Elements of a Project Package

• Topic Overview - Review research and best practices in the topic defined for the project package, review INL current and applicable recent projects in the area, and draft an overview providing a primer on the topic, and a discussion of its importance in strengthening a criminal justice system.

• Goals and Objectives – provide a draft suggestion for top level goals and objectives for the project, answering what outcomes this project should seek to achieve, with the understanding that this will feed into INL’s internal deliberations on defining final guidance in this area.

• Prerequisites/Pre-Project Analysis – develop a narrative explanation and checklist of questions to assess an INL partner country’s readiness to undertake the project area covered in the project package.

• Define a suggested tiered timeline and cost estimate for project implementation based on 1) fully available resources and full absorption capacity, 2) reduced resources or absorption capacity, 3) limited resources and absorption capacity, to advise on how the project could be approached iteratively.

• Provide a section that discusses how each project area would or could affect groups subject to bias or discrimination due to race, gender, religion, ethnicity, or other cause for marginalization.

Include resources (checklist, linked material), to guide consideration of this aspect of design and implementation.

• SME Expert Diagnostic – Develop a project analysis checklist to determine what activities to undertake to achieve the project goal, based on the partner country’s level of advancement in the topic area (basic to advanced).

• Develop a change map listing draft goals, objectives and activities, and if possible, suggested indicators. Where applicable, give a brief summary of how accreditation or certification will guide the activities and their priority order. Where needed, in consultation with KM, separate the change map into “standard” and “advanced” objectives and activities, creating two change maps.

• Develop implementation “tool kits” - provide a suggested standard training list, and where applicable, equipment lists related to the topic.

• Accreditation/Certification (where applicable) – Detail mechanisms, partners and processes commonly employed in the topic area.

• Prepare a glossary of terms.

• Prepare a resource list for further reading.

• Include annexes with research papers, implementation templates or examples from similar ongoing or completed projects (SOWs, NOFOs, etc.) other resources that provide additional detail.
