawings for recommended device locations.

There is currently an incomplete IDS system that should be replaced.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

The new IDS system should include 1 Lenel keypad (linked and wired to Lenel Access control system), 1 interior motion detector, 2 door contacts (the Access Control door position switches will work for this), 1 siren, and 1 duress button. See attached drawings for recommended device locations.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

There are currently 4x Ring cameras as the CCTV system.

Recommendation: Replacement of ring cameras with 4x 4mp Exterior Avigilon Dome cameras (IP66, IK10, and

IR) and 1x Interior 2mp Dome camera. An Avigilon NVR with enough storage to record on motion for 30 days, and a POE switch for camera power are also recommended. See attached drawings for recommended device locations.

Consumnes Farm Center Office– Galt, CA

The Cosumnes Farm Center Office has no Access Control System, CCTV System, or Duress Alarm System.

There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. This system should include 1 Lenel server, 1 control panel, 1x 2 door expansion board, and 4 doors of access control. Each door of access control should have 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. See attached drawings.

Provide preventative maintenance on system on a biannual basis.

There is currently a DSC Intrusion Detection System with 1 keypad, 4 door contacts, and 2 motion detectors.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

Duress System: There is currently no Duress Alarm System at this site.

Recommendation: 1 duress button should be installed as part of the DSC IDS.

There is currently no CCTV system at this site. There are 2 non-functional “dummy” cameras.

Recommendation: A new Avigilon CCTV system should be installed that includes 1 NVR, 4x 8mp exterior dome cameras (IK10, IP66, IR, Varifocal), and 2 interior 2mp dome cameras. The NVR should provide enough storage to record on motion at 15 fps for 30 days (4tb). The system should be integrated with the ACS and IDS.

Provide preventative maintenance on system on a biannual basis. The new system should have 3 doors of access control added to include at each door 1 dual authentication PIV FIPS-201 compliant reader, 1 door position switch, 1 REX motion detector, and an electronic lock.

There is currently no IDS.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis. A new Lenel integrated IDS should be added that will include 3 motion detectors (near each entry), 2 keypads (front and back), 1 siren, 1 blue strobe, and 1 panic button. The ACS door position switches should be used as the IDS door contacts.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center monitoring center. This provides a standardized monitoring solution.

4.1.3 CCTV

There is currently Avigilon ACC-6 system in place with 5x 8mp Dome Cameras, and 2x 3mp Dome Cameras.

The Fort Ord Admin site does not have an Intrusion Detection System, Duress Alarm System, or Access Control.

Each door of access control should include 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. 1 of the doors is actually a double door and so should include 1 additional door position switch. See attached plans.

There is currently no Intrusion Detection System on this site.

Recommendation: A new Lenel integrated IDS should be added that includes 1 control panel in enclosure, 2 keypads, 1 siren, 1 duress button, 9 Door Contacts (the door position switches for the ACS can be used for this), 2x 360 motion detectors, and 5 motion detectors. See attached drawings.

Mono Basin Fire Station– Lee Vining, CA

The Mono Basin Fire Station is a remote site with an entrance gate that doesn’t remain shut and so is accessible

The Piedras Blancas Admin Site is historical and so limits the way in which security equipment can be installed.

The exterior of the building/s cannot be altered. The oceanfront site creates a wet and salty environment that will cause security equipment to wear down and malfunction more frequently. Exterior fence-line has gaps that can be exploited.

There is currently no Access Control System on this site.

San Joaquin River Gorge Visitor Center– Auberry, CA

The San Joaquin River Gorge Visitor Center has a history of high voltage surges that cause damage to security equipment. Many outlets and the existing CCTV system have been damaged from one such surge. Facility is not in a fenced in area and is surrounded by the cover of trees.
