Attachment J-15 Off-Site Vendor Procedures
UNITED STATES CAPITOL POLICE OFF-SITE INSPECTION CENTER PROCEDURES
· All packages must have the following information on the shipping label or recorded next to the label: Purchase Order/Contract Number and/or Deliver To, with the Recipient’s name, building, room number and telephone number. This information will be required for deliveries to the: U. S. House of Representatives, U. S. Senate, Architect of the Capitol and the Library of Congress.
· All delivery vehicles will be required to report to the Off-Site Inspection Center for the U.S. Capitol Police located at 4700 Shepherd Parkway SW, for inspection, before proceeding to the Capitol Building/CVC via the Capitol loading dock at New Jersey and C Street NW, the loading dock of the Senate Office Buildings located at the Hart Tunnel in the 100 block of D Street, NE, the loading dock for the Ford House Office Building in the 200 block of Virginia Avenue, SW, or the Delaware and Washington Avenue, SW, access point for the Rayburn, Longworth, Cannon House Office Buildings, and the Library of Congress loading dock. NOTE: Deliveries for events/functions in any Capitol Complex, building, must have approval through the House or Senate Sergeant at Arms office prior to inspection at the Off-Site Inspection Center.
· No deliveries will be accepted unless the vehicles have been processed at the Off-Site Inspection Center. All contents, of delivery vehicles, are required to be processed, via x-ray screening, prior to gaining access to the Capitol Complex. The hours of operation for the Off-Site Inspection Center are 4:30 AM to 7:00 PM., Monday through Friday. The facility is closed on all 10 Federal Holidays unless specifically noted. All delivery personnel will be required to provide picture identification and be processed through the National Crime Information Center (NCIC).
· Novitex is a separate entity that operates independently of the Off-Site Inspection Center. All Federal Express, United Parcel Service, U.S. Mail and courier delivered mail/parcels are required to report to the Novitex site, located at 9140 East Hampton Drive, Capitol Heights, Maryland. After the mail is processed (3 day holding period), Pitney Bowes makes deliveries of the mail/parcels to the Capitol Complex.
· All deliveries of mail/parcels (including all printed materials) must go directly to Novitex, UNLESS, they are delivering directly from a Federal Agency (Dept. of Labor, Dept. of Homeland Security, etc.) to the House, Senate, Capitol or Library of Congress. The employees making these deliveries must be a Federal Government employee with a current Federal Government ID. If the vendor meets the above criteria, then the delivery can go directly to the Off-Site Inspection Center as opposed to the Pitney Bowes facility.
· In order to gain access to the loading dock for the Capitol/CVC, House Office Buildings, Senate Office Buildings and the Library of Congress Buildings, you are required to have authorization on file with the United States Capitol Police. The truck access request portal is https://campusaccess.senate.gov/security/login/?next=/delivery/
· Requests for access should contain the following information:
1. Name of the Company
2. Name of the Drivers/Employees Requiring Access
3. Social Security Number for each Driver/Employee
4. Date of Birth for Each Driver/Employee
5. Building(s) to be Accessed
6. Company Contact Person and Phone Number
