About this file
This is a comprehensive construction specification document and contract package for the Whiteriver Hospital Construction project in Whiteriver, Arizona, prepared by SmithGroup for the Indian Health Service (IHS), Division of Engineering Services. The project involves constructing a new 407,000 gross square foot hospital facility to replace the existing Whiteriver Hospital on the Fort Apache Indian Reservation, with construction organized in two phases: Phase 1 covering new hospital construction and enabling infrastructure, and Phase 2 covering demolition of existing structures. The contract is a single prime contract with an estimated project cost of approximately $350-400 million, requiring the contractor to furnish all personnel, materials, services, and facilities necessary for complete hospital construction including architectural, structural, civil, mechanical, plumbing, electrical, and specialty systems work.
The specifications establish detailed requirements across 48 divisions covering general requirements, site work, structural systems, building enclosure, interior finishes, mechanical/plumbing/electrical systems, and specialized hospital equipment. Key contractual requirements include mandatory submission of a Quality Control Plan within 15 days of Notice to Proceed, achievement of LEED v4 BD+C: Healthcare certification, implementation of an Indoor Air Quality Management Plan and Construction Waste Management Plan (targeting 75% waste diversion through at least four diversion streams), and preparation of comprehensive operation and maintenance documentation. The contract incorporates modified technical provisions from the White Mountain Apache Tribe (WMAT) 2023 IDIQ, specifying detailed requirements for water transmission and distribution systems, wastewater infrastructure, and construction procedures. Additional administrative requirements include Preconstruction and Coordination meetings, weekly progress meetings, RFI procedures allowing 7-day responses, submittal review periods of 21 calendar days for initial reviews and 10 business days for resubmittals, and provisions for phased construction with continuous occupancy of existing facilities during Phase 1 and demolition of existing structures only after Phase 1 substantial completion.
