Minimum Labor Category Descriptions and Qualifications

1. Program Manager (PM)

Description: Responsible for all contract program management activities, overall assignment of work, management of personnel, financial, operations, facilities and resources, risk management, quality control, contract management reporting, and management of Task Order Leads. Ensures responsiveness and negotiates submitted proposals with the CO/COTR. Ensures that projects are fully controlled, that goals and objectives are set, program responsibility is assigned, and results are documented. Must maintain a general knowledge of all technical and management areas of the contract. Must be familiar with the FAA’s Acquisition Management System (AMS). Experienced with contracts of similar size and scope. The PM shall interface with Government management personnel, contractor managers, and customer agency representatives. The PM is responsible for formulating and enforcing work standards, and assigning, scheduling and reviewing work. The PM disseminates policies, purposes, and goals of the organization to subordinates. Director, Leadership team and/or Management team support may be required. Exceptional oral and written communication, organizational, critical thinking and analysis, meeting facilitation, verbal and written communications, and interpersonal interactions skills are essential.

Qualifications:

• A Master’s degree in Business Administration, IT management or related field and at least 10 years of demonstrated experience related to program/project management, or;

• A Bachelor’s degree and 20 years of direct and relevant management experience.

Project Management Professional (PMP) or equivalent project or program management certification is preferred.

2. Project Manager

Description: Responsible for supporting all aspects of program/project management involving planning, developing, organizing, coordinating and conducting organizational activities to ensure FAA operational policies, processes and program elements are integrated and documented. This support includes any and all program management related tasks and deliverables. Project Manager must be able to support project and contract management activities and acquisition surveillance using the FAA Acquisition Management System (AMS).

Exceptional oral and written communication, organizational, critical thinking and analysis, meeting facilitation, verbal and written communications, and interpersonal interactions skills are essential.

Qualifications:

• A Bachelor’s degree + 5 years of demonstrated experience managing a wide variety of technical and administrative projects; including experience in directing technical staff, team members and contractors.

• Expertise in documentation, presentation tools, and project management tools required. Project Management Professional (PMP) certification is preferred.

• FAA AMS expertise is desired/a plus.

3. Program Analyst

Description: Focused on the coordination, accounting, planning and administration functions.

The program analyst provides business management functions such as budgeting, financial analysis and planning and control of funding and allocation of funding. These functions include business process analysis to describe and create defined business and operations controls and processes.

Qualifications:

• A Bachelor's degree or Master’s degree with a major in any field that includes at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required.

• Program Analyst III - Bachelor’s degree + 5 years of relevant experience

4. Subject Matter Expert

Description: Position involves, but is not limited to, providing technical knowledge and analysis of highly specialized applications and operational environments; and designs and prepares technical reports and presentations in specialized subject matter.

Qualifications:

• Degree/Experience as outlined below in a specialized discipline, e.g. Business, Computer Science, Project Management, Engineering, Mathematics, Knowledge Management, Instructional Systems Design, Decision Sciences, Information Science or other related science, and intensive experience in the individual's field of study/specialization.

• Oracle Specific Qualifications: Access to Oracle Consulting’s Project Integration Framework (PIF), which is a proprietary utility built and supported solely by Oracle Consulting via exclusive work arrangements.

• SME I – Master’s degree or higher + 5 years of relevant experience or Bachelor’s degree + 10 years of relevant experience

• SME II - Doctorate degree + 5 years of relevant experience or Master’s degree + 10 years of relevant experience or Bachelor’s degree + 15 years of relevant experience

• SME III - Doctorate degree + 10 years of relevant experience or Master’s degree + 15 years of relevant experience Bachelor’s degree + 20 years of relevant experience

5. Database Administrator

Description: Provides knowledge and experience in state-of-the-art hardware electronic component hardware design, development, and system implementation requirements. Able to define interaction and interface among different categories of requirements, and develop appropriate design to support the requirements while employing engineering methodologies.

Able to design, develop, and execute system test procedures. Able to serve as a liaison to interpret and translate various disciplines represented on the task team, and serve as a point of contact for evaluation of problems arising from the interdisciplinary nature of the task.

Relevant experience includes, but is not limited to, reliability engineering, hardware/system design, and management experience. Duties may include system test and evaluation, and advising technical personnel on a broad range of information systems issues.

Qualifications:

• Database Administrator I – Master’s degree + 3 years of relevant experience, or;

Bachelor’s degree + 5 years of relevant experience, or; Associate of Applied Science degree + 10 years of relevant experience

• Database Administrator II – Master’s degree + 5 years of relevant experience, or;

Bachelor’s degree + 10 years of relevant experience, or; Associate of Applied Science degree + 15 years of relevant experience

6. Systems Engineer

Description: Position involves information systems engineering, functional analysis of system requirements, development, production, test and evaluation of related information systems.

Includes, but not limited to, systems engineering activities oversight, demonstrated expertise with new and legacy systems, technical alternative analyses, acquisition management of information systems, and information management tools. Duties include, but are not limited to, performing hardware and software analyses to provide comparative data or performance characteristics and suitability within the existing environment, usually under the guidance of a more senior leader or manager.

Qualifications:

• A Bachelor’s of Science degree or Master of Science degree in an engineering, mathematics, or related discipline with;

• Systems Engineer III – Bachelor’s degree + 15 years of relevant experience

• Systems Engineer IV – Master’s degree + 10 years of relevant experience

7. Communications Specialist

Description: This position works with little supervision and involves support for FAA management up to the executive level to capture concepts, plans, processes, alternatives, schedules, and issues in text, original graphical and video formats for briefings, reports, brochures, web sites, press kits, congressional reports, talking points and other technical documents. Specific skills include, but are not limited to, high-level proficiency with technical writing, editing, graphic design, presentation support, multimedia, and web support.

Related/relevant experience includes developing and implementing targeted information campaigns, contributing to the production of information products such as brochures, videos, media, and workplace analysis, and maintaining contact lists.

Qualifications:

• Master’s degree in Arts/Science + 5 years of related/relevant experience, or;

• Bachelor of Arts/Sciences degree + 10 years of related/relevant experience, or;

• Associate of Arts/ Applied Science degree + 15 years of related/relevant experience

8. Enterprise Architect

Description: This series provides information technology services in facilities planning, operations and support; storage systems analysis, design/test, and administration; server system analysis, design/test and administration; database analysis, design/test, administration; website analysis, design/test, and administration; web application analysis, design/test and administration; LAN analysis, design/test and administration; user support planning, operations and administration; and related IT systems functions.

• Bachelor’s or Master’s degree in Information systems, business systems, management information systems, IT Management, or other IT-related degrees are required.

Bachelor’s or Master’s degree in engineering, math, and science are acceptable substitute degrees.

• Enterprise Architect IV – Master’s Degree + 5 years of relevant experience, or;

Bachelor’s Degree + 10 years of relevant experience

9. Operations Management Specialist

Description: Applies knowledge of client’s mission area to develop and refine concepts of operations and operational plans that make optimum use of existing and planned systems to meet mission needs. As required, participates in the development of system concepts, system requirements, concepts of operations, and training requirements in every phase of the system development process. Support the planning, development, analysis and implementation of operational models including and not limited to financial, safety, security, environmental, logistical, procedural, training, maintenance, reliability, availability, and human factors considerations. Provide operational leadership in the execution of support activities.

Qualifications:

• Experience in relevant operational and mission areas. Experience includes planning, performing, and supervising the day-to-day operational functions associated with the organization's primary mission.

• Operations Management Specialist IV - Bachelor's degree and 15 years of relevant experience

10. Computer Scientist

Description: Duties may include requirements analysis, design analysis, design, programming, software integration, documentation, test and evaluation, and other technical tasks. Also involves development of software applications, including modeling/simulation programs and change tracking applications, software testing and software documentation development.

Includes programming experience but not limited to C+ +, SQL, ColdFusion, and .net. Also experience conducting software testing applying a variety of software test/case tools.

Qualifications:

• Bachelor of Science degree in computer science, mathematics or engineering

• Computer Scientist III – Bachelor’s Degree + 4 years of relevant experience, or; Master’s

Degree + 2 years of relevant experience

• Computer Scientist IV – Bachelor’s Degree + 8 years of relevant experience, or; Master’s

Degree + 4 years of relevant experience

11. Financial Analyst

Description: Analyzes business problems, possesses significant knowledge of programs, business, and production management issues; proficient in the use of computer hardware and software application related to cost model creation, preparation and other automated data analysis systems. Demonstrated skills in performing computer driven analysis of the economic, statistical, accounting and financial principles. Familiarity and responsibility in project budgeting, cost control, forecasting scheduling and reporting.

• A Bachelor’s degree or Master’s degree in Business Administration, Accounting or Finance, Procurement and Contracting, or related fields and relevant experience as follows:

• Financial Analyst III – Bachelor’s degree + 8 years of relevant experience

• Financial Analyst IV – Master’s degree + 10 years of relevant experience

Allowable Substitutions & Definitions for all Labor Categories:

1. A doctoral or Ph.D. degree in an appropriate discipline will be considered equivalent to four

(4) years of relevant experience.

2. A Master's degree in an appropriate discipline will be considered equivalent to three (3) years of relevant experience.

3. A Bachelors’ degree in an appropriate discipline will be considered equivalent to two (2) years of relevant experience.

4. An Associate’s degree in an appropriate discipline will be will be considered equivalent to one (1) year of relevant experience.

5. Eight (8) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a Bachelor's degree.

6. Four (4) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to an Associate’s degree.

7. Relevant experience is experience directly reflecting the work, task or project being evaluated. The nature of the activities, analyses, and work products must be very similar or identical to those of the intended project.

8. Certification is official recognition of professional level expertise. Certification is official recognition by a trade association, industry organization, an industry or trade governance organization, an educational institution, a government agency or department, or a large corporation with a market dominant product. Certification denotes an advanced level of specific expertise commensurate with advanced educational degrees. Certification may result from work experience, education, training or a combination of these.
