This is a Performance Work Statement (PWS) for comprehensive pest management services at Pine Bluff Arsenal (PBA) effective September 30, 2025. The Contractor shall provide scheduled and unscheduled pest management services for public health pests including arthropods, rodents, birds, snakes, weeds, and stray animals across the installation's real property, facilities, and grounds. All services must comply with Federal, State, and local regulations including DODI 4150.07, AR 200-1, the PBA Integrated Pest Management Plan (IPMP), FIFRA, Arkansas Department of Agriculture and Rural Development rules, and AR 608-10 (Child Development Services). The Contractor must maintain a State pesticide application business license and employ pest management specialists certified by the Armed Forces Pest Management Board or State of Arkansas in seven specific pest control categories: Forestry, Turf, Ornamental, Aquatic, Right of Way, Mosquito & General Use Pesticides, and Public Health Pest Management. Personnel must be properly licensed and certified, with any personnel changes reported to the Contracting Officer (KO) no less than seven days in advance.
Service requirements encompass five primary categories: (1) Household Pest Control for cockroaches, ants, silverfish, spiders, rodents, and other crawling/flying pests on a scheduled monthly, quarterly, or biannual basis with specific control thresholds; (2) Structural Pest Control including annual inspections for termites, carpenter ants, wood-destroying fungi, and powder post beetles between September and January, with five-year warranties on treatment; (3) Mosquito and Biting Fly Control utilizing surveillance and ULV aerosol applications to achieve 70 percent reduction in light-trap counts and 50 percent reduction in biting/landing counts; (4) Turf Pest Control for fire ant management with twice-yearly surveys and treatment of mounds; and (5) Weed Control across approximately 786 acres using selective and non-selective herbicides per the PBA Pesticide Use Plan. The Contractor must also provide Animal Control services with a 30-minute response time for wild and feral animals, including dogs, cats, skunks, raccoons, and snakes, using humane capture methods and proper disposal in accordance with Arkansas wildlife laws. All pest control operations must employ Integrated Pest Management (IPM) techniques prioritizing non-chemical methods before pesticide application. Callbacks for control limit exceedances must be completed within 24 hours at no additional cost to the Government with no limit on callback frequency. Services must be scheduled to minimize interference with Government operations, with changes requiring five working days' advance notice and KO approval. Building occupants must be notified in writing at least four business days before scheduled services, and all pest management activities must be documented using DD Forms 1532 and 1532-1 submitted to the IPMS system. Special access conditions apply to Child Development Services (CYS) facilities where pest services must occur after business hours or on Friday afternoons to allow weekend ventilation with video surveillance in effect 24/7.
