About this file
This is Amendment 0005 to solicitation 70Z04725RPCNI0002 for the design-build recapitalization of family housing at U.S. Coast Guard Station Portage in Dollar Bay, MI. The amendment includes extensive modifications to specifications and responses to 133 contractor questions.
Key changes include: updating the septic system requirements to comply with Michigan regulations instead of Maine's; revising heating/cooling requirements for the maintenance building; changing NFPA sprinkler system requirements from 13D to 13; modifying live load requirements from 44 PSF to 40 PSF for habitable areas and from 500 PSF to 40 PSF for parking/driveways; removing LEED certification requirements in favor of International Green Construction Code standards; updating window specifications; requiring pull stations at unit exits; clarifying that Option 1 is for half a duplex unit while Option 2 is for a full duplex; establishing review periods of 21 days for QC manager submittals and 30 days for Contracting Officer submittals; and providing new requirements for the Site Safety and Health Officer position. The amendment also adds three new attachments: as-built drawings for existing housing units, CAD files of the site survey, and a FEMA flood insurance study.

The building envelope shall include all elements of the facility that are exposed to the outside environment or outside environmental conditions such as roof, walls, floors, and compartmentalized unconditioned portions of the facility such as garages, and negatively pressurized spaces. All garages shall be insulated per ASHRAE 90.2. Permanently seal penetrations through the air barrier, joints in the air barrier, adjoining construction, and transitions to different air barrier materials. Confirm air barrier compliance with air barrier performance tests IAW ASHRAE standards.
All unit designs must earn a HERS index of 70 or lower. Energy performance will be simulated using REMRate v 14.0 or later to generate a HERS Index energy rating. Energy rating will be performed by a current certificate-holding HERS Rater using the standard RESNet modeling protocols for HERS rating based on the design requirements. For modeling purposes, the ductless mini-split heat pump should be allocated no more than 70% of the heating load. All REM Rate models will undergo Quality Assurance Review by an official HERS Provider prior to submission.
Provide calculations from HERS energy modeling software (including automated HERS index calculation).

GENERAL PROJECT REQUIREMENT –
RFI #78, RFP Specification 01800-1.8.3- Design Criteria
DELETE: Delete 01800-1.8.3 in its entirety; ‘The building’s loads shall be determined in accordance with the latest edition of the Unified Facilities Criteria (UFC) that provides requirements for structures designed and constructed for the Department of Defense (DoD).
These technical requirements are based on the 2021 International Building Code (2021 IBC), as modified by UFC 1-200-01, DoD Building Code, and the structural standard referenced by the 2021 IBC: ASCE/SEI 7-16 Minimum Design Loads and Associated Criteria for Buildings and Other Structures (hereinafter referred to simply as ASCE 7-16). Modifications to the 2021 IBC and ASCE 7-16 provisions contained herein are intended to fulfill those unique military requirements. Where conflicts between the 2021 IBC or ASCE 7-16 and the UFC arise, the UFC prevails.
The 2021 IBC provisions are directed toward public health, safety, and general welfare, presenting minimum standards that must be met by the private sector construction industry. The use of industry standards for DoD projects promotes communication in the marketplace, improves competition, and results in cost savings. However, the military sometimes requires higher standards to achieve unique building performance, or to construct types of facilities that are not used in the private sector.
The above criteria further provide limited technical guidance for seismic evaluation and strengthening of existing buildings, and references ICSSC RP 10, Standards of Seismic Safety for Existing Federally Owned and Leased Buildings (RP 10) as well as ASCE/SEI 41-17, Seismic Evaluation and Retrofit of Existing Buildings (hereinafter referred to simply as ASCE 41-17).’
ADD: Where deleted, replace with ‘The building’s loads shall be determined in accordance with the latest edition of the ASCE/SEI 7-22 Minimum Design Loads and Associated Criteria for Buildings and Other Structures, hereinafter referred to simply as ASCE 7-22 and the 2024 International Building Code (IBC). The IBC provisions are directed toward public health, safety, and general welfare, presenting minimum standards that must be met by the private sector construction industry. Where conflicts between the 2024 IBC or ASCE 7-22 exists, the IBC shall prevail.’

Non-Price Factor 2 Under Non-Price Factor 2, it notes the requirement to provide concept design with the non-price proposal. Conceptual plans are already provided for the project within the SFRL NO: 6774947 RFP Specification. Is the expectation that prospective bidders will provide separate concept plans for the project as part of the proposal?
RFP drawings are conceptual and should not be considered a final design.
The intent is that prospective bidders use the RFP drawings as a common starting point to produce their own design solution. Prospective bidders are encouraged to provide their own design solution so long as the solution meets all USCG functional and durability requirements.

Section 01800 Part 1 Paragraph 1.3.2 It notes that “All housing units shall be certified by the US Green Building Council (USGBC) at least at the minimum level of Certified utilizing the most current version of the LEED for HOMES Rating System™.”. Additionally, Section 01200 Part 3, Paragraph 3.1.3(a)5. Notes to “…include $50,000 for LEED documentation which will be paid after successful submission of documents to the Green Building Council.”. Section 01800 Part 1, Paragraph
1.11.14.1 notes that “… Contractor shall pre-register the building with the USGBC, develop the LEED for HOMES ® Design Strategy, compile all required documentation, fill out USGBC forms and pay all associated fees as required to obtain certification by USGBC. Design strategies will focus on savings and energy, water and materials use to minimize life-cycle costs. The facility shall be turned over to the government by the contractor with USGBC Certification…”. However, Section 01800 Part 1, Paragraph 1.3.3 notes that “… The government does not intend to register the building with the USGBC at this time…” .
Should USGBC certification effort and fees be included in the project scope or is the intent to meet Certified level for LEED for HOMES without registering the project through the USGBC?
Disregard all references to LEED. For Sustainable Design see Amendment #005, item #9.

Spec page 98
Sheet A-101 and Section 01800
1.7.2.4 Due to the snow loads and ice damming prevalent in this climate, the roof layout does not appear to facilitate a standing seam metal roof. Are alternatives allowed to be proposed other than the two systems identified in the RFP?
Building shall be designed to prevent ice damming (See Appendix C).
Alternative methods are allowed to be proposed.
28 12/19/24 A-101, A-
102, A-103
The note on sheet A-101 indicates the design as shown is conceptual in nature and does not represent the final design solution. If spatial adjacencies in a proposed design remain similar to that which is proposed in a revised layout, is that acceptable? Alternatively, is it the intent that these structures’ final layout closely mirror the proposed as shown on A-101, A-102 and A-103?
1.Yes
2. Yes, should be similar.

Price Proposal Form Please clarify the scope difference between Option Items 1 and 2 – Confirm that only one or the other can be awarded and NOT both since Option 2 appears to be inclusive of the work of Option 1. Awarding both would mean a single unit structure AND a duplex structure would be constructed which contradicts the conceptual drawings.
Option #001 is to construct 1/2 of the duplex unit.
Option #002 is to construct the entire duplex.

Section 01110 1.13 RFP Specifications Section 01110 Part 1.13 Work Sequence states “If options are not awarded the last three remaining homes cannot be demolished until 30 days after the base bid (5) five housing units are turned over” implying demolition of the remaining three homes is part of the base bid scope.
However, on conceptual drawing sheets C-102 - C-108, the existing buildings are called out as “existing structures to remain” when certain options are not awarded. Is demolition of the eastern three existing structures included with the base bid?
