About this file
This document is an Administrative Regulation (AR 300-55) from the Colorado Department of Corrections (DOC) detailing the policy and procedures for offender movement schedules within Level III and higher correctional facilities. The regulation establishes guidelines for structured and supervised offender movement, including scheduled and unscheduled movement protocols. Key procedures include developing and posting daily movement schedules, visual monitoring of offender movement by employees, conducting random pat searches during movement periods, and implementing a pass system for individual and group movements.
The administrative regulation provides specific supervision guidelines, such as ensuring offenders only move with a specified destination and are not loitering, and allows facilities to establish dining hall seating procedures. The shift commander is authorized to limit or cease offender movement at any time to maintain facility safety and security. The regulation is part of the facility security chapter, references specific ACA standards, and was effective as of January 15, 2020, superseding a previous version from February 1, 2017. The document includes a history of previous versions dating back to April 1, 2008, and includes an attachment for administrative regulation implementation and adjustments.
