About this file

This document is the Closeout Specifications attachment for Contract B-48349 Fiber Construction Services – North Region issued by the Illinois Department of Innovation and Technology (DoIT). The specification outlines the acceptance process and closeout requirements for fiber construction work upon project completion. The vendor must submit a substantial completion notice to initiate the closeout process, and if the work is only substantially complete, DoIT will identify incomplete scope items and establish a timeframe for completion. Upon request, the vendor must submit as-built redlined drawings in Adobe PDF format, GIS ESRI Shape files, and fiber test results electronically in compliance with Data Submittal guidelines provided in Attachments C and D. DoIT or its architect/engineer will conduct a punch list walk-through to identify deficiencies, and the vendor must correct all identified items within a specified timeframe and submit them for clearance via email.

The vendor must also provide supplemental documentation including warranties, guarantees, maintenance data, instruction manuals, a detailed list of extra materials and equipment that become state property, and final waivers of lien from all subcontractors and suppliers. Following correction of all punch list deficiencies and receipt of required documentation, DoIT or its architect/engineer will perform a final inspection. Upon DoIT's satisfaction that all build work requirements and closeout documentation have been completed satisfactorily, the project will be considered complete and accepted by the department.
