About this file

The document is a Small Business Participation Commitment Document (SBPCD) for a naval contract opportunity (RFP#: N0042125R0025) associated with Counter Uncrewed Systems Support Services. The document requires contractors to specify their small business participation goals, with a minimum requirement of 15% of the total contract value. Contractors must detail their business size/socioeconomic category, which can include designations such as Small Business (SB), Small Disadvantaged Business (SDB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business, and Woman-Owned Small Business (WOSB).

The SBPCD requires contractors to provide detailed dollar value percentages across different small business categories, ensuring transparency in subcontracting intentions. Contractors must break down their total contract value and subcontracted value, allocating percentages to various small business socioeconomic categories. If a contractor cannot meet the 15% small business participation goal, they must provide sufficient rationale. The document is part of a draft solicitation by the Department of the Navy Naval Air Systems Command, with questions regarding the opportunity due by 1400 on 20 MAY 2025.

1 Small Business includes ALL small business dollars, inclusive of all socioeconomic categories. SB dollars planned for firms that qualify in multiple socioeconomic categories shall be included in each category for which they qualify however, the dollar value for that firm should not be counted multiple times for the overall small business goal. For example, if you plan to subcontract $100,000 to a firm that is both WOSB and SDVOSB, then $100,000 should be included in the dollar values WOSB and SDVOSB categories in the table above, but only $100,000 for that firm would be included in the SB subcontracted value).
