Laboratory Analytical Report

1.0 INTRODUCTION AND BACKGROUND

WSP USA Inc. (WSP) has prepared the following report to convey the results of the environmental sampling and testing data for the proposed facility improvements at the United States Coast Guard (USCG) Station Portage located in Dollar Bay, Michigan and shown in Appendix A – Site Vicinity and Field Exploration Maps.

USCG has retained WSP to provide a subsurface investigation to aid in the design of the various proposed facility improvements across the site. The investigation included a utility and topographic survey, geotechnical testing, environmental soil sampling, radon testing, and fire hydrant flow testing. The results of the environmental investigation will be discussed in this report; the other aspects of the project are provided in separate deliverables.

2.0 ENVIRONMENTAL SOIL SAMPLING

Between November 14 and 15, 2023, WSP conducted a subsurface assessment to evaluate the potential for soil impacts in anticipation of the construction of new facilities at the USCG Station Portage. Prior to field activities, WSP subcontracted TriMedia Environmental and Engineering Services, LLC (TriMedia) to complete a survey of all underground utilities at the site.

2.1 Soil Assessment

WSP and the drilling subcontractor, Cascade Drilling, L.P. (Cascade) personnel and equipment mobilized to the site on November 14, 2023. The weather on this day was 41˚F in the morning and up to 58˚F in the afternoon with winds at 9 to 17 miles per hour (mph) from the south. WSP selected the two sample locations based on planned Standard Penetration Test (SPT) borings. One set of three samples was obtained from B1, just south of the current septic fields, and the other set of three was obtained from B2 that was drilled in front of the multi-mission station near the existing housing. Refer to the Field Exploration Map in Appendix A for the exact sampling locations.

Soil samples collected for environmental testing were obtained concurrently with the geotechnical investigation.

Samples were taken directly from pre-cleaned soil cores and split spoon samplers at the appropriate depths.

Leftover samples were either stored in Zip-lock bags and used for geotechnical testing or placed back into the borehole from which they were collected. No investigative derived waste (IDW) was generated during the sampling process. Soil samples were logged on the appropriate chain of custody and shipped to ALS Environmental Laboratory (ALS) in Holland, Michigan, a state-certified laboratory for analyses. The soil samples were collected in general accordance with United States Environmental Protection Agency (EPA) SW-846 standards.

The soils samples were submitted for Total Petroleum Hydrocarbons, Diesel Range Organics (DRO)/Gasoline Range Organics (GRO) by EPA Method 8015/8020, Total 8 Resource Conservation and Recovery Act (RCRA) Metals (Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Selenium, and Silver), Chlorinated Pesticides by EPA Method 8081, Polychlorinated Biphenyls (PCBs) by EPA Method 8082, Volatile Organic Compounds (VOCs) by EPA Method 8260, and Semi-Volatile Organic Compounds (SVOCs) by EPA Method 8270. Soil samples were compared to the applicable EPA Regional Screening Levels (RSLs) and Michigan Department of Environment, Great Lakes, and Energy (EGLE) Part 201 and Part 213 protection criteria.

Typical soil samples encountered at each boring were primarily dark brown sandy gravels with cobbles and trace silts and clays. No staining or odors were observed when boring or sampling the soils. The water table was not encountered at the sampling depths. A total of six discrete soil samples (three from each boring) were collected at one to three feet below ground surface (bgs) and four to five feet bgs for laboratory analysis. Two samples from

B1 (B1-S3) and two samples from B2 (B2-S3) were obtained in the one- to three-foot-interval, and one sample from each boring (B1-S5 and B2-S4) was taken from the four- to five-foot-interval.

2.2 Soil Analytical Results

Laboratory analytical results of the soil samples reported no contaminants that were analyzed for concentrations above their respective RSLs. The sample results reported VOCs, SVOCs, DRO/GRO, pesticides, PCBs, and RCRA 8 Metals at concentrations below their respective protection criteria and RSLs or were not detected.

All six samples detected recordable amounts of arsenic, barium, chromium, and lead. Arsenic was detected at concentrations ranging from 0.74 to 1.9 mg/kg and below the EGLE protection criteria for residential and nonresidential drinking water of 4.6 mg/kg. Barium was detected with concentrations ranging from 35 to 36 mg/kg and below the EGLE protection criteria for residential and nonresidential drinking water of 1,300 mg/kg. Chromium was detected with concentrations ranging from 11 to 19 mg/kg and below the EGLE protection criteria for particulate soil inhalation criteria of 1.5E+05 mg/kg. Lead was detected with concentrations ranging from 1.2 to

8.1 mg/kg and below the EGLE protection criteria for residential and nonresidential drinking water of 700 mg/kg. A summary table of the analytical results for the metal concentrations compared to some of the EGLE protection criteria and EPA RSLs is provided in Appendix B, Table 1.

Five out of the six samples detected recordable amounts SVOCs, and all are below their respective EGLE protection criteria and EPA RSLs. A summary table of the analytical results compared to EGLE protection criteria and EPA RSLs is provided in Appendix B, Table 2.

The concentrations for all contaminants of concern were reported to be below their respective EGLE protection criteria and EPA RSLs for each sample. The laboratory analytical report from ALS is provided in Appendix C.

3.0 CONCLUSIONS

Based on these results, a soil management plan is not required for the anticipated construction of new family housing at the USCG Station Portage. Native soil material that is disturbed during construction activities does not need to be managed as impacted soil. During construction; however, proper personal protective equipment (PPE) and dust control measures should be utilized in accordance with applicable Occupational Safety and Health Administration (OSHA) regulations. In the event that fill/backfill material is needed for construction, “clean” fill should be obtained from a local source that was previously sampled and documented as providing “clean” soil. If a known clean source of fill is not available, soil samples should be collected from the borrow site for analysis.

Construction activities should also follow practices that limit or reduce contamination of the soils from the leaching of fuel, grease, and other deleterious materials sourced from on-site equipment.

4.0 LIMITATIONS

This report was prepared for the exclusive use of USCG for the assessment of the proposed site improvements.

There are possible variations in subsurface conditions between explorations and with time. Therefore, it is advised that inspection and testing by a qualified environmental or geotechnical engineer be included during construction to provide corrective recommendations adapted to the conditions revealed during the work.

Unanticipated soil conditions are commonly encountered that cannot fully be determined by a limited number of explorations or soil samples. Such unexpected conditions frequently result in additional project costs to build the project as designed. Therefore, it is advised that a contingency for unanticipated conditions be included in the construction budget and schedule.

5.0 CLOSING

This work has been conducted in a manner consistent with the level of care ordinarily exercised by members of the profession currently practicing in the same locality under similar conditions. The findings, recommendations, and opinions contained herein have been formulated in accordance with generally accepted practices in the fields of foundation engineering, soil mechanics, and engineering geology. No other representations or warranties, expressed or implied, are included or intended by the dissemination of this report.
