Statement of Work Media Blasting Booth System

1. Scope

The following document provides the requirements and specifications for a quantity of one (1) media blasting booth system.

2. Requirements

2.1. General

This sections provides general requirements for the media blasting booth system.

2.1.1. System shall conform to any applicable OSHA, NFPA, or other federal regulations.

2.1.2. System shall operate on 480 VAC, 60 Hz, 3 Phase electrical power.

2.1.3. System shall include at minimum a media blaster machine, ventilation booth, abrasive recovery system, and dust collection system.

2.1.4. Predictive maintenance sensor requirements:

Equipment and systems shall be provided with component (i.e. motors, pumps, etc.) level condition based monitoring (CbM) sensors. These sensors shall be suitable for monitoring the overall health of the component and used for collecting data on operational conditions, for example, usage, thermal variation, vibration, noise intensity, etc. These sensors will ultimately be used to provide data for a predictive maintenance (PdM) program.

2.2. Specific

This section provides the specific requirements of the media blasting booth system.

2.2.1. Dimensions (internal): Booth shall be twelve feet (12’) wide by twelve feet (12’) tall by thirty feet (30’) long.

2.2.2. Booth shall have a door on each end that is full size (12’ wide by 12’ tall) that are power driven.

2.2.3. Booth shall have a personnel door with safety viewing window and safety interlock.

2.2.4. Booth shall have adequate LED lighting as per industry standard for typical operation.

2.2.5. Doors and walls shall have adequate sound insulation such outside the booth sound level is less than 85 decibels.

2.2.6. Booth shall be designed such that floor of booth is level with finished grade of building.

2.2.7. Booth shall be designed such that equipment (i.e. forklift, cart, etc.) can be driven through one door and out the other.

2.2.8. Abrasive recovery pits shall be the U-Shape style. Grating and pit design shall be capable of handling 20 ton (40,000 lbs.) traffic load.

2.2.9. Abrasive recovery system shall include at minimum a bucket elevator, vibrating sieve, air wash, a screw conveyor for each recovery pit, and a minimum of 50.0 cubic foot storage hopper.

2.2.10. Booth dust collection system shall be installed to the exterior of the building and shall be sized accordingly.

2.2.11. Booth system shall include all appropriately sized ducting to connect the booth to the dust collection system.

2.2.12. System shall include at minimum a set of filter media for the dust collection system.

2.2.13. System must have a Cartridge House with air purge cleaning system with waste collection.

2.2.14. Blasting system/machine shall include Qty. 2 nozzles and minimum of fifty feet (50’) of blast hose, and accessories.

2.2.15. Booth shall include operator personnel protection equipment for two operators to include breathing air system, filters, suits, hoods etc.

2.2.16. AMU Hot Water System to support personnel in booth.

2.2.17. Programmable Booth Control Panel

3. Installation

3.1 Installation shall be a separate line item of the proposal as an option.

Material handling equipment for installation is to be provided by the installation contractor. In the event that the installation option is not taken by MCAAP, the contractor shall provide detailed installation drawings and instructions.

4. Proposal, Drawings, Documentation, and Data

4.1. Proposal (Prior to Award)

A detailed description is required prior to award. The MCAAP Systems Development Division will validate and verify/approve the contractor’s listed equipment concept before award is granted. In order to meet this review requirement, the offeror shall submit with their proposal a detailed technical description of each item. The offeror’s description submittal shall account for each one of the required product features located in this qualifying statement. The description shall also clearly portray/describe how each item will function. Conceptual drawings that are not detail “as built” drawings are required for submittal with the detailed description. Drawing must provide overall height, width, and length dimensions. It should depict the locations of key components. If there is a picture of the equipment or portions of the

Booth System 3 | P a g e equipment, such as from a brochure, then that picture(s) should be included with the data. It is advantageous for the contractor to supply as much data as possible as the government will use this to approve the proposed equipment, as related to this purchase description, for production and/or purchase.

4.2. 30% Concept Design and Data A 30% conceptual design review will be held between the contractor and MCAAP personnel within four (4) weeks of award. Contractor shall supply preliminary drawings related to the construction and final assembly as specified by this purchase description to the MCAAP Systems Development Division for approval. Any specific requirements related to the foundation requirements for the cranes shall be supplied at this time. These drawings should include installation and/or operational envelope dimensions, utility requirements, and connection locations along with any other pertinent data.

If there is a picture of the equipment or portions of the equipment, such as from a brochure, then that picture(s) should be included with the data. It is advantageous for the contractor to supply as much data as possible as the government will use this to approve the proposed equipment, as related to this purchase description, for production and/or purchase. This set of the drawings/data shall be in electronic format. The preferred format is “.dwg” or “.dxf” for 2-D data and Solid Works (.sldprt, .sldasm) format or STEP (.stp) format for 3-D data. All drawings/data shall be authorized for reproduction and distribution to end users of the equipment.

4.3. Finalized Drawings and Data

The contractor shall provide two (2) complete sets of as-built reproducible drawings/data. The drawings/data shall include, at minimum, the requirements of paragraph above. One (1) complete hard copy set of finalized drawings/data shall be provided with the equipment. The other will be in electronic format. The format must be capable of being read as “.dwg” or “.dxf” for 2-D data and Solid Works (.sldprt, .sldasm) format or STEP (.stp) format for 3-D data. All drawings/data shall be authorized for reproduction and distribution to end users of the equipment.

4.4. Operational, Maintenance, and Parts Manuals

The contractor shall furnish under this purchase description two (2) sets of operational, maintenance, installation, and parts manuals as necessitated by the equipment. The manuals shall be specific (not canned statements about the system in general) to the system supplied. There shall be a brief description concerning the purpose of the specific equipment supplied and the rated operating capacities. The manuals shall contain a complete parts list to include (at minimum) all information necessary (manufacturer’s name, address, phone number, P/N, S/N, size, model number, type, etc.) to re-order the part if necessary. The manuals shall include all preventative maintenance procedures/schedules specific to the equipment supplied.

These manuals shall be applicable to the equipment provided only and shall include all safety precautions/warnings associated with the operation. All manuals shall be authorized for reproduction and distribution to end users of the equipment. One (1) set of hard copy versions of the manuals shall be provided with the equipment. One (1) set of the manuals shall be electronic in form (on CD) and must be capable of being read in either a “.pdf” or a “.doc” format.

5. Acceptance Review Upon shipment of components to MCAAP, an acceptance review by government personnel will be conducted. If the system or its components are found to be unacceptable, those components shall be shipped back to the contractor/manufacturer for repair and/or replacement. It is the sole purview of the MCAAP Engineering personnel to waive the necessity of these reviews.

6. Quality Assurance Provisions

6.1. Responsibility for Inspection

Unless otherwise specified in the contract or purchase description the contractor is responsible for the performance of all inspection requirements specified herein. Except as otherwise specified the contractor may use their own facilities or any commercial laboratory acceptable to the government.

The government reserves the right to witness or separately perform any of the inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. The contractor shall notify the contracting officer at least 15 working days prior to shipment so a government representative(s) can make arrangements to be present to perform an acceptance inspection if necessary. Final acceptance of the contract shall be the responsibility of the government contracting officer.

6.2. Quality Management

Contractor must show proof of internal quality management system in accordance with MIL-I-45208A or ISO 9001: 2000 or an equivalent quality management system. The contractor shall certify and maintain substantiating evidence that the product meets the provided drawing specification, and quality assurance requirements. This includes manufacture and welding requirements. The manufacturer may use their own inspection facility or any commercial facility agreeable to the government. The government reserves the right to witness the inspections of all components of this system for conformity of specifications.

6.3. Warranty

Contractor shall provide a warranty against defective material, parts, and workmanship for a period no less than 1 year from final commissioning date.

7. Notes

7.1. Intended Use

When government drawings, specifications, or other data are used for any purpose other than in connection with definitely related Government Procurement Operations, the Unites States Government thereby incurs no responsibility or any obligation whatsoever. The fact that the government may have furnished, formulated, or in any way, supplied the said drawings, specifications, or other data, is not to be regarded by implication, or otherwise in any manner licensing the holder or any other person, or corporation, or conveying any rights or permission to manufacture, use, or sell any patented invention that may be in any way related thereto.
