About this file
This document is an attachment to a State of Illinois Department of Innovation and Technology contract (B-48349) for fiber construction services in the North Region, providing scope examples and complexity indicators for bidders. The attachment details four representative project types that demonstrate the range of work the State has contracted previously: middle mile maintenance and repair, splice scopes for customer fiber make-ready, emergency break fix restoration, and inside plant work. Example 1 describes a comprehensive 10-mile fiber build involving multiple construction methods including open cut trenching, directional boring, direct burial cable placement, bridge attachments, aerial spans, and installation of a pre-cast concrete controlled environmental hut with security infrastructure, all utilizing 144-strand single-mode fiber cable with various conduit types and pull boxes rated at different load capacities. Example 2 presents a specific fusion splice scope for the Illinois Department of Transportation at an I-90 intersection location, requiring work during designated maintenance windows (8 PM to 5 AM) with specific technical requirements for splice closure installation, fiber strand verification, and notification protocols to the Department's Network Operations Center. Example 3 shows an emergency cable break restoration project utilizing existing infrastructure, while Example 4 illustrates inside plant work connecting multiple campus buildings across a larger installation project.
The document serves as a reference guide indicating that while these examples represent typical work categories the contractor may encounter, additional similar scopes may arise during contract performance that are not precisely identical to those specified. No pricing information, contract term details, set-asides, or financial requirements are provided in this scope complexity and size attachment, as it functions solely as a deliverables reference document to establish bidder understanding of expected work scope, technical specifications, and project complexity ranges under the Illinois Department of Innovation and Technology fiber construction services contract.

Attachment E - Examples of Scope Complexity and Size
The following are examples of scopes that the State has worked with its fiber maintenance contractor in the past. While this has specific examples of many of the different scopes and is a good indicator of the types of work, there may be other needs over time that, while similar, may not be exactly stated as below.
Attachment J - Scope Examples
Example 1. Middle Mile Maintenance/Repair
Example 2. Splice Scope for Customer / Fiber Make Ready.
Example 3. Emergency Break Fix Scope.
Example 4. Scope Example for Inside Plant Work
Example 1. Middle Mile Maintenance/Repair Segment Sample - Approximate 10 mile fiber build:
• Install 4” RMC encased in concrete with Maxcell (or equivalent 3 cell detectable inner-duct). Distance is 150’ from existing State POP site to existing 4x4 manhole. Installation method is open cut trench.
Core into existing manhole and install 4” RMC from manhole into existing POP site. A wall core is required. Install interior metal pull box (36”W x 36”L x 18”D) and conduit.
• Transition from 4” RMC conduit to 3” EMT conduit in pull box and extend EMT 100’ to fiber terminal rack in same room. Pull 144 strand cable and Maxcell 3 cell inner-duct into POP site rack from manhole. Install fiber terminal, fusion pigtail splice 144 cable into fiber terminal and test fiber terminations.
• Directional Bore install 4” HDPE, 3 cell Maxcell detectable inner-duct, and 144 fiber cable from existing State POP-Site manhole to location where direct buried construction begins. Distance is approximately 2 miles through Metro and Urban environment. Install flush to grade pull boxes approximately every 2500’. All pull boxes will be fiberglass polymer concrete (24”W x 36”L x 24”D) with rocked open bottom and rated at 22,500 lbs. Cable markers will be placed at approximately
1000ft. intervals.
• Place 7 miles of direct buried 144 strand SM fiber cable along pre-designated pathway. Include buried fiber optic warning tape. Install pull boxes at 2 mile intervals that are flush to grade. All pull boxes will be fiberglass polymer concrete (24”W x 36”L x 24”D) rocked open bottom and rated at 22,500 lbs. Cable markers will be placed at 1000 foot intervals.
• Pathway to include 4 interstate highway inter-change crossings requiring 1000’ directional bores with
4” HDPE, Maxcell 3 cell detectable inner-duct, and two flush to grade pull boxes (36”W x 36”L x 18”D) that are rated at 22,500 lbs. Tie-in pits in the infields will not be acceptable.
• Install (4) 60’ bridge attachments. Bridge attachments are to be located on the beams.
• Attachments are 4” RMC conduit with Maxcell 3 cell inner-duct. Install 144 strand SM fiber cable and 2 pull boxes (24”W x 36”L x 24”D). Pull boxes are rated at 22,500 lbs.
• Place a pre-cast concrete controlled environmental hut at approximately the 23 mile location.
Dimension of the hut will be 14’W x 12’L x 10’H. Hut will be equipped with typical equipment supporting the environmentally controlled space, fiber electronics and communication racks.
• Include two 30”W x 48L” x 18D” flush to grade polymer concrete pull boxes with rocked open bottom. One on the cable pathway that is rated at 22,500 lbs, and one at the building entrance point that is rated at 12,000 lbs. All required utilities are 200’ from hut. Place a 20’x20’ concrete pad for generator. Install 30’ of PVC conduit from concrete pad to hut for power cable. Place two 4” HDPE conduits from fiber cable pathway to hut. Distance of 200’ for each. Include locatable 3 cell Max-Cell inner-duct and 144 strand SM fiber from pathway to hut. Provide 8’ high security fencing, 3 strands of barbed wire and 16’ secure entry gate on rollers.
• Install cable riser and place 8 spans of the 144 strand SM cable and 3/8” messenger on joint poles.
Distance is approximately 1100 ft. including risers. Set (2) 30’ Class 6 poles, and (2) spans of messenger that are approximately 200’. Lash 144 fiber cable to the spans, set anchors, down guys, and extend fiber cable into pull boxes at base of poles. Install two 18”W x 30”H x 18”D flush to grade pull boxes, one each at first riser pole and last riser pole of aerial spans. Pull boxes are fiberglass polymer concrete, rated at 12,000 lbs. and rocked open bottom.
• Open cut trench 300’ from aerial cable pull box to POP site. Install 4” HDPE duct with locatable Maxcell 3 cell inner-duct and 144 strand SM fiber cable into building entrance location. Install 30”W x 48”L x 18”D flush to grade pull box at entry point. Pull box is fiberglass polymer concrete, rated at
12,000 lbs. and rocked open bottom. Install 2 bollards at building entrance.
• Place 24”W x 24”L x 12”D metal pull box on exterior of building at core penetration. Install 100’ of 3”
EMT conduit from ground pull box up to and through metal pull box, through external wall, two interior walls and into POP site fiber rack.
• Pull in MaxCell 3 cell inner-duct, 144 strand fiber cable (100 ft.), install splice terminal and fusion pig-tail splice and test the 144 strand cable.
