About this file
This is a Staff Report and Award Information document from the City of Alpharetta, Georgia's Department of Public Works regarding Invitation to Bid 23-007 for City Center Parking Garage Maintenance and Repairs. The project encompasses joint sealant replacement, epoxy injection of cracks, traffic coating replacement, routing and sealing of slab cracks, and partial depth concrete repair on vertical and overhead surfaces. The scope of work was developed based on a November 2021 visual condition assessment performed by Wiss, Janney, Elstner Associates, Inc., which identified high-priority maintenance needs to ensure structural stability and safety. Bids were advertised on March 23, 2023, with the City receiving three competitive proposals. The expected project duration is six weeks, with work performed during daytime hours. Parking restrictions will be implemented level-by-level, with approximately ten spaces on level 3 closed during traffic coating cure time (5-7 days), and the contractor will restore access daily upon completion of work on each level.
The contract has been awarded to Metro Waterproofing, Inc., the low-cost qualified bidder, at a cost not to exceed $85,475.00. The other bids received were Southern Preservation Systems at $123,273.25 and Restocon Corporation at $148,767.00. Funding is allocated from Facility Improvements account 30141100 at $74,518.00 and Non Allocated Capital at $10,957.00. The project is not included in the current fiscal year capital or operating budgets. Staff verified Metro Waterproofing's qualifications through reference checks with Emory University, VA Atlanta Administration, and Notting Hill Parking Deck, all of which confirmed recent, relevant experience with parking structure repairs including sealants, traffic coating, and structural work completed in 2022.

ITEM DESCRIPTION:
BACKGROUND:
On November 15, 2021, Wiss, Janney, Elstner Associates, Inc. (WJE) performed a visual condition assessment of the Alpharetta City Center Parking Structure. The assessment primarily consisted of a walkthrough visual inspection of the exposed concrete framing elements and connections and ancillary features such as coatings and sealants throughout the structure. In addition, an overall visual survey of the exterior of the parking structure was performed. Overall, the parking structure was observed to be in good condition relative to structures of similar construction, age, and exposure. Observed reportable conditions were most commonly attributable to either environmental exposure or material behavior, such as concrete shrinkage.
SCOPE OF SERVICES:
Staff reached out to WJE and asked that bid documents be drafted addressing the immediate needs that were identified in the original assessment. WJE produced specifications, plans, scope of work, and all other necessary information needed to receive competitive cost to address the items identified as a high priority by WJE in the original assessment. The scope of work identified as the highest priority consists of joint sealant replacement, routing and sealing of cracks utilizing an epoxy injectable sealant, traffic coating replacement, and partial depth concrete repair.
BID PROCESS:
On March 23, 2023, the City advertised bids for the immediate maintenance needs as outlined by WJE's assessment. The City received three bids:
Metro Waterproofing, Inc. $85,475.00 Southern preservation Systems $123,273.25 Restocon Corporation $148,767.00
Based upon Metro Water Proofing, Inc. being the apparent low-cost qualified bidder, Staff contacted references regarding the quality of the company's work on similar recent projects. These references included:
• Emory University- work completed in 2022 on the parking garage included emergency shoring, crack and sealant repairs.
• VA Atlanta Administration Parking Deck-work completed in 2022 on the parking deck included joint sealant and traffic coating.
• Notting Hill Parking Deck-work completed in 2022 included structural stabilization and modifications, sealants, and traffic coating.
After checking references, staff feels confident that Metro Waterproofing, Inc. can complete the scope of work outlined in the bid documents.
OPERATIONAL IMPACTS DURING PROJECT:
All work will take place during the day. During repairs, some parking on certain levels will not be accessible and the new traffic coating will have to cure 5-7 days prior to allowing traffic on it. The traffic coating is located on level 3 of the parking deck and will require approximately 10 spaces to be closed off until fully cured. All levels will require parking spaces at some point during the repairs to be inaccessible, but this should not be for multiple days or levels and the contractor will work one level at a time. The contractor will open everything up prior to leaving each day.
The expected duration of the project is six weeks.
ALTERNATIVES:
Mayor and City Council have two options available to the recommended action.
1. Redefine the scope of services and rebid the project.
2. Withdraw the bid and delay further action. It should be noted, however, that delaying action is likely to result in the need for more intensive repair and maintenance.
