Site Survey - Assessment

1.1 Introduction

This document constitutes Trofholz Technologies’ report for the Bureau of Land Management (BLM) sites covering assessment and recommendations for facility security improvements. This document is the result of a site assessment that examined the existing Closed-Circuit Television (CCTV), Access Control System (ACS), Intrusion Detection System (IDS), Duress Alarm System (DAS), and door hardware. The gathered information will assist in establishing and developing effective recommendations for Electronic Security Systems (ESS) solutions.

2.0 Executive Overview

2.1 Introduction

Realizing the maximum advantages from your current security technologies depends on having effective, efficient, reliable, and compatible security systems, network, and networking equipment at all levels. The BLM selected Trofholz Technologies to assess and develop recommended improvements for the security system at 44 facilities throughout California. Each site may differ and has a varying degree of existing security systems. The goal of this program is to recommend either leaving in-place, supplementing, repair, or replacing some or all-existing ESS systems currently in use.

3.0 Objectives of the Security System

3.1 Objective

This project objective is creating a detailed view of existing technology solutions. Provide Security Plan Recommendations to fulfill the minimum requirements to enable compliancy without jeopardizing capital investment through materials and equipment that can adapt to or embrace advancing technologies.

3.2 Standards

The Facility Security Plan design aligns with the follow publications:

• Department of the Interior Manual 444 DM 1

• The Department of Homeland Security, Physical Security Criteria for Federal Facilities –

Threat Level 2

• BLM Real Estate Leasing Service National Security Requirements for Leased Property

• Security Assessment Report Bureau of Land Management Facilities – CA June 2015.

All technology recommendations will maximize the existing ESS and infrastructure, network investments, optimize network-communications component zones of coverage, and cost effectiveness.

3.3 Business Needs, Objectives, and Goals

With a scalable infrastructure and security system, you provide for foreseeable coverage needs at low incremental cost. This way, strategic decisions about application needs can occur at the department level with less concern about the underlying communications structure.

4.0 Assessment Findings & Recommendations

4.1 Site Risks

Site is very remotely located.

4.2 Site Security-Systems

4.2.1 ACS & Door Hardware

There is currently no functioning access control system.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM suite. Upgrade systems and components to meet the PIV complaint regulations. Provide preventative maintenance on system on a biannual basis. The new system should include 3 doors of access control to cover each entry into the facility.

Each door is a double door and so should be equipped with 2 door position switches, 1 REX motion, an electronic lock, and a dual authentication PIV reader. If any maglocks are utilized a pneumatic REX button should also be included and the door should be linked to the existing fire alarm system (if applicable). The ACS headend will need an OnGuard control panel, 1 2 door board, 1 input control module, 1 output control module, and a power supply for the door locks,

4.2.2 IDS

There is currently no functioning IDS system.

Recommendation: A new Lenel integrated IDS should be added that includes 3 motion detectors (1 at each entryway), 2 sirens (1 at each end of the building), 2 keypads (front and back), 1 panic button, and 1 blue strobe. We suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center monitoring center. This provides a standardized monitoring solution.

4.2.3 CCTV

There is currently Avigilon ACC-5 system in place with 3x 3mp dome cameras and 9x 8mp dome cameras.

(See attached drawing) Recommendation: Fix one 8mp camera that is non-functional. Update software to latest version of Avigilon Control Center version 7. Provide preventative maintenance on system on a biannual basis.

Site Assessment Report (SAR)

Desert Discovery Center– Barstow, CA

The Desert Discovery Center is currently unoccupied and does not have an Access Control System.

4.1 Site Security-Systems

4.1.1 ACS & Door Hardware

There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. This new system should include 1 Lenel server, 1 control panel, and 6 doors of access control. Each door of access control should include 1 dual authentication PIV reader, 1 REX motion, 1 door position switch and 1 electronic lock. See attached drawings.

Provide preventative maintenance on system on a biannual basis.

4.1.2 IDS

There is currently a Honeywell Intrusion Detection System at this site that has 8 door contacts and 1 keypad.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

A 360 motion detector, 3 motion detectors, and a duress button should be added to the system. See attached drawings.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center monitoring center. This provides a standardized monitoring solution.

4.1.3 CCTV

There is currently Avigilon ACC6 system in place with 6x 8mp cameras, and 6x 3mp cameras.

Recommendation: Upgrade system to current software and firmware (ACC7). Provide preventative maintenance on system on a biannual basis.

Dos Palmas Preserve– Mecca, CA

The Dos Palmas preserve is remotely located, prone to high heat, and is not enclosed in a fence. There is currently no ACS or IDS systems on site. The site often has multiple day power outages and doesn’t have a functional UPS to keep the security online during those periods.

There is currently no Access Control System on site.

This Access Control System should include 1 control panel, 1 2x door expansion boards, 1 power supplies and 4 doors of access control. Each door of access control should include 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. See attached drawings.

A UPS system with enough power to provide continued service of all security systems during power outages should be installed.

There is currently no IDS on site.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

A new Lenel integrated Intrusion Detection System should be installed. This system should include 1 control panel, 2 keypads, 2 motion detectors, 4 door contacts (door position switches from ACS will double for this), 1 siren, and 1 duress button. See attached drawings.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

There is currently an Avigilon ACC6 system in place with 7x 8mp cameras, and 1x PTZ camera. All cameras need a thorough cleaning to restore optimal functionality.

The NW camera on the main building and the NE camera on the residence are non-functional and should be replaced by 2x new Exterior (IP66, IK10, IR, Varifocal) 8mp (4k) Dome cameras.

El Mirage Dry Lake Visitor Center– Adelanto, CA

El Mirage Dry Lake Visitor Center is co-managed which may create issues. The site is in a remote area and is not fenced in. CCTV system is managed by a third party. The south side of the wareyard is not covered by CCTV system. Alarm system is not managed by BLM.

There is currently no Access Control System at this site.

This Access Control System should include 1 control panel in enclosure, 2 power supplies (1 in each building), 1 door board in enclosure (for second building), and 9 doors of access control (5 double doors and 2 single doors in visitor center and 2 doors in wareyard building). Each door should include 1 Dual Authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. Double doors will need an additional door position switch. See attached drawings.

The system should include 1 control panel, 1 Inovonics wireless receiver, 4 motion detectors (in visitor center), 2 wireless motion detector (in wareyard building), use of door contacts from ACS system, 1 duress buttons, 1 wireless duress button (wareyard building), 1 siren, 1 wireless siren (for waryeard building), and 3 keypads (2 in visitor center, 1 in wareyard building), 2 overhead contacts for roll up doors (in wareyard building). See attached drawings.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

Duress System: Included as part of IDS recommendations.

There are currently 2 CCTV systems (1 in each building) that are not managed by authorized personnel. The visitor center system has 7x 8mp cameras, and 1x 3mp camera. The other system has 1x 8mp 360 cameras, and 8x 8mp Cameras.

Recommendation: Both systems should be replaced with BLM managed Avigilon NVRs. These new NVRs should have enough storage to record on motion at 15 fps for 30 days. Existing cameras that are not owned by BLM should be replaced with equivalent models. 1 8mp Exterior (IP66, IK10, IR, Varifocal) camera should be added to cover the south side of the wareyard. See attached drawings.

The Jawbone Visitor Center has no Access Control System.

Olancha Fire Station– Olancha, CA

The Olancha Fire Station is remotely located near an RV Park. This may bring a higher risk of security infractions.

The door locks don’t have astragals and so are susceptible to break-ins. Most of the camera domes and/or lenses are dirty and so provide a blurry and inadequate picture which will get worse over time. The local climate is harsh on security equipment and will cause it to wear down more quickly and malfunction.

It is imperative that there is Bi-Annual maintenance for this site to account for the increased risk on the equipment to wear down and malfunction due to the harsh local climate.

The new Lenel OnGuard ACS should have 1 control panel in enclosure, 3x 2 door expansion boards (1 of these boards will go in an enclosure and be located in the garage), 2 power supplies (1 for each building), and 6 doors of access control. Each door of access control should have 1 dual authentication PIV reader, 1 REX motion, 1 door position switch, and 1 electronic lock. All locks should be covered by astragals. See attached drawings.

Engine bay rear door closer should be fixed.

There is currently no Intrusion Detection System at this site.

Recommendation: Suggest yearly testing and integration with new Access Control System to be installed so Employee Badges (prox cards) disarm alarm system. Provide preventative maintenance on system on a biannual basis.

A new Lenel Integrated IDS should be installed that includes 2 keypads (1 in each building), 2 sirens (1 in each building), 1 Inovonics wireless receiver (to account for wireless equipment in garage), 3 wireless transmitters (for garage overhead doors), 3 overhead door contacts, 4 360 motions (2 in each building), 2 duress buttons (1 per building), and all of the ACS door position switches should be used as alarm door contacts. See attached drawings.

Consideration by BLM: We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center

There is currently Avigilon ACC6 system in place with 5x 8mp dome cameras, and 4x 3mp dome cameras.

Recommendation: Upgrade system to current software and firmware (ACC7). Provide preventative maintenance on system on a biannual basis (imperative due to local climate). A new UPS in bunkhouse should be installed to provide backup power for the equipment in that building. Cameras should have their domes and/or lenses cleaned.

Apple Valley Fire Station– Apple Valley, CA

The Apple Valley FS is in a rural area that can be accessed from any side without a proper anti climb fence surrounding it.

Recommendation: Installation of a standalone BLM owned PIV compliant Lenel OnGuard that is maintained, managed, and controlled by authorized personnel. This system should cover all exterior doors. Provide preventative maintenance on system on a biannual basis. All readers should be dual authentication PIV readers. Please refer to attached drawings for recommended device locations.

The IDS in the bunkhouse is existing and non-operational. Local personnel do not know the codes and or use system. No IDS is on the engine bay.

Recommendation: Replacement of entire IDS system on bunkhouse and install new system on engine house other buildings onsite (see google image) providing required coverage of building perimeters. Provide preventative maintenance on system on a biannual basis.

We recommend that you convert/upgrade the IDS to integrate with a GSA Mega Center monitoring center. This provides a standardized monitoring solution. See attached drawing for recommended device locations.

Duress System: No Duress system was identified to be existing.

Recommendation: We recommend adding a panic button inside of each occupied spaces and connect back to the IDS system. See attached drawing for locations.

There is currently Avigilon ACC-6 system in place at the engine bay and bunkhouse. The engine bay system is operational. The bunk house system in non-operational.

Salt Wells Fire Station– Ridgecrest, CA

The Salt Wells Fire Station has no Access Control System or Intrusion Alarm System. The existing CCTV system doesn’t provide full coverage and many camera views are obstructed by dirty lenses. The CCTV NVRs are overheating and generally non-functional. The East back door on engine back is obstructed by propane tank outside that prevents egress.

There is currently no Access Control System at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system should include 1 Lenel server, 1 control panel, 2x 2 door expansion boards (1 for each building), 2 power supplies (1 in each building, 4 amp), and 6 doors of access control.

Each door of access control should include 1 dual authentication PIV reader, 1 door position switch, 1 REX motion, and 1 electronic lock. See attached drawings.

There is currently no Intrusion Alarm System (outside of some intrusion equipment that is part of the fire alarm system).

Recommendation: Install a new Lenel integrated Intrusion Alarm System that has 2 keypads (1 in each building), 2 duress buttons (1 in each building), 2 sirens (1 in each building), 6 motion detectors, 1 360 motion detector, 6 door contacts (can be shared with the DPS for the ACS), and 3 overhead door contacts. The Salt Wells Wild Horse and Burro has no Access Control System, Intrusion Detection System, Duress Alarm

System, and the CCTV system is non-functioning and needs to be replaced. There are trees that are obstructing camera coverage that need to be trimmed.

There is currently a non-functional system in place with 6x 8mp cameras, and 4x 3mp cameras. There is no UPS or viewing station with monitor.

Recommendation: A new Avigilon ACC7 CCTV system should be installed to replace the existing non-operational one. This system should include an Avigilon NVR with 8tb hard drive which should provide 30 days of storage while recording on motion at 15 fps. All existing cameras should be replaced with Avigilon equivalents. 8mp exterior domes (IP66, IK10, IR) for all exterior cameras and 2mp interior domes for all interior cameras. See attached drawings.

A UPS should be added to provide backup power for CCTV system, and a workstation and monitor should be installed in order to view the cameras on site.

Santa Rosa Visitor Center– Palm Desert, CA

The Santa Rosa Visitor Center is a joint tenant site. By having a shared property, this can provide risk of unauthorized persons entering the facilities. This site has a non-compliant camera system that can allow possible unauthorized access. Without access control, this site is under a lock and key approach. This can allow unauthorized copying of keys and no way to audit individuals access.

Current occupants shared concern of not having proper security systems in place to react to possible live shooter situations.

The current alarm and CCTV system are provided and paid by non-BLM tenants. This can cause unmanaged systems that could provide access to codes and access to site.

4.2 Site Security-Systems

4.2.1 ACS & Door Hardware

Currently there is no access control at this site.

Recommendation: Installation of a standalone BLM owned Lenel OnGuard system that is maintained and controlled by authorized personnel. The new system will provide a secured control of who is and who is not granted access to the BLM specific areas.
