About this file

This document is a Certification under Executive Order No. 16 Prohibiting State Agencies and Authorities from Contracting with Businesses Conducting Business in Russia. It is related to a Request for Proposal (RFP) issued by the New York State Department of Labor for Consulting Services for their Labor Standards Program. The purpose of the evaluation is to assess the effectiveness, efficiency, and sustainability of the Department's Division of Labor Standards, including an examination of its program processes, outputs, outcomes, organizational structure, training, staffing, and resource adequacy. The consultant will provide specific recommendations to enhance the Division's impact and long-term viability, along with an implementation plan. The RFP has a due date of 11/30/2023 at 3:00 PM and a 6-month contract term. The evaluation will cover all New York State counties, and there is no history of an identical or substantially similar procurement contract being awarded in the past five years.

The Certification requires vendors to indicate whether they conduct business operations in Russia, as defined in Executive Order No. 16. Vendors conducting such operations are encouraged to respond to preserve future contracting opportunities, even if they may be excluded from award due to the Order. The RFP includes Minority (15%), Women-Owned (15%), and Service-Disabled Veteran-Owned Business (6%) subcontracting goals, but is not a Service-Disabled Veteran-Owned Set Aside.
