About this file
This document is an Equal Employment Opportunity (EEO) Compliance attachment for a Third-Party Commissioning Services Request for Proposal issued by the District of Columbia Department of General Services. The file contains mandatory EEO compliance certifications and policy commitment statements that all bidders and offerors must complete and submit as part of their bid or proposal. The District of Columbia Human Rights Act of 1977 (D.C. Law 2-38; D.C. Official Code 2-1401 et seq.) and Title 4 of the District of Columbia Municipal Regulations are incorporated into the contract requirements. Bidders must provide written certification of their commitment to comply with all EEO regulations, and failure to do so will result in bid rejection. Contract award and continuation are expressly conditioned upon the contractor's full compliance with the D.C. Human Rights Act and Regulations throughout the entire performance period, including any subcontracted work.
The EEO policy commitment requires contractors to certify non-discrimination in all employment practices, including hiring, upgrading, transfers, recruitment, compensation, training, and apprenticeships. Contractors must ensure equal consideration for all applicants and employees regardless of age, color, credit information, disability, family responsibilities, gender identity and expression, genetic information, homeless status, marital status, matriculation, national origin, personal appearance, political affiliation, race, religion, sex, sexual orientation, or status as a victim of domestic violence, sexual offense, or stalking. Contractors must post non-discrimination notices in conspicuous places, include identical provisions in all employment solicitations and advertisements, notify labor unions of compliance commitments, and grant the Director of the Office of Human Rights and the Contracting Agency access to all employment-related books, records, and accounts for compliance investigation. All subcontractors and vendors must be bound by these same provisions through inclusion in subcontract agreements.
