About this file
This document is a Questions and Answers document for the OGD ATCT (Air Traffic Control Tower) Design-Build Project dated November 6, 2025. The file contains nine questions and answers addressing various solicitation details, including clause applicability, security requirements, self-performance expectations, and project-specific logistics. Key points include: the prime contractor must perform at least 15% of the contract cost with its own employees, each FAA ATCT project has site-specific requirements that are not replicated nationwide, and the site visit will be held in phase II for selected offerors. The FAA has an existing contract for third-party whole building commissioning and does not plan to issue a separate solicitation for this work. Potential bidders are instructed to submit proposals via email to specific FAA contacts, with some clarifications still pending, such as the definition of a Major Trade.

Questions and Answers 3 for OGD ATCT Design-Build Project
November 6, 2025
1. In several sections (example below), there is reference to the FAA website of clauses. In Section I, there is a subset list of clauses. Can you confirm if ALL clauses apply or just the ones called out in Section I?
All clauses and provision included in the solicitation apply to the requirement, some clauses are only incorporated by reference, and the full text is not listed in the solicitation. Subsequently, you can go to the website listed in clause 3.1-1 to view full text of any referenced clauses in the solicitation.
2. Section 3.13-4, calls out specific security requirements and links to a FAA internal only document. Are we able to get a copy of that document?
No, it is a FAA internal document only.
Requirements from confidential materials essential to preliminary design development have been included within the Solicitation Documents. Additional FAA confidential information will be conveyed during post-award meetings and coordination sessions with the successful offeror.
3. In regards to self-performance, is there a minimum or maximum amount of the Definable Features of Work that must be performed by the Proposer?
Refer to AMS Clause 3.6.1-7 Limitations on Subcontracting (July 2021)
(3) General construction. The prime contractor or a similarly situated entity must perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
4. Can you provide clarification on the definition of a Major Trade. There are conflicting references to >= $250,000 and >= $1,000,000.
Email sent to offeror asking for more information to answer this question properly.
5. Given your understanding of the full FAA ATCT program, is the posted scope of service (Scope of Work Rev6) an approximation of what to expect from other ATCT projects nationally?
Each project Solicitation Documents, including the Scope of Work, are developed to meet site-specific and Service Area-specific requirements. As such, they are not replicated nationwide. While some general elements may be similar across projects, individual requirements may differ based on local conditions and operational needs.
6. RFP states in Section L – Instructions to Bidders, section 3.2.2.3-20 OFFERS (d) Send your off to you Rodgers.L.Cox@faa.gov & Sam.G.Culberth@faa.gov. Due to the file size of the two attachments and the sensitive nature of the Volume I – Business Proposal requirements, i.e. company financial statements. Does the FAA provide an alternate, secure, file transmission?
Please send directly to the emails listed above.
7. Do you plan to issue a separate solicitation for third-party commissioning on Sam.Gov?
The FAA does not plan to issue a solicitation for the third-party whole building commissioning agent. The FAA has a standing/active contract for this work currently.
8. Is it acceptable to join the design-build site visit?
The site visit will be held in phase II of the solicitation. Subsequently, the offerors selected for phase II will attend the site visit. However, you are free to reach out to those contractors to attend the site visit as one of their subcontractors.
9. Do you have a pre-qual list for commissioning providers?
See response to question 7.
