I. EXECUTIVE SUMMARY

a. Introduction / Project Scope

The design team has been tasked to prepare a final design for Building 15, 53A, 53B and

Mechanical Room, including Roof Replacement and Interior Renovations. The design team is to prepare plans, specifications, design analysis and cost estimates to be issued to contractors for bidding and construction.

This task order is for Building 53A and 53B only, which houses animal rooms, research labs and mechanical and electrical equipment. The existing roof system of Building 53 and the mechanical room has reached its useful life and requires a new roofing system. This portion of the facility (53A & 53B) is primarily two-story, with one story near the east end. 53A &

53B is approximately 30,546 square feet. Building 15 Roof Replacement is also included in the project. The remainder of Building 53 (53C and 53D) is scheduled to receive a new roof following this submission. For economy of construction, it would be advantageous if 53A, B, C & D could be issued as a single roofing project. However, funding might require separate packages to be issued. The design team will prepare drawing packages as dictated by FDA.

The roof replacement for 53E will be issued with the interior renovation of 53E.

II. DESIGN ANALYSIS NARRATIVES

a. ARCHITECTURAL / INTERIORS DESIGN ANALYSIS

EXTERIOR

Building 53 is located on the northeast part of the NCTR Campus and is approximately 532’ x 135’, rectangle in shape for the most part. This overall length includes Building 15 which adjoins Building 53 on the east side. Building 15 Roof

Replacement is included in this project.

Building 53A is two stories except for one portion at its east end. Building 53B is two stories. Building 15 is one story. There is no exterior work in the scope of work except for the roof replacement.

INTERIOR

The interior work includes a renovation of the existing Break Room at the northeast corner of the first floor. Floor and ceiling finishes in the space will be new. Walls and existing hollow metal doors and frames are to be painted. Existing base and wall cabinets will be replaced. Appliances and lockers will be relocated within the space. The north and south stair wells at Building 53A are scheduled for new paint and replacement of acoustical panels; hollow metal doors and frames will be painted. Two pairs of doors are scheduled to be replaced - one set will receive an automatic door operator. No doors will receive new card access.

Breakroom 100:

• Floor: 12” x 12” VCT 4”

• Base: 4” rubber

• Ceiling: Tegular 2’x2’ Lay-In Ceiling

• Wall Finish: Painted Gyp. Bd with (1) Accent Paint Wall

North and South Stair Wells:

• Floor: Existing VCT to remain

• Base: Existing rubber base to remain

• Stair Treads: Existing rubber treads to remain

• Ceiling: Existing plaster to be painted.

• Wall Finish: Painted Gyp. Bd and/or plaster

• End Walls: Acoustical panels and supporting frame to be replaced.

Mechanical Room:

• Floor: Existing sealed concrete to remain

• Base: Existing to remain

• Ceiling in Mechanical Room: Exposed Structure

• Ceiling in Elevator Room (northwest corner of mechanical room): New 2 x 4 suspended ceiling and grid

• Wall Finish: Painted (Entire west wall due to infill of door opening, no paint

• at other walls)

ROOF REPLACEMENT AT BUILDINGS 53A & 53B

53A and 53B roof replacement is 30,546 square feet. The existing composition of the roof, from top to bottom, is as follows:

• Existing modified bitumen roof membrane

• Existing lightweight insulating concrete deck

• Existing EPS board

• Existing pitch and gravel roof

• Existing gypsum deck

This project proposes to tear off the existing modified bitumen roof system down to the existing lightweight insulating concrete deck and replace with a new modified bitumen roof system described below, from top to bottom:

• P30FR granulated cap sheet adhered with PA311M adhesive

• P20FR base sheet adhered with PA311M adhesive

• PARABASE FS nailable base sheet attached with light weight two-part fasteners

• Existing light weight insulating concrete deck to remain

The Basis of Design is Siplast, Inc. Other acceptable manufacturers are listed in the specification. The slope is built into the existing roof deck and is adequate.

Flashing conditions which cannot achieve an 8” minimum height will be flashed with PARAPRO Flashing Resin, a monolithic, reinforced flashing membrane.

Because of the amount of existing rooftop equipment – air handlers, piping, exhaust fans, exhaust flues, VTRs, piping, duct penetrations, etc. – it was decided to forego new insulation over the concrete deck. Additional thickness would create flashing problems resulting in a significant cost increase.

Additional platform grates and removable handrails, where missing, have been scheduled around rooftop air handlers at Building 53 and Building 14.

ROOF REPLACEMENT AT BUILDING 15

Building 15 roof replacement is 9,857 square feet including the entry roof. There are 4 existing roof drains, plus 1 at the entry roof. The existing composition of the main roof, from top to bottom, is as follows:

• Existing modified bitumen roof membrane

• Existing perlite cover board

• Existing insulation at main roof (no insulation at entry roof)

• Existing steel deck (at most places, including entry roof)

• Existing lightweight concrete (at some places in main roof)

This project proposes to tear off the existing modified bitumen roof system down to the existing deck and replace with a new modified bitumen roof system described below, from top to bottom:

• P30FR granulated cap sheet adhered with PA311R adhesive

• P20FR base sheet adhered with PA311R adhesive

• ½” Densdeck prime roof coverboard with foamable adhesive over insulation

• Poly iso tapered insulation (1 ½” start thickness at roof drains)

• Existing steel or light weight concrete deck to remain

The Basis of Design is Siplast, Inc. Other acceptable manufacturers are listed in the specification. Slope will be from the perimeter edge down toward the interior roof drains, achieved with tapered insulation.

b. MECHANICAL DESIGN ANALYSIS

53A BREAK ROOM

1. The current break room is served by two 4-pipe fan-coil units. One unit is a horizontal concealed unit located above the ceiling and the other is a horizontal cabinet located at the ceiling level in the space. Both units will be removed and all existing piping, ductwork, and air devices will be removed and/or capped. There is also an existing supply air grille that is supplied by a

VAV box from the adjacent space. This grille will be removed and the ductwork capped.

2. A new cassette style ductless split system will provide cooling and heating to the break room. The condensing unit will be located on the ground outside the room.

3. The existing two compartment sink will be replaced. I water line will be added to serve the new refrigerator ice maker.

NORTH AND SOUTH STAIRWELLS

1. Both stairwells are currently unconditioned. Each stairwell will be cooled and heated with a wall mounted ductless split system. Condensing units shall be located on the roof.

53 MECHANICAL ROOM

1. The mechanical room has several existing exhaust fans and ventilators that are no longer used. This unused equipment will be removed.

2. There are two existing exhaust fans and two ventilators that serve the refrigeration monitoring system. These units will be replaced. The controls will be adjusted to allow the fans to run at a lower speed during normal operation to provide ventilation in the mechanical room. When an alarm is triggered by the refrigeration monitor, the fans will run at high speed to meet

ASHRAE 15 requirements.

3. According to Trane, the largest chiller has 1,650lbs of refrigerant.

CFM = 100(1,650)^1/2 = 4,062 CFM

The existing fans and ductwork were sized at 4,100 CFM each. Each fan is ducted down to the floor next to each chiller. In the event of a refrigerant leak, we recommend to run both fans to get adequate ventilation at both chillers. This would provide 8,200 CFM, which exceeds ASHRAE 15 while also assuring good ventilation regardless of which chiller has the leak.

53 ELEVATOR SHAFT

1. The current elevator shaft is ventilated by a non-powered ventilator. This ventilator will be removed and not replaced. The current building code does not require elevator shafts under three stories to be ventilated.

53B ROOF

1. The roof has an existing exhaust fan and ventilator that are no longer used.

This unused equipment will be removed.

2. The existing exhaust fan (EF-61) and intake ventilator (IV-61) will be replaced.

CONTROLS

1. All new exhaust fans will be controlled/monitored by the existing BAS.

2. The new ductless split systems will be controlled by a wall mounted thermostat.

c. ELECTRICAL DESIGN ANALYSIS

53A BREAK ROOM

1. The existing fan coil will be disconnected and taken out. The new split system will be powered from nearby panel A.

2. The existing wire way / receptacle runs located above the counter tops on both sides of the room will be removed and replaced with a new surface mount wire way with GFI receptacles mounted every 2’. The wire way(s) will be powered from existing panel A.

3. The existing disposer will be removed and the new disposer will be powered from the same circuit with new switch.

4. The existing 2 x 4 fluorescent fixtures will be removed and replaced with new

LED 2 x 4 light fixtures using the same circuits.

NORTH AND SOUTH STAIRWELLS

1. Both stairwells will be provided with new split type HVAC systems powered from 2nd floor nearby panels D and H in 2nd floor utility corridor 53A-239. Both panels have ample spare capacity.

2. Existing fluorescent fixtures will be removed in both stairwells and replaced with new LED occupancy sensor hi/lo types with emergency battery backups at all landing levels.

53 ROOF EQUIPMENT

1. Several fans and ventilators will be removed completely. The conduits and conductors will be removed to the respective panels.

2. Several fans and ventilators will be replaced with new. The existing circuit(s) will be re-used to power the new equipment.

Average (After) the cha l lenge:

The gymnasium at the Boys & Girls Club of Lancaster is in use every day, not only for sports activities but a variety of other functions as well. Its acoustic environment, however, was not always ideal.

Acoustical testing showed that reverberation time in the gym was

5.05 seconds, far above the 2.00 seconds or less recommended for this type of space. As Karen Schloer, the Club’s Chief Executive

Officer, notes, “The noise level was putting a real strain on the staff because they had to shout so often when trying to communicate with the kids.”

the so lu t ion :

To solve the problem, Armstrong Ceiling and Wall Solutions installed more than 3,500 square feet of Tectum® Direct-Attach wall panels on the gym’s masonry walls. The panels were chosen because of their ability to absorb both sound and the impact of basketballs, volleyballs, and other objects that hit the walls.

Aesthetically, the two-inch-thick, 2' x 4' panels are installed in ribbons of white and a custom blue that match the Club’s colors.

They start nearly 10-feet off the floor and continue up the wall another 18-feet.

In addition, a re-creation of the Boys & Girls Club logo is installed at each end of the gym. The 15-feet wide and 13-feet high visual of two interlocking hands was created using eight-inch triangular

Tectum Panel Art shapes. The white triangles are one-inch thick, while the blue triangles are two-inches thick so that they stand out from the wall. Two rows of 12 SoundSoak® Baffles were installed in the center of the ceiling for added noise absorption.

Acoustically, the 2" Direct-Attach Tectum wall panels have a Noise

Reduction Coefficient (NRC) of 0.70. Acoustical testing conducted after the installation of the combination acoustical treatment showed that reverberation time dropped to 1.85 seconds, a 63% reduction.

According to Chief Operations Officer, Scott McLellan, "The difference is like night and day. The biggest takeaway is how much easier it is now for the staff to gain control of the space because the kids can hear directions much more clearly."

Looking back at the difference in the gym’s acoustic comfort, McLellan adds, “The staff simply didn’t realize how bad it was because they didn’t realize how good it could be.”
