Questions and Answers
Building 15, 53A, B, C, D and Mech Room Roof Repair
Question 1: From Project Manual Section 07 5200, Page 3, Article/Paragraph: 2.01A: Membrane Materials, vendor requested substitution of Firestone SBS Smooth / SBS Premium FR product for the FDA’s specified product.
Response: FDA approved the Firestone SBS Smooth / SBS Premium FR product as a suitable substitution.
Question 2: From Project Manual Section 07 5200, Page 3, Article/Paragraph: 2.01A: Membrane Materials, vendor requested substitution of Johns Manville DynaPly Base / DynaKap FRCRG with applicable accessories for the FDA’s specified product.
Response: FDA approved the Johns Manville DynaPly Base / DynaKap FRCRG product as a suitable substitution.
Question 3: On the roof of 53B, just outside the door where you access the roof; there is a 2.5" PVC conduit (with conductors), that is laying on the roof. This conduit feeds across the street to the incinerator where there is a disconnect that at one time was used to power a temporary trailer. Please advise as to what needs to be done with this conduit to allow the roof to be installed.
Response: Please refer to keynote # 6 and photo # 1 on drawing sheet A6.9 of Bldg. 15, 53A, 53B and Mech room roof replacement project.
Question 4: In the breakroom area, there is mention of a place for a new television, will there need to be any provisions for satellite/cable TV? If so, please provide requirements.
Response: The only requirement to be fulfilled by contractor is providing electrical receptacle which is mentioned in the electrical drawing.
Question 5: Please provide physical address for Beth Martella, the Contract Specialist who attended the site visit on Thursday, 04/15/2021, so that we can submit original copies of the required Bonds.

Question 7:
Page A6.1 detail 1 states that Phase 3 & 4 for 53 C & D are not included in this submission. The title in the upper right-hand corner of the project plans refers to 15, 53A & 53B. However, the solicitation states that the roof covers 53 A-D. Page A6.4 covers 53C & 53D separately. Section 01-1000 1.01D states that only the roofs on 53A, B, and mechanical rooms are being replaced. It appears as if these were two projects merged into one. Will NCTR please confirm if all the roofs on 15, and 53 A-D are included in this project?
Response: Drawings and basis of design for Bldg. 15, 53A, 53B & Mech room roof project was created under one A&E contract. And drawings and basis of design for Bldg. 53C, 53D roof project was created under one A&E contract. After that NCTR decided to combine them during construction phase. So, it is confirmed that all the roofs on Bldg. 15, and 53 A to D, Mech room are included in this project.
Question 8:
Please refer to the SF 1442 Solicitation Packet, section M, page 48 of 49. Paragraph 1b states “Offeror (prime contractor) shall provide a detailed summary of qualification and experience (of at least 10 years) of key personnel (Project Manager and on-site Superintendent) in renovation of commercial building involving demolition of existing and installing new architectural, mechanical, electrical and plumbing components of building similar to this project.” If the GC can demonstrate that their PM has successfully managed or is managing equivalent or larger size and scope projects will NCTR deem that PM as acceptable if they have greater than seven years of experience?
Response: NCTR shall accept project manager (PM) with at least 6 years of experience.
Question 9: In reference to the question above, can the Prime Contractor use a site superintendent with greater than six years of experience if we can show equivalent capability and scope experience?
Response: NCTR shall accept Prime Contractor using a site superintendent with at least 6 years of experience.
Question 10: Specs page 108, para 1.06B Quality Assurance, state that the installer should have five years of experience. The solicitation packet states that the installers superintendent shall have ten years of experience.
Does NCTR want the installers foreman/supervisor to have ten years installation experience of similar roof systems or five per the spec?
Response: NCTR wants the roof subcontractor superintendent to have ten years installation experience of 2-ply bituminous roofing system.
Question 11: If the General Contractor’s (GC: general / prime contractor) schedule shows that the work can be completed in a shorter period of time (i.e. not the 490 day PoP) should the GC bid the job with general conditions for the entire 490 day period of performance or can the GC limit his general conditions for the shorter duration?
Response: That’s a business decision that the GC will need to decide.
Question 12: In reference to the question above, if the GC bids for the shorter period and there is a contract mod that pushes past the GC’s budgeted general conditions, will NCTR issue the GC a modification that includes a budget for the additional general conditions if the extension would still fall inside the original 490-day PoP but outside the GC’s initial time budget?
Response: The period of performance of the contract will be 490 calendar days after the NTP. The Government will only pay for General Conditions on a contract mod if this date is extended based on the mod.

Question 13: During the site visit we walked up a staircase to get to the rooftop of 53. I think it was 53B, as the entrance was just to the left of the 53B processing room doors. While in the staircase nothing was mentioned about the work in the staircase but the drawings on page A1.1 reflect work in 53A staircase, and we didn’t pass through that area during the site visit. Will NCTR please confirm that the staircase work is as depicted on A1.1?
Response: NCTR confirms that the staircase work is as depicted on A1.1. Offeror can request additional site visit to see north and south staircase of Bldg. 53A.
Question 14: On Page A1.1, general note 7 & 13, refers to all existing doors to be replaced. Detail D9, N9, N13, D13 on A1.1 state that existing HM doors and frames are to remain. Will NCTR please clarify if the doors in these details are being replaced or if they’re staying?
Response: Please follow detail D9, N9, N13, D13 on A1.1. Disregard general note 7 & 13.
Question 15: Page A1.2, keynote 4 states to install repainted locker to wall. Is the contractor to repaint the wall locker?
Response: Contractor shall repaint the wall locker.
Question 16: In reference to the previous question, what type of paint is the contractor to use to repaint the wall locker (if required)?
Response: Enamel paint.
Question 17: Should door 103A have a 90-minute rating similar to 103C?
Response: 103A discharges to the exterior which typically is not seen as fire rated. It is acceptable to include fire rating the doors as a precautionary measure.
Question 18: Page A6.1, detail 1, bldg 53A, phase 1, the note states to abandon the existing downspout inside the wall. Does NCTR want new downspouts installed to replace them on the outside of the wall?
Response: NCTR want new collection box, downspouts and splashblock to be installed on the outside of the wall as replacement of abandoned downspout.
Question 19: In relation to the previous question, if the contractor abandons the pipe inside the wall how does NCTR wants the contractor to run new pipe and how should the contractor penetrate the wall?
Response: Contractor shall provide slope on roof such that water drains down through collection box installed on perimeter of roof and through downspout installed on exterior wall.
Question 20: Shall new pipe be installed below the decking and between the structural bar joists, span horizontally and cored through the exterior wall?
Response: Contractor shall provide slope on roof such that water drains down through collection box installed on perimeter of roof and through downspout installed on exterior wall.
Question 21: Note 1 on the roof plans and roof photos says to repaint all the steel support frames on the entire roof. During the site visit we asked this question and pointed at a few random I-beams when discussing this with the COR. The COR stated that those I-beams were not getting painted because they were galvanized. However, the drawings reveal otherwise. The COR stated that we were only painting the larger
75F40121R00014-A00001
5 12 structural steel areas (such as those in photo 19) that were getting the grating. Will NCTR please confirm if all of the steel is getting painted per the details or just the larger steel that’s receiving the grating?
Response: None of galvanized steel or structural steel shall be repainted.
Question 22: If only the larger steel, will NCTR be more specific as to which structures are to receive the paint?
Question 23: In relation to the previous question, if all the steel is to be painted, does NCTR want the contractor to strip the existing paint off the galvanized steel prior to painting?
Question 24: Has the existing paint been tested for lead?
Response: No.
Question 25: Should the contractor budget to test the existing paint for lead?
Response: No.
Question 26: When painting the rooftop steel, should the contractor use the Tnemec or equal type epoxy shop paint as specified on 05-5000-2 para 2.06 or does NCTR want a different type of exterior epoxy paint?
Response: Since all new rooftop steel is galvanized steel and aluminum, there is no need to paint them. The only requirement for paint is touch up paint (as specified on 05-5000-2 para 2.06) for new weld joints, where applicable. Existing steel on rooftop is not required to be painted.
Question 27: Will NCTR please provide an applicable exterior paint specification?
Response: See response to Question 26. Exterior paint is not required. KEYED NOTES 1 FOR ROOF PLANS & ROOF PHOTOS stating “EXISTING STEEL SUPPORT FRAME. REPAINT GRAY COLOR TO BE SELECTED. TYPICAL ALL STEEL SUPPORT FRAMES ENTIRE ROOF” so mentioned on sheet 6.2 and same keyed noted on other drawings will be waived.
Question 28: During the site visit the COR and I discussed the note(s) in the plans that contain the pricing ambiguity of replacing wood blocking if “deteriorated”. Since there was no way to identify an amount of deterioration without peeling back the layers, we requested to have a CLIN added that included a cost per linear foot to replace the blocking. Will NCTR please add instruction to the contractor to include XX linear feet of perimeter and expansion blocking in their base bid, then a CLIN in the pricing schedule for additional blocking by some quantifiable and measurable amount?
Response: The requirement has been updated to include the requirement that Base price shall include cost of replacing 300 LF of wooden blocking at roof edge. (See Attachment J2 – Drawing A6.6, Detail 10A and P14) and an additional Line Item has been added to include pricing per LF of additional amount of replacing wooden blocking at roof edge in case more may be needed past the 300 LF.
Question 29: The specifications 01 20 00 Page 11, 2.02, B – Payment and Statement of Values, state to send pay applications to WER for approval meaning WER will approve pay apps. 2.04 Page 12, states that modifications go through WER. Is this accurate?
75F40121R00014-A00001
6 12
Response: COR shall be approving pay application and not WER. The contractor shall submit draft pay applications to COR for review prior to submitting for payment. Contractor shall submit invoices for payment following the instructions in the Invoice Submission clause in the resulting contract.
Question 30: Specs Page 20 3.06 Progress photos are to be taken no more than 3 days prior to pay app submission. They are to be submitted with pay app and taken by an experienced photographer acceptable to WER. Is this NCTR’s intent?
Response: COR shall be approving pay application and not WER. COR shall physically confirm the percentage of completed work so mentioned in pay application and not WER. Photos are not required since COR will be physically present on site.
Question 31: Specs Page 21, 3.12, D – State to Apply GC stamp to submittals. Is NCTR wanting this or is contractor to use the submittal tracker provided by NCTR?
Response: NCTR shall not provide any submittal tracker.
Question 32: Specs Page 40, 1.06 – Fencing – state to provide chain link 6ft high with vehicle and walk gates and locks around construction area. Construction fencing, depending on the project and the area, has not always been required at NCTR in the past. Does NCTR want fencing for this project?
Response: Contractor shall block the public access in area where there is safety hazard.
Question 33: Specs Page 73, 01 79 00, 1.02, A, 2 Demonstration and Training – Commissioning Submittals – Is there commissioning on any of the new air control items on this project?
Response: Please refer to mechanical drawings for all exhaust fans that need commissioning.
Question 34: If commissioning is required, can the contractor coordinate with the sub to perform or should the GC hire a third-party commissioning agent?
Response: NCTR need commission report. It doesn’t matter who perform the commissioning.
Question 35: Is NCTR requiring TAB with report for the new exhaust fans and intake ventilators?
Response: Yes.
Question 36: Specs Page 73, 1.02, B – Draft Training Plans – state to be submitted to WER, FDA, and Commissioning Agent 30 days prior to training. C – Training manuals for each attendee, D – Training Reports after training is given, E, Page 74 – Video Recordings of training by a qualified videographer acceptable by WER. E – minimum of 2-hour segments for training. IS NCTR requiring this level of training for any of the products being installed in this project?
Response: NO
Question 37: Specs page 101, para 1.07 A-C. If the entire roof is being replaced, is the content in A-C necessary?
Response: Part 1.07A is required. Part 1.07B is no longer needed because ten years experience is required in the solicitation. We would require that the installer be approved by the roofing manufacturer. Part 1.07C is not necessary since the entire roof is being removed to deck.

Question 38: Is roofing contractor to provide the infrared moisture scan of the roof? Per site walk, FDA official mentioned a thermal scan had already been performed and pictures were available. Will the report be issued for all contractors to review?
Response: Roofing contractor shall not provide any infrared moisture scan report of the roof as NCTR is waiving specification part 1.07C of Section 07 0150.19 Preparation For Re-Roofing. The infrared moisture scan report of the roof was not done and is not available with NCTR.
Question 39: Specs Page 101 para 1.09E. FDA will not occupy areas below the area being reroofed. Section 01-1000 para 1.03D states to schedule the work to accommodate the FDA’s occupancy. These two specs conflict each other. Will the areas be occupied or unoccupied during construction?
Response: Areas under the roof will be occupied.
Question 40: Is the contractor responsible for charging sales tax to the government or is this project tax exempt?
Response: The Government is tax exempt. Refer to FAR clause 52.229-3. The Government can provide a tax-exempt certificate but will not assist the Contractor requesting tax exemption.
Question 42: Will access to the roof be via interior stairwell access or exterior scaffold stair tower?
Response: Contractor can access the roof through south stairwell of Bldg. 53C. Contractor shall not use elevator.
Question 43: Where will the laydown area be for roofing material?
Response: Across the road on north side of Bldg. 53 A to D on paved area near Bldg. 20.
Question 44: Will exterior roofing adhesives for this project need to be Low VOC?
Response: Typical exterior adhesives are not required to follow VOC guidelines if installed on the exterior side of the building envelope weather barrier, which in our case is the metal deck or lightweight insulated concrete deck.
Question 45: Page 102 in Specifications mentions to “replace entire gypsum deck surface with new metal deck…” Please advise/clarify if this is the correct scope of work as drawings only indicate to include 300 sq ft of LWIC deck repairs.
Response: Existing roofing in 53A and 53B is not expected to have removal of gypsum deck. Where removal of LWIC due to deteriorated condition is determined by Government, there may be existing gypsum deck below the LWIC that will also need to be removed. Locations of removal of LWIC will be determined by Government. At Bldg 15 roof, there may be some locations where gypsum deck is discovered after removal of existing roof system. If encountered, it will need to be removed and replaced with metal deck.
Question 46: Existing gas lines and electrical conduit sit on wood blocking and are exceptionally low in height. Should the mechanical and plumbing contractors be raising these lines?
Response: Refer to keyed note # 10 on sheet A 6.10 for Bldg. 53A, B & Mech room roof project and keyed note # 8 sheet A6.11 of Bldg. 53 C & D roof project for details on supporting pipe and conduit that are exceptionally low in height.

Question 47: In relation to the previous question, should they be replacing the deteriorated wood blocking with something other than wood such as a rubber roof block?
Response: Refer to keyed note # 10 on sheet A 6.10 for Bldg. 53A, B & Mech room roof project and keyed note # 8 sheet A6.11 of Bldg. 53 C & D roof project for details.
Question 48: Will/should perimeter safety railing be reinstalled after the new roof installation?
Response: Only existing perimeter safety railing shall be reinstalled after roof installation.
Question 49: In relation to the previous question, if safety railing is to be installed, will NCTR please clarify type and basis of design.
Response: No new safety railing needed on perimeter of the roof. Only reinstall the previously removed safety railing.
Question 50: Is there a specific amount of lightweight concrete roof repairs that need to be accounted for in the base bid? Or will this strictly be a unit price?
Response: Please provide price for 600sf of lightweight concrete roof repairs in your base bid, plus then provide a price per SF for any additional amount that may be required, as is described within the Schedule of Items (“Bid Schedule”).
