Contractors must comply with the District's Living Wage Act requiring minimum wages of $17.95 per hour through June 30, 2026, and $18.40 per hour thereafter, and Service Contract Act prevailing wage requirements. Contracts exceeding $250,000 require subcontracting at least 35 percent of the dollar volume to Small Business Enterprises or Certified Business Enterprises, while contracts exceeding $300,000 are subject to First Source Employment Agreement requirements mandating that at least 51 percent of new jobs be filled by District of Columbia residents. Contractors must maintain comprehensive insurance coverage including $1 million in commercial general liability and professional liability.

B.4 PRICE SCHEDULE
B.4.1 Third-Party Commissioning Services
The Price Schedule that follows provides the hourly rates for staff to provide third-party commissioning services as described in Section C. The hourly rate should be a loaded hourly rate inclusive of the total cost of an employee per hour, encompassing their base wage plus additional expenses like benefits, payroll taxes, insurance, and overhead (office space/equipment).
In accordance with Section B.3, the maximum amount of orders to be placed during the term of the contract is $950,000 and the minimum is $250.00.
