NASA Safety Center

Safety & Mission Assurance, Audits, Assessment and Analysis (SA3) Services Statement of Work

1.0 Introduction

The NASA Safety Center (NSC) was established by NASA’s Office of Safety and Mission Assurance (OSMA) to support the Safety and Mission Assurance (SMA) requirements of NASA’s mission programs and projects. NSC provides SMA expertise, information, verification and analysis to enable collaboration and learning while promoting a safe workplace and successful programs and projects.

2.0 Scope

The Contractor shall provide Safety & Mission Assurance, Audit, Assessment and Analysis (SA3) Services to NASA Headquarters (HQ), NASA Centers, NASA Programs/Projects, and other NASA activities through the NSC.

Any activities described herein shall not be construed as implying that the Contractor has the authority to approve/disapprove Government policies, processes, procedures, specifications, requirements or those of any of its Government Contractors. Language contained in this Statement of Work (SOW) shall not be construed to mean that the Contractor has the authority to perform final acceptance or rejection on the Government’s behalf for any products or services delivered. The Contractor’s functions involving evaluation, verification, certification, review, etc., shall require communication of findings to the appropriate NASA representative having final approval or acceptance authority.

The Contractor shall have the capability to manage and perform numerous and various task orders with multiple NASA Centers’ programs and projects including NASA Headquarters simultaneously at foreign and domestic locations at which NASA-funded work is performed or planned. For example, the supply chains for NASA programs and projects include domestic and foreign suppliers for which the Contractor may be selectively tasked to perform assessments, inspections and surveillance to determine and assure conformance with NASA, industry standards for quality management systems requirements, and contractual requirements.

The Contractor shall have the capability to provide emergency services within a twenty-four

(24) hours’ notice, as may be required, in fulfillment of issued task orders when directed by the NSC Contracting Officer’s Representative (COR).

The Government shall require the accomplishment of specific work through the issuance of discrete Task Orders (TO) under the Indefinite Delivery Indefinite Quantity (IDIQ) structure. All TOs will be issued by the Government Contracting Officer (CO) and all subtasks by the Contracting Officer’s Representative (COR) per the Glenn Research Center clause GSR 1-1 entitled, “Technical Direction” (APR 2016).

The NSC anticipates the demand for contract support to increase up to 8% per year or up to 40% over the life of this contract due to new NASA organizations and exploration programs using this contract. Additionally, the incumbent contract experienced a similar rate of growth during its period of performance.

The existence of the COVID-19 Pandemic has, and is anticipated to, impact the implementation of audits and assessments by affecting schedules and the method by which these activities are conducted. The NSC anticipates that planned audits and assessments may be cancelled and/or rescheduled and onsite audits and assessments may be conducted virtually. For the purposes of cost estimation and planning, the provided schedule is to be assumed as onsite audits and assessments unless otherwise annotated on the schedule.

The contractor shall ensure that its employees performing onsite at any NASA centers and component facilities complete all federally mandated and Agency/Center required training and comply with any Federal, State, Locality or Center policies applicable to the work being performed by those employees.

All work performed under this contract shall comply in accordance with established and applicable NASA documents for requirements, policies, procedures, directives, standards, specifications and instructions. A representative, but not comprehensive, listing of these documents is provided in Appendix A.

3.0 Requirements

This SOW describes the requirements for the Contractor to provide Safety and Mission Assurance (SMA) Services. These services include both the performing of these functions and the independent assessment of these functions and may include special projects involving multiple disciplines.

The Contractor shall perform the work as directed in NASA issued task orders. Such services shall be performed on a resident (on-site), remote or itinerant basis. Virtual audits, assessments, reviews and investigations may be performed as the Government deems necessary. NASA-approved IT equipment and software used in support of virtual activities will be provided by the Government to the Contractor. They are then appointed by the COR to serve as the Government technical liaison between the Contractor and the COR for specific tasks at that specific Center only. Civil Servant requesters at the Center submit requests for support to and through the Center CTL. The CTL will monitor technical performance of tasks assigned to them.

Emergency Services This is support needed within a day to a week or two for an inspection of a system, subsystem or component part requiring a Government Mandatory Inspection. “Emergency” implies quick response to the need. A governing SOW exists and only a Rough Order of Magnitude (ROM) is needed by the contractor. Documented location(s) and date(s) of this support along with any specialized processes that will be inspected are all that is needed to begin the process of procuring this support.

Gap Analysis An assessment of the delta between a set of requirements to any other set of requirements desired.

(GMIP) Government Mandatory Inspection Point Where the Government requires having an inspection performed prior to the Contractor or supplier proceeding onward, including on their work documents.

(IFOSA) Institutional, Facility and Operational Safety Audit Program IFOSA Audits are conducted to verify compliance with Federal OSHA and Institutional SMA requirements. This verification traces flow down of these requirements, from NASA Headquarters to the NASA Centers and component facilities, including the Jet Propulsion Laboratory (JPL). These audits assess the processes, procedures and practices being exercised to implement the Federal, State, and/or Local OSHA and Institutional SM&A requirements.

Meta Meta is a management information system currently used by Goddard Space Flight Center (GSFC) to support mission assurance processes, process findings, product findings and analysis activities.

Mission Assurance The total realm of all functions related to ensuring that programs and projects are compliant with all Safety and Mission assurance requirements.

NASA Centers The 10 NASA Centers and the component facilities include: Ames Research Center (ARC), Armstrong Flight Research Center (AFRC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), Jet Propulsion Laboratory (JPL), Johnson Space Center (JSC), Kennedy Space Center (KSC), Langley Research Center (LaRC), Marshall Space Flight Center (MSFC) and Stennis Space Centers (SSC). Also, the geographically separated component facilities, i.e. White Sands Testing Facility (WSTF), Wallops Flight Facility (WFF), Michoud Assembly Facility (MAF), The Neil A. Armstrong Test Facility (formerly Plum Brook Station (PBS)) and Independent Verification and Validation (IV&V) Facility.

(OCI) Organizational Conflict of Interest Plan A plan which describes the Contractor’s method for mitigating a conflict or a perceived conflict of interest.

(OSHA) Occupational Safety & Health Administration The State and Federal offices that set and enforce standards for occupational safety and health programs.

Pre-Award Audit An audit of a potential Contractor to ensure they have the capability to meet the intent of the level of work in the solicitation.

Process Audit An audit that is scoped to a particular hardware, software, configuration management or evaluating document

(QAAR) Quality Audit, Assessment, and Review Program. The QAAR audit program will verify Center compliance to NASA quality and software assurance (QA) (SA) requirements through review of processes, procedures, practices, and associated objective quality evidence at the Centers, Programs, and Projects. It will also verify program/project prime Contractors, prime suppliers and Center supplier’s compliance to NASA quality and software assurance requirements.

Quality Management System QMS is the standard i.e. “AS 9100” or a program imposed contractually on a Contractor that is utilized for the development and processing of flight hardware and software products.

(STAR) System for Tracking Audits/Assessments and Reviews STAR is an agency audit tool, managed by the NSC, used to support audits. Used for all NSC audit types.

(TR) Task Requester Individuals residing at a NASA Center that request SMA support for Center SMA needs for programs/projects. Requests are made via the Center’s CTL. The TR will accept the services, reports, etc. called out in the Task Order and provide evaluations of the Task Order performance to the CTL.
