About this file

This document is a Performance Requirements Summary (PRS) Table required by 48 CFR 51, Department of the Army Acquisition Regulations, which establishes performance standards and quality metrics for a pest control and grounds maintenance contract. The PRS table identifies six primary contract requirements: Household Nuisance Pest Control, Structural Pest Control, Mosquito and Biting Fly Control, Turf Pest Control, Selective Weed Control, and Nonselective Weed Control. Each requirement is evaluated across three work requirement categories: timely service, quality of work, and pest management records.

For each work requirement, the table specifies performance standards, Maximum Allowable Defect Rates (MADRs), and contract value weights. Most timely service and quality of work requirements carry a 3% MADR, while pest management record requirements carry a 1% MADR. The MADR represents the defect rate threshold above which the contractor's quality control is deemed unsatisfactory, though exceeding the MADR does not prevent payment for defects with appropriate credit for rework. Contract value weights vary by requirement type: for Household Nuisance Pest Control, Structural Pest Control, Mosquito and Biting Fly Control, Turf Pest Control, and Selective Weed Control, timely service and pest management records each constitute 15% of contract value with quality of work comprising 70%. For Nonselective Weed Control, timely service comprises 25%, quality of work comprises 60%, and pest management records comprise 15% of contract value. All performance standards reference specific sections of the associated Performance Work Statement (PWS) and attachments for detailed implementation guidance.

Attachment A: PERFORMANCE REQUIREMENTS SUMMARY (PRS) TABLE

A PRS table is included in this attachment as required by 48 CFR 51, Department of the Army Acquisition Regulations. The purpose of this attachment is to:

- List the contract requirements and work requirements considered most critical to satisfactory contract performance (See PRS Column 1).

- Summarize the standards of performance in the specification for each specified work requirement (See PRS Column 2).

- Provide Maximum Allowable Defect Rates (MADRs) for each work requirement (See PRS Column 3). The MADR is the defect rate in a population of services which, when exceeded, indicates the Contractor's quality control is unsatisfactory. The MADR does not represent a threshold for payment Prices.

Prices are taken for all defects (with appropriate credit for rework) regardless of whether the MADR was exceeded.

- Specify the percentage (weight) of contract requirement attributable to each listed work requirement (See PRS Column 4).
