About this file
Addendum 3 is a supplementary document issued by the City of Albany, Georgia on October 18, 2022, for Invitation to Bid (ITB) Ref. #23-007 regarding Driskell Park construction project located at 1021 S McKinley Street. This addendum revises and clarifies the original bid specifications and requirements for general contractors. The primary revision pertains to Section 000004 (Supplementary Conditions), specifically item 19 regarding sports lighting systems, which now explicitly requires the general contractor to provide all labor, materials, electrical equipment, footings, poles, fixtures, wiring, control cabinets, and pedestrian lighting fixtures for the multi-purpose field lighting installation. The addendum establishes comprehensive requirements for contractor experience, including a minimum of three completed projects of similar size and complexity within the past five years, with detailed project reference forms required in bid submissions. Bidders must acknowledge receipt of Addendum 3 on the Bid Form when submitting proposals; sealed bids were due October 21, 2022 at 2:30 PM at the City of Albany Procurement Division, Suite 260, 222 Pine Avenue.
The supplementary conditions establish extensive contractor responsibilities and requirements spanning site management, utility coordination, fee responsibility, erosion and sedimentation control compliance, schedule of values submission, and coordination with third-party contractors for playground equipment installation, audio-visual and low-voltage systems, and mural installation. The contractor assumes full responsibility for all construction-related fees, utility costs during construction, NPDES permit compliance, erosion control maintenance, construction layout verification, and final Certificate of Occupancy procurement. The park remains an active City facility during construction, requiring the contractor to maintain public access to existing facilities, implement appropriate security fencing, and provide advance written notice of temporary closures at least 30 days prior. Additional requirements include submission of as-built documentation, topographic verification, earthwork management with contractor-funded haul-off or material imports, and coordination with City-provided vendors for specialized work including sports lighting, playground equipment, and mural installation.
