About this file

This document is a Questions and Answers file for the OGD ATCT (Air Traffic Control Tower) Design-Build Project, dated October 22, 2025. The document addresses key solicitation details for a two-phase procurement, with contractors seeking clarification on licensing requirements, site visits, and past performance documentation. Specifically, the FAA confirms that engineers and design professionals can have pending Utah licensure during the Proposal Phase, with full licensure required during the Design Phase. The site visit will occur during Phase II after down-selection of contractors, and interested parties can submit either Contractor Performance Assessment Reporting System (CPARS) reports or Past Performance Questionnaires (PPQs) to document past performance, with a requirement of three to five completed documents that are "recent" and "relevant" as defined in the solicitation.

Questions and Answers for OGD ATCT Design-Build Project

October 22, 2025

1. Regarding Factor 3 - Key Personnel: Engineers and design professionals must be licensed in the State of Utah. Please confirm that pending reciprocity in the State of Utah is acceptable for the Proposal Phase. Full licensure of each discipline will be provided during design and prior to submittal for state and local permits.

Supporting documents indicating a pending or ongoing status will be considered responsive for the purposes of qualifications submission. Full licensure is required for the Design Phase.

2. Regarding a Site Visit, our team would prefer to conduct a Site Visit after Source Selection decisions have been made for Phase I. Please confirm that a Site Visit will still be offered and available during Phase II.

The Site Visit will take place during Phase II. The FAA aims to conduct the visit after the down-selection to Phase II but before the submission of Phase II proposal documents.

3. Are we just focusing on phase 1 of the proposal? If so, when is it due?

Yes, we are currently in Phase 1 of the solicitation and as such please follow all solicitation criteria related to Phase 1. See the SAM.gov posting for this solicitation for all important dates.

4. Can you provide a visitation or site visit registration sheet that shows the interested parties?

A site visit has not taken place for this solicitation. As such, there is no current site visit registration list that shows interested parties. The FAA aims to conduct a site visit during Phase II of the solicitation for the down-selected contractors.

5. Attached is our registration form for the pre-bid site visit. I reckon we will get notified when the site visit is scheduled?

See response/answer for question 4 above.

6. FACTOR 1 – PAST PERFORMANCE indicates that “Offerors may also submit finalized Contractor Performance Assessment Reporting System (CPARS) reports.” Commonly, a CPARS is relied on over a PPQ to document Past Performance. Please confirm that a CPARS can be submitted to document Past Performance and a PPQ is not also necessary.

For projects going back as far as 15 years, key government personnel have often moved on and are no longer available to complete a PPQ.

You can provide finalized CPARs or PPQs. As such, Offerors must provide a minimum of three (3) but no more than five (5) completed Past Performance Questionnaires or finalized CPARs for contracts that are “recent” and “relevant” as defined in this Solicitation.
