All proposals must be submitted in the manner described below. Phase I proposals are due by 5:00PM (Eastern Time) on 14 March 2024. The Contracting Officer will provide all Offerors with the Phase II proposal due date via email after the Phase I proposals are evaluated.

5 RFP Section I - Contract Clauses

3.6.1-8 NOTIFICATION OF COMPETITION

SMALL DISADVANTAGED BUSINESS

CONCERNS (JAN 2024)

We are qualified 8(a) Joint Venture (JV) and our 8(a) expires on March 16, 2024.

Given that the Phase I responses are due on March 14, 2024, please confirm the FAA will consider us as a qualified respondent for phase 1 and 2 as we are an eligible 8(a) awardee at the time of the original submission due date of Mar 16, 2024.

2/28/2024 Yes, For purposes of this procurement, a submittal under Phase I will constitute the "submission of offer" for purposes of determining eligibility to participate as an 8(a). As stated in the clause you reference, part (a) Offers are solicited only from eligible 8(a) certified small disadvantaged business (SDB) concerns. As used herein, an "eligible 8(a) certified SDB concern” is a SDB concern expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program and which meets the following criteria at the time of submission of offer.
