About this file

This is an award limitations document from the Greater Orlando Aviation Authority (GOAA) establishing concession participation caps for Terminal C retail operations at Orlando International Airport. The document outlines six retail concession packages totaling 31,773 square feet, including Theme Retail (three awarded to SeaWorld Parks Entertainment, Universal City Development Partners, and Walt Disney Parks and Resorts), Duty Free (awarded to DFASS Central), and three additional Retail Packages awarded to Paradies-Lagardere @ MCO, The Marshall Retail Group, and a third package pending award. The concession term is 10 years with a target opening date of December 1, 2025. A non-mandatory pre-proposal meeting was held on April 24, 2025, with question submissions due May 7, 2025, and proposals due June 6, 2025.

The Aviation Authority has implemented a 25 percent square footage limitation on any single proposer's total award within the South Terminal Retail Program to maintain competitive market conditions. A "proposer" under this limitation includes affiliated entities and those with equity interests of 20 percent or greater. Package 3 Retail, measuring 1,250 square feet (3.93% of total), requires a minimum $500 per square foot investment in improvements and fixtures. The initial Minimum Annual Concession Fee is $445,000, with proposers required to submit a proposed percentage of gross receipts of 19 percent or higher. An ACDBE participation goal of 24 percent of total anticipated concession revenues is mandated. The Aviation Authority reserves the right to re-evaluate limitation policies to ensure competitive market conditions, quality service, and adequate financial returns.
