About this file

This is an Inadvertent Discovery Plan (IDP) issued in March 2022 by the Bureau of Reclamation and Oregon Parks & Recreation Department for the Prineville Resort Upgrades Project at Prineville Reservoir State Park in Crook County. The plan outlines procedures for handling unanticipated cultural resources discovered during construction activities across approximately 30 acres including resort, campground, beach areas, marina, parking, boat parking areas and associated infrastructure. The project area is on federal public lands under U.S. Bureau of Reclamation jurisdiction as part of the Crooked River Project, with OPRD managing the park under contract.

The document provides detailed protocols for workers who encounter archaeological materials or human remains, including immediate work stoppage, establishing 30-meter buffers, and notification procedures involving the Project Manager, Bureau of Reclamation, OPRD archaeologist, State Historic Preservation Office (SHPO), Oregon State Police, and tribal authorities as appropriate. The plan includes visual references for identifying potential archaeological materials like stone tools, historic glass and metal artifacts, building foundations, and shell middens. All discoveries must remain confidential per federal and state laws protecting archaeological sites. Contact information is provided for key personnel including the Park Manager, Reclamation officials, archaeologists, SHPO representatives, and the Commission on Indian Services.

INADVERTENT DISCOVERY PLAN FOR

UNANTICIPATED CULTURAL RESOURCES

Oregon Parks & Recreation Department

Prineville Resort Upgrades Project

Issued March 2022

ARCHAEOLOGICAL INADVERTENT DISCOVERY PLAN (IDP)

OREGON PARKS AND RECREATION DEPT. – PRINEVILLE RESERVOIR STATE PARK

Introduction

Oregon Parks and Recreation Dept. (OPRD) proposes to undertake a variety of recreation facilities upgrades at the Prineville Resort (Project), located at Prineville Reservoir State Park, Crook County. The project area is located on federal public lands under the jurisdiction of the U.S.

Bureau of Reclamation as authorized by the Crooked River Project. OPRD manages the park under contract with Reclamation, and as such, federal historic preservation laws and executive orders, including the National Historic Preservation Act, the Archaeological Resources Preservation Act, and the Native American Graves Protection and Repatriation Act, apply.

All project areas are located on federal lands and have been previously surveyed for cultural resources in accordance with the National Historic Preservation Act. The area is considered to have a high likelihood for encountering cultural materials both on the ground surface and below ground.

The area of potential effect (APE) is considered to be approximately 30 acres –resort, campground, beach areas, marina, parking, boat parking areas and associated infrastructure.

Project Manager refers to the OPRD Park manager who is overseeing project implementation and activities. Reclamation Contact refers to the individual employed by Reclamation who is considered to be or acting as the recreational specialist, and regularly communicates with the Project Manager.

Purpose

This Inadvertent Discovery Plan (IDP) will be followed if cultural materials, including human remains, are encountered during project work.
