About this file
This document is an Attachment to a Solicitation that outlines the submittal format requirements for a two-phase proposal process, likely for a federal contract. The proposal must be submitted in two volumes for each phase: Volume I (Business/Preliminary Design Proposal) and Volume II (Technical Qualifications/Price Proposal).
Phase I proposal has strict formatting requirements, including a 5-page limit for the Technical Approach/Understanding section, with specific guidelines for page size (8.5 x 11 inches), margins (1-inch minimum), font (12-point minimum), and spacing. Phase II proposal allows 20 pages for Preliminary Design Narrative, 3 pages for Conceptual Schedule, and 10 pages for Management Approach Narratives. The Federal Aviation Administration (FAA) reserves the right to remove pages from submissions that exceed page limits. Electronic submissions must clearly identify volumes and factors, with page numbers, and certain items like appendices and tables of contents are excluded from page count calculations.
