About this file
This document is a Contractor Rate Sheet for a Request for Proposal (RFP Number: RFP-2526-01) issued by the California Department of Aging for an Aging Resource Directory project. The document provides instructions and a template for proposers to submit their budget and rates, with the understanding that the estimated quantities are for proposal comparison purposes only and do not guarantee specific work volumes. The proposal requires detailed budget submission in Excel format, with clear ties between tasks in the Scope of Work, technical proposal, and budget. Proposers must submit a comprehensive rate sheet that includes all expenses, labor, materials, licenses, permits, and transportation costs.
The rate sheet emphasizes several key financial and procedural considerations, including that all payments will be made monthly in arrears, and that proposers must complete every line item with a dollar amount (zero-dollar entries will be interpreted as no-cost services). The document indicates that small business preferences and disabled veteran business enterprise (DVBE) incentives may be applied to the proposal scoring. Travel expenses are not reimbursable and must be factored into the proposed rates. The proposal is considered an irrevocable offer valid for 180 calendar days from submission, and subcontractors' roles and reimbursement methods must be clearly identified in the technical proposal and budget.
