About this file
This is a price schedule attachment for a Request for Proposal issued by the District of Columbia Department of General Services (DCAM-26-CS-RFP-0002A) to procure third-party commissioning services. The procurement seeks fixed hourly labor rates for three staff categories: Principals, Project Managers/Lead Engineers, and Technicians/Inspectors. The price schedule covers a base year plus four optional one-year renewal periods, with bidders required to submit loaded hourly rates that include base wages, benefits, payroll taxes, insurance, and overhead costs. Task order quantities are established for evaluation purposes only, with 40 hours allocated for Principal-level staff and 200 hours each for Project Manager/Lead Engineer and Technician/Inspector positions per contract year. Proposals were due electronically by 2:00 p.m. EST on March 31, 2026, with a pre-proposal conference held on March 10, 2026. The contract term spans five years from the base year through four optional renewal years.
The maximum contract value is $950,000 per contractor with a minimum order of $250.00. Pricing is structured as fixed unit rates with extended prices calculated based on the quantities listed for evaluation purposes. The District's Living Wage Act requirements mandate a minimum wage of $17.95 per hour effective January 1, 2026, through June 30, 2026, and $18.40 per hour beginning July 1, 2026. For contracts exceeding $250,000, at least 35 percent of the dollar volume must be subcontracted to Small Business Enterprises or Certified Business Enterprises. Evaluation criteria include technical proposals weighted at 70 points and price evaluation at 30 points, with up to 12 additional preference points available for certified business enterprise status. Service Contract Act prevailing wage requirements and comprehensive insurance coverage of at least $1 million in commercial general liability and professional liability insurance apply to all selected contractors.
