We are qualified 8(a) Joint Venture (JV) and our 8(a) expires on March 16, 2024. Given that the Phase I responses are due on March 14, 2024, please confirm the FAA will consider us as a qualified respondent for phase 1 and 2 as we are an eligible 8(a) awardee at the time of the original submission due date of Mar 16, 2024.

Can the Government demonstrate by example how 'greater weight' will be applied to Prime contractors Corporate Experience given the Ratings are Adjectival in nature? How does this weighting come into play if one vendor provides (2) Corp Experiences and another provides (3)?

M.3.1: In the case where the Offeror is a joint venture, the FAA will evaluate the corporate experience of the joint venture itself, if such experience is provided, and/or the experience held individually by each partner to the joint venture. If an 8(a) JV graduates on March 20th, 2024, and if the submission date gets extended for phase 1 beyond March 14th, can you confirm that the SIR release date of February 22, 2024 is considered as the active date for the JV?
No. Per AMS 3.6.1-8, part (a) Offers are solicited only from eligible 8(a) certified small disadvantaged business (SDB) concerns. As used herein, an "eligible 8(a) certified SDB concern” is a SDB concern expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program and which meets the following criteria at the time of submission of offer." Offers submitted in advance of the new Phase I deadline and during the period of the Offeror's certified eligibility will be considered 8a for purposes of competing for award.
