| As project package BPA call is Firm Fixed price, should we assume travel plug numbers in each of our 12 project package pricing volume or will the customer allow contractor to add custom ODC travel as a separate line item upon travel package execution? |
IF there is no dictation of travel (IE no Government Directed Travel), then assume there would not be any travel charges. If that were to change, the call would have a change order.

| SOW – Section 3.4 |
| The section stipulates that the contractor must ensure that the key positions are “filled” at all times for the entire length of the award. Can the customer define what “filled” means? Does this mean that the key position personnel have to be employed full time or can they just be available to work? |
If the customer cannot guarantee a certain number of Project Packages after the base year it will be difficult for the contractor to be able to fund a full-time position without revenue from the contract/Project Packages.
Filled means available to work and fulfill the requirements of the contract and specific work orders.

In this context, Remote work is considered work done in a person’s home office.

| Will you provide input data for project packages? |
Upon award and initiation of the project, INL will provide background information on previous program efforts in the program area and steer the implementer to relevant resources, which will compliment contractors independent research efforts and ability to call on SME’s to provide relevant information.

| Do you expect each of the 12 project packages to have a bespoke response if you are not providing data? |
Unclear what the question is asking but each project package will be a standalone effort. See response above.

| Can the government clarify the proposal responses should be marked UNCLASSIFIED for all documents? The documents (Attch_3_-_SOW_for_CJEP_BPA_R1 and Attch_6_-_SOW-RFP_CJEP_SME_Database_BPA_Call_R1) are marked Sensitive But Unclassified. After reviewing our responses, we do not believe there are any elements which are SBU, but want to verify as they are in reference to the SOW documents. |
If the government does require SBU markings, can the government clarify who we are required to submit our response (i.e., password protected pdf file via email)?
INL considered SBU in terms of pre-decisional contracting considerations, but all documents submitted with proposals should be marked UNCLASSIFIED.
In ITO Section "Non-Government Advisors" the Government indicates two (2) companies will advise, assist, train, and support both document prep and electronic source selection for CJEP offers. Using 3rd party companies in any support for source selection typically requires Offerors to execute an NDA with those companies. Does the Government require an executed NDA with TJFACT and Universal Strategy Group, Inc.?
The USG has the correct firewalls in places as well as NDAs from the individual contracted employees.
