The Q&A addresses a Request for Information (RFI) regarding past performance documentation requirements for the solicitation. The Federal Aviation Administration (FAA) has responded to a contractor's inquiry about difficulties obtaining Past Performance Questionnaires (PPQs) during a government shutdown by extending the proposal due date to November 13th. Additionally, the FAA clarified that offerors may submit finalized Contractor Performance Assessment Reporting System (CPARS) documents as an alternative, provided they are relevant and recent according to the solicitation criteria.

Questions and Answers 2 for OGD ATCT Design-Build Project

November 3, 2025

1. RFI: In section L – Instructions to Offerors, Phase I, Factor 1: Past Performance requirements state, “ PPQs must be completed by the customer and not by the Offeror.” For federal customers and the current government shutdown, it has been difficult to contact the customers. Will the FAA consider extending the bid date to November 13th to allow offerors to find alternative customer point of contact to fill out the PPQ forms?

Yes, the FAA will extend the proposal due date for this requirement. Also please note that the past performance requirements in solicitation allows for offerors to also submit finalized CPARS. If offerors submit finalized CPARS they need to be relevant and recent in accordance with the solicitation criteria.
