About this file
The file is an Excel-based Attachment P2 Annual Fully Burdened Rates template for RFP #N0042125R0025, providing detailed instructions for prime contractors to complete labor rate information. The template requires contractors to enter specific data for each labor category, including offeror name, proposed labor categories, individual designators, annual fully-burdened labor rates, and total proposed hours across five performance years.
Key instructions specify that annual fully-burdened labor rates must include fringe, overhead, G&A, and fee, but exclude other direct costs. The template covers approximately 35 different labor categories ranging from Budget Analysts and Computer Hardware Engineers to Project Management Specialists and Software Developers. A notable pricing requirement is that any individual's proposed annual fully-burdened labor amount must be at least $420,000, or a justification must be included in the proposal. The associated federal contract opportunity is a draft solicitation for Counter Uncrewed Systems Support Services by the Department of the Navy Naval Air Systems Command, with contractor questions due by 1400 on 20 MAY 2025.
