About this file
This vendor questions and answers addendum is issued by the State of Illinois Department of Innovation and Technology (DoIT) for BidBuy #26-448DOIT-TELEC-B-48349, concerning Fiber Construction Services for the North Region. The document addresses two vendor inquiries submitted on October 10, 2025, regarding project scope and installation methodology. The State clarified that while aerial fiber installation is not part of its standard deployment policy, limited aerial spans may be required in situations where underground installation is not feasible. DoIT emphasized that this is a requirements contract to have a vendor available to perform fiber construction services in the Northern Region on an as-needed basis, rather than a project-specific solicitation.
Regarding installation methods, the State indicated that specific aerial installation techniques—including lashing, ADSS, or bridge attachment approaches—will be determined by DoIT's Architectural and Engineering partner based on cost-effectiveness, operational efficiency, and safety considerations. No information regarding pricing terms, set-asides, contract term, or renewal options is provided in this addendum document.

Is there and aerial installation piece to this project?
The State does not currently include aerial fiber installation as part of its standard deployment policy. However, it is possible that limited aerial spans may be required over the course of this contract in situations where underground installation is not feasible. As a result, the example span purposefully does not include any aerial fiber span.

Is it a lashing project or ADSS?
For specific aerial installation methods—such as lashing, ADSS, or bridge attachment techniques—the State typically relies on guidance from its current Architectural and Engineering (A/E) partner. Recommendations are made based on a combination of cost-effectiveness, operational efficiency, and safety considerations.
Please be reminded, the IFB is not project specific but is to have a Vendor on contract to perform Fiber Construction Services, Northern Region, when needed, if needed.
