About this file

This is an Equal Employment Opportunity (EEO) Compliance Documents attachment for a Request for Proposal issued by the District of Columbia Department of General Services for Third-Party Commissioning Services (DCAM-26-CS-RFP-0002A). The document serves as a mandatory certification requirement for all bidders and offerors participating in this procurement. The attachment contains two primary compliance forms: a Notice of Compliance with EEO Requirements and an Equal Employment Opportunity Policy Commitment statement. All prospective contractors must complete and submit these forms as a condition of proposal acceptance, with failure to comply resulting in bid rejection. The EEO compliance requirements are grounded in the District of Columbia Human Rights Act of 1977 (D.C. Law 2-38; D.C. Official Code 2-1401 et seq.) and Title 4 of the District of Columbia Municipal Regulations. Proposals must be submitted electronically via the OpenGov procurement portal by 2:00 p.m. EST on March 31, 2026, with a pre-proposal conference scheduled for March 10, 2026.

The EEO Policy Commitment requires contractors to certify non-discrimination in employment practices across seventeen protected categories including age, color, disability, gender identity, national origin, race, religion, sex, sexual orientation, and status as a victim of domestic violence or sexual offense. Contractors must commit to affirmative action steps in employment, recruitment, compensation, promotion, and training; post non-discrimination notices in conspicuous locations; include EEO provisions in all employee recruitment advertisements and collective bargaining communications; permit access to employment records for compliance investigations by the Office of Human Rights and the Contracting Agency; and flow down EEO requirements to all subcontractors and vendors. The document requires authorization by an official representative of the contractor's business on company letterhead, with specific fields for the contractor name, authorized official title, signature, and contract/solicitation/bid number. Compliance with these EEO requirements is a condition for contract award and continuation throughout the performance period.
