About this file

This is a Vendor Questions and Answers addendum for the State of Illinois Department of Innovation and Technology (DoIT) related to BidBuy #26-448DOIT-TELEC-B-48349 for Fiber Construction Services in the North Region. The IFB is not project-specific but rather establishes a vendor contract to perform fiber construction services as needed. The State does not include aerial fiber installation as part of its standard deployment policy; however, limited aerial spans may be required where underground installation is not feasible. For specific aerial installation methods such as lashing or ADSS, the State relies on guidance from its Architectural and Engineering partner based on cost-effectiveness, operational efficiency, and safety considerations. A Pre-Submission Conference was held, with the agency providing the conference PowerPoint to vendors rather than the recording to allow for easier updates if needed.

The performance bond requirement is contingent upon individual project assignments under the contract. Upon receipt and acceptance of an Engineering Package from the State, the awarded vendor must provide a Performance Bond equal to 100% of the Installation Package Installation and Material Costs, which must be submitted within ten business days of package acceptance and prior to mobilization or commencement of on-site construction activity. No bid bond is required for bid submission. The performance bond must be from a surety licensed to do business in Illinois, or an irrevocable letter of credit is acceptable as a substitute. The vendor is responsible for purchasing conduit, fiber, and other materials necessary for installation, which must be included in the performance bond calculation.

Is there and aerial installation piece to this project?

The State does not currently include aerial fiber installation as part of its standard deployment policy. However, it is possible that limited aerial spans may be required over the course of this contract in situations where underground installation is not feasible. As a result, the example span purposefully does not include any aerial fiber span.

2.

Is it a lashing project or ADSS?

For specific aerial installation methods—such as lashing, ADSS, or bridge attachment techniques—the State typically relies on guidance from its current Architectural and Engineering (A/E) partner. Recommendations are made based on a combination of cost-effectiveness, operational efficiency, and safety considerations.

Please be reminded, the IFB is not project specific but is to have a Vendor on contract to perform Fiber Construction Services, Northern Region, when needed, if needed.

Amendment 2 Vendor Question & Answer 10/28/2025

Can Vendors obtain the Pre-Submission Conference Recording?

The Agency prefers to make the Pre-Submission Conference Power Point available to the Vendors in the event of any Pre-Submission Conference specific updates are required. The Power Point is easier to update then the recording. Vendor conformed this is acceptable.
