About this file
Attachment D is a vendor responsibility form for a Request for Proposal (RFP) issued by the New York State Department of Labor's Division of Labor Standards. The purpose of this evaluation is to conduct a comprehensive assessment of the effectiveness, efficiency, and sustainability of the Division's labor standards program. The selected consultant(s) will undertake a rigorous examination of the Division's program processes, outputs, and outcomes to identify strengths, weaknesses, and opportunities for improvement. The evaluation will assess the Division's ability to achieve its mission and goals, and examine the extent to which it is meeting the needs of complainants and advocates in fulfilling Wage & Hour objectives. The consultant will also evaluate the Division's organizational structure, training program, staffing, and resource adequacy. The goal is to provide actionable recommendations to enhance the Division's impact and ensure its long-term viability.
The RFP has a service-disabled veteran-owned business contracting goal of 6%, a minority-owned subcontracting goal of 15%, and a women-owned subcontracting goal of 15%. The contract term is 6 months, and the due date for proposals is November 30, 2023, at 3:00 PM. A pre-bid conference registration is due by October 31, 2023, at 3:00 PM ET. The procurement is open to all New York State counties, with no identical or substantially similar contracts awarded within the past five years.
