This Corporate Work Plan (CWP) System Characterization documents the system description, including the system overview and mission; system architecture; hardware and software; and internal and external connectivity

4 General System Description/Purpose

This section describes the functional and technical characteristics of the system, including system overview and mission description.

4.1 Mission / Purpose

CWP is the FAA system for managing the full lifecycle of programs/projects associated with the establishment, modernization and sustainment of NAS systems and infrastructure. Managing FAA programs/projects within the CWP system helps the agency ensure that the proper integration and coordination occurs within and across these programs. The CWP system supports the FAA in identifying requirements/needs, preparing internal budget information and documentation, implementing and monitoring financial controls, planning and managing project implementation planning, estimating resource requirements to support the planned projects, measuring and reporting on performance. There are a variety of projects managed in the CWP system ranging from typical

Facilities and Equipment (F&E) funded execution projects to Operations funded (OPS) and

Reimbursable funded projects, to Non-FAA projects identified as integration opportunities. From a corporate management perspective, and for the purposes of planning, integration, and coordination, projects being implemented/deployed to FAA field facilities must be planned and managed within the

CWP system. The CWP business process is modeled after standard project management processes and supports the management of the project from inception to close.

When a need is identified and entered into the CWP system via the Origination process, a project is created automatically in Primavera. Primavera is an Oracle commercial off-the-shelf (COTS) scheduling and project portfolio management client and web application service. In the Origination process, the need is routed for validation and approval. Once the need has been validated and approved, a standard template schedule (or methodology) is attached and project planned start date(s) are established in the Schedule Process. This data is sent to Primavera and a schedule (with work breakdown structure [WBS] activities) for the project is created. Once the schedule is created, a project charter is generated in the Project Charter process. The charter further defines and clarifies the project descriptive elements. Once a charter is generated, the initial planning funding for a project may be requested in the Funding Request Process. This initial planning funding allows the planning and implementation staff to execute planning activities such as site surveys to obtain more information on the project to help further define/refine the project scope, schedule, and cost. At this point, the CWP users will further refine the project charter, enter and create cost estimates (in the Cost

Estimate process), manage the project team and assign implementation organizations to the primary

WBS in the schedule (in the Project Team process) and work with the technical staff to tailor and refine the project schedule. Once the project is sufficiently detailed and planned, the project will then go through the Baseline Scope process to become a baselined project. A project is baselined with the project scope, schedule, and cost. Through the baseline scope process, the Project Scope Agreement is created and the project schedule is baselined in Primavera. At this point, execution funding for the project is requested. As the project moves from the planning phase to the execution phase, the Work

Authorization process is used to hand off the project details and funding to the implementation staff.

Asset planning is performed in DELPHI Project Task Process. If, at any time during project planning or execution, the project needs to be put on hold, cancelled, or its descriptive information/attributes changed, those functions can be performed in the Project Information process. During project execution, the CWP Portal is used to monitor the performance of the project. Project schedules are updated with actual dates and progress once every four weeks through Primavera. Project Status is documented in the Project Status process. When a project is completed, all activities are actualized in

Primavera. The Corporate Work Plan Program Office (ABP-330) is part of the Capital Budgets

Organization in the Office of Finance. The Program Office provides business management and oversight of the CWP system. Specifically, the program office: · Provides process definition and program direction, · Defines and coordinates business requirements and specifications with the CWP user community, · Identifies development priorities, · Creates and publishes user support materials and documentation, · Provides user training, · Coordinates business process requirements, and ·

Establishes and administers contracts to provide software and hardware to support the program. CWP functionality includes: Financial Planning and Control: The Financial Planning and Control core function consists of F&E project requirements identification, F&E budget priorities, planned project funding identification in support of the CWP, detailed cost estimate preparation, 1680 Header (project header information that DELPHI needs to setup the project) exports to the DELPHI system, financial execution tracking, and the capitalization identification and process tool. FMS is a financial

5 | P a g e management and reporting module designed to provide accurate, standardized and timely tracking of

F&E financial data. It gives users the ability to keep a second set of books (a “cuff”) to track their project financials, which is used to monitor project performance and to validate against the various systems of record. It collects data from multiple systems of record in order to facilitate reconciliation with official accounting data and to allow reporting of F&E data over the history of a program and/or across the FAA. FMS contains a record of all the data for the entire F&E program across the FAA.

FMS can provide detailed data for any F&E program or summarized reports at any organization, program, or Capital Investment Plan (CIP) level. FMS can provide historical data audits and FMS maintains a link between programs Integrated Project Teams (IPTs), CIPs, National Project Codes, and Reimbursable Project Codes. Corporate Work Plan: CWP consists of identification, preparation, and base lining; labor requirements identification. Program and Project Management: The program/project management component can create and maintain WBS, link related projects and activities, engage in various budget activities, and initiate and track schedules. The schedule tracking functions involve the International Business, Finance, and Economics (IBFE) program with F&E funded material. The Oracle COTS Primavera P6 Enterprise Project Portfolio Management (P6

EPPM) tool for Project management and scheduling functions includes instances utilized by CWP, as well as other organizations, to maintain their project schedules and activities independent of any other environments located within the CWP Primavera configuration. Oracle Project Portfolio Management

(OPPM), an Oracle COTS tool that runs in conjunction with Primavera, is used to roll up similar projects into business portfolios. The OPPM configuration hosts other organizations with information independent of the CWP OPPM data.

6 System Architecture

The CWP Portal 4.0 system architecture includes Red Hat Linux servers and Windows servers. The CWP Portal 4.0 system runs on hardware owned and managed by ABP-330, with the AIT EDC (MMAC), Room 207J and the AIT EDC (WJHTC) Admins providing OS-level and database-level support. AIT EDC (WJHTC) provides failover facilities in case of a declared disaster and will configure and repurpose hardware in order to host CWP until AIT EDC

(MMAC) is reestablished.

CWP Portal 4.0 is a hybrid solution that includes a mixture of commercial off-the-shelf (COTS) and custom products to satisfy the CWP Ascend functional requirements, including the use of the following Oracle COTS products:

• Business Process Management Suite/Service Oriented Architecture Suite (BPM/SOA

Suite) for managing all processes and workflows

• Application Development Framework (ADF) for generating all user interface,

• Oracle Primavera P6 Enterprise Project Portfolio Management (P6 EPPM) for Project management and scheduling functions

• BI Publisher for generating documents

• Oracle Relational Database Management System (RDBMS) for storing and managing data.

In addition, Microsoft SharePoint will be used to store all documents generated and uploaded from the CWP system. Oracle Project Portfolio Management (OPPM) will be used to support project planning and analysis and to leverage the Unlimited License Agreement (ULA) for

OPPM. The data uses Oracle 12c/19c Real Application Clusters (RAC) databases. CWP relies on the FAA for physical security and network resources (e.g., peripheral devices, database storage, web interface, access control, network connectivity, etc.).
