About this file

This document contains a metrics table template for reporting on a federal contract for conventional weapons destruction. The template requires quarterly and annual reporting of key performance metrics to the Office of Acquisition Management within the Department of State. Metrics include land cleared, items destroyed, beneficiaries assisted, and safety reporting. The related federal contract opportunity is a solicitation from the Department of State for worldwide conventional weapons destruction services through the Bureau of Political-Military Affairs' Office of Weapons Removal and Abatement.

Instructions

INSTRUCTIONS AND DEFINITIONS
(1) Do not add or delete rows or columns. Do not change formulas or formatting. The table is intended to capture the minimum acceptable measures of project outputs and adherence to safety and accountability. For those areas where metrics do not capture the full scope of work effort, awardees should use the narrative progress report to provide context on project implementation and methodology.

(2) Reporting period: If this is a quarterly report, use the format "Month-Month YYYY" such as "Jan-Mar 2022" or "January-March 2022". If a final report, say "Final report". Do not number quarters (such as FY22 Q2, or award Q3, etc.)

(3) Projection total: Refers to cumulative output targets across the entire period of performance and all award funding. In the quarterly columns, only enter actual outputs (not projections).

HUMANITARIAN MINE ACTION (HMA)Do not report any Physical Security and Stockpile Management (PSSM) outputs in this section.
Minefield Cleared (m2)The systematic and controlled clearance of hazardous areas where the hazards are known to include AP or AT mines.
Battle Area Cleared (m2)Battle Area Clearance (BAC) is the systematic and controlled clearance of hazardous areas where the hazards are known not to include mines. Includes surface and sub-surface BAC.
TOTAL LAND CLEAREDThe defined area cleared through the removal and/or destruction of all specified explosive ordnance hazards to a specified depth (as stipulated by the NMAA/Tasking Authority).
Land Reduced by Technical Survey (m2)The defined area concluded not to contain evidence of explosive ordnance contamination following the technical survey (TS) of a SHA or CHA. See IMAS definition of TS.
Land Cancelled by Non-Technical Survey (m2)The area concluded not to contain evidence of explosive ordnance contamination following the non-technical survey (NTS) of a SHA or CHA. See IMAS definition of NTS. If entire tasks were cancelled, report the number of tasks in row 14.
TOTAL LAND RELEASEDThe total area identified, defined, and removed of all presence and suspicion of explosive ordnance through non-technical survey, technical survey, and/or clearance. Involves the application of "all reasonable effort" as defined by the NMAA. This is not limited to land formally handed over to the community.
SURVEYS / CALL-OUTS
Area Resurveyed by NTS (m2)Previously surveyed area that undergoes NTS again, typically in order to ensure the original data is still accurate. For example, awardees may re-assess areas identified in a national survey several years ago to see if land use has changed.
Tasks Cancelled by NTS (#)The number of tasks concluded not to contain evidence of explosive ordnance contamination following the non-technical survey (NTS) of a SHA or CHA. See IMAS definition of NTS. Report the area (square meters) cancelled in row 10.
Newly identified CHA (m2)The area newly classified as a Confirmed Hazardous Area (CHA) polygon on the basis of direct evidence of the presence of explosive ordnance. Include CHA identified through CMRS.
Newly identified SHA (m2)The area newly classified as a Suspected Hazardous Area (SHA) polygon on the basis of indirect evidence of the presence of explosive ordnance. Do not include any land covered by CMRS.
Cluster Munition Remnant Survey (CMRS) Area (m2)CMRS involves surveying boxed areas (boxes) beyond an initial evidence point to determine which boxes contain evidence of cluster munition contamination. Use this line to report on the total area covered by CMRS. Area confirmed to be CHA should be included in row 15; the rest of the area surveyed should not be reported elsewhere in the metrics table.
EOD Call-outs (#)Also known as "spot tasks". Count the number of distinct sites visited to address explosive hazards discovered and reported by local communities, authorities, or other actors.
EXPLOSIVE HAZARDS DESTROYED via HMAOnly report on items destroyed in the course of HMA operations. The destruction of stockpiled items should be reported under the PSSM section.
AP Mines (#)Anti-personnel mines are designed to be exploded by the presence, proximity or contact of a person and that will incapacitate, injure, or kill one or more persons.
AT Mines (#)Anti-tank (AKA anti-vehicle) mines are designed to disable or destroy vehicles and tanks. It is exploded by the presence of or contact with vehicles and will incapacitate a vehicle or kill one or more persons.
UXO (#)Unexploded Ordnance is explosive ordnance that has been primed, fuzed, armed or otherwise prepared for use or used. It may have been fired, dropped, launched or projected yet remains unexploded either through malfunction or design or for any other reason.
AXO ≥ 20mm (#)Abandonded Ordnance (greater than 20mm calibre) is explosive ordnance that has not been used during an armed conflict, that has been left behind or dumped by a party to an armed conflict, and which is no longer under control of the party that left it behind or dumped it. Abandoned explosive ordnance may or may not have been primed, fuzed, armed or otherwise prepared for use.
SAA < 20mm (#)Per IATG, Small Arms Ammunition (SAA) consists of cartridges (less than 20mm calibre) used in rifles, carbines, revolvers, pistols, submachine guns, and machine guns and shells used in shotguns.
Complete IEDs (#)Improvised Explosive Devices (IEDs) include any ordnance or explosive material that is fabricated in any improvised, homemade, or artisanal manner - including explosives that are considered homemade or improvised AP or AT mines.
IED Component - Main Charge (#)The explosive charge which is provided to accomplish the end result of an IED. Only include main charges not part of a complete IED (do not double-count with row 25).
IED Component - Switch (#)A device for making, breaking, or changing a connection in an IED; most commonly used to arm or initiate an IED. Only include switches not part of a complete IED (do not double-count with row 25).
IED Component - Initiator (#)Any component that may be used to start a detonation sequence or deflagration. Only include initiators not part of a complete IED (do not double-count with row 25).
TOTAL ITEMS DESTROYED (#)
HMA BENEFICIARIES
Direct Male Adult Beneficiaries (#)Direct beneficiaries are individuals whose lives and limbs are protected because they physically use/will use cleared and reduced land post-clearance for a productive and/or frequent and/or sustainable activity. Additionally, all other persons living in the household should be counted as direct beneficiaries, as they would be directly affected by any death or injury sustained by the person using the land. Adults are 18 years or older; children are 17 years or younger.

Beneficiaries of land release should only be counted for cleared or reduced land. Only count beneficiaries of cancelled land where there is clear evidence that land was not being used due to fear or suspicion and that, following NTS, beneficiaries can be clearly identified who use/will use the land.

Direct Female Adult Beneficiaries (#)
Direct Male Child Beneficiaries (#)
Direct Female Child Beneficiaries (#)
EXPLOSIVE ORDNANCE RISK EDUCATION (EORE)Activities which seek to reduce the risk of injury from EO by raising awareness in accordance with their different vulnerabilities, roles and needs, and promoting behavioral change.
EORE Sessions (#)The number of EORE sessions held by the awardee during the reporting period.
Male Adult EORE Recipients (#)The number of adults (18 or older) who received EORE. Each EORE recipient may only be counted once regardless of how many events that individual attends.

Male Child EORE Recipients (#)The number of children (17 or younger) who received EORE. Each EORE recipient may only be counted once regardless of how many events that individual attends.
Female Child EORE Recipients (#)
SURVIVOR ASSISTANCEAlso known as Victim Assistance. Survivors receiving multiple types of assistance (medical treatment, psychosocial support, and/or vocational support) can be counted once in each relevant category. For example, if a male adult receives all 3 types of assistance, he can be listed once in row 42, once in row 46, and once in row 50.
Medical Treatment - Male Adults (#)Adults 18 or older; children 17 or younger. Medical treatment includes emergency and/or continuing medical care for survivors of explosive remnants of war (ERW) accidents. Most commonly, this line will include beneficiaries of prosthetic limbs. Do not double-count survivors receiving multiple iterations or forms of medical treatment. For example, if a survivor receives a prosthetic limb and later receives follow-on medical treatment, only count the survivor once.
Medical Treatment - Female Adults (#)
Medical Treatment - Male Children (#)
Medical Treatment - Female Children (#)
Psychosocial Support - Male Adults (#)Adults 18 or older; children 17 or younger. Pyscho-social support includes all activities that reduce the psychological and social implications of trauma experienced by ERW survivors. If a survivor receives multiple types or iterations of psychosocial support, only list them once.
Psychosocial Support - Female Adults (#)

PHYSICAL SECURITY AND STOCKPILE MANAGEMENT (PSSM)Do not report any Humanitarian Mine Action (HMA) outputs in this section.
Ammunition (non-SAA) and Explosives Destroyed (metric tons)See IATG definitions of conventional ammunition and explosives. Record the total weight of stockpiled conventional ammunition and explosives destroyed excluding dunnage (e.g. boxes, pallets, etc.) Exclude SAA. Note that PM/WRA considers "stockpiled ammunition and explosives" to include munitions caches as well as items stored in a specific storage facility or depot. If the ammunition is UXO, it should be reported under the HMA section instead (row 22).
SAA Destroyed (metric tons)Per IATG, Small Arms Ammunition (SAA) consists of cartridges (less than 20mm calibre) used in rifles, carbines, revolvers, pistols, submachine guns, and machine guns and shells used in shotguns. Record the total weight of stockpiled SAA destroyed excluding dunnage. Also use line 59.
TOTAL AMMO AND EXPLOSIVES DESTROYED (METRIC TONS)
SAA Rounds Destroyed (#)Count the number of SAA rounds (cartridges) destroyed. Note that the tonnage of these items is recorded in row 57. Use both lines.
SA/LW Marked (#)See IATG definition for small arms and light weapons (SA/LW). Report on the number of SA/LW marked with permanent inscriptions to permit their identification.
SA/LW Destroyed (#)Data in this row refers to SA/LW exclusively, not accompanying SAA. Destruction can only be counted if an entire weapon is destroyed, not just sections of a weapon, to the point that it is permanently inoperable. Exclude demilitarized weapons.
MANPADS Missiles Destroyed (#)The number of Man-Portable Air Defense Systems (MANPADS) missiles destroyed. Remember to submit the MANPADS/ATGM Destruction Certificate. If one complete MANPADS is destroyed, record one missile, one gripstock, and one battery.

CAPACITY BUILDING
Male HN Personnel Trained in PSSM Standards (#)"Training in PSSM Standards" is an intentionally broad term that covers all training that improves a host nation's (HN) capacity to manage their weapons and ammunition stockpiles according to (or closer to) international standards. This commonly includes training for storekeepers and store managers, and associated train-the-trainer courses. It can also include training for weapons marking and recordkeeping, training for HN personnel to inspect their storage facilities, and training to properly construct or rehabilitate storage facilities. It can also include training designed to "sensitize" mid and high-ranking officers to PSSM principles and strengthen their ability to oversee personnel directly managing storage facilities. Do not include experience-sharing workshops. Do not double-count personnel undergoing multiple training courses: if an individual attends a storekeeper course, then manager course, then train-the-trainer course (3 courses total), only count that individual once. Only count the individual if they successfully pass the course.
Female HN Personnel Trained in PSSM Standards (#)
Male HN Personnel Trained in EOD (#)Explosive Ordnance Disposal (EOD) training includes IMAS Levels 1, 2, 3, and 3+. Only record HN personnel that receive this training in order to safely manage and/or destroy stockpiles of conventional ammunition and explosives (do not include HN personnel trained exclusively for HMA operations, or awardee staff). Do not double-count personnel undergoing multiple training courses: if an individual attends EOD 1-2, then EOD 3, only count that individual once. Only count the individual if they successfully pass the course.
Female HN Personnel Trained in EOD (#)
INFRASTRUCTURE UPGRADESRows 72 and 73 are considered "construction activities" and therefore capital expenditures under 2 CFR 200.13. Do not undertake any construction activities without prior approval of the Grants Officer.
Structures newly built (#)The erection of a new building or new structure designed to store conventional munitions. Include the provision of new containerized armories. If multiple structures are built in the same site (such as several armories in one military base), count each structure built within the site.
Structures rehabilitated or upgraded (#)The repair or enhancement of existing structures to improve their storage conditions and physical security. Include upgrades to shipping containers already used to store munitions. Only count perimeter security upgrades (such as fencing, lighting) if no other infrastructure improvements are made to structures in that site. For example, if the awardee builds a fence around two existing armories, but doesn't upgrade the armories themselves, it should count the fence as one upgrade. If the awardee upgrades the two armories and also builds the fence, it would only report the two armory upgrades. Do not count the provision of storage equipment within a structure (such as weapons lockers) separately.
Secure storage capacity - SA/LW (#)The number of SA/LW that can be safely and securely stored in the structures that were newly built or received infrastructure upgrades. This refers to theoretical capacity, not the actual number of stored SA/LW.
Secure storage capacity - NEQ (metric tons)The net explosive quanitity (NEQ) that can be safely and securely stored in the structures that were newly built or received infrastructure upgrades. This refers to theoretical capacity, not the actual NEQ of stored ammunition and explosives.
SAFETY AND ACCOUNTABILITYThis section is mandatory for all awards. "Safety" refers to occupational safety and health that reduces the risk of work-related injuries to a tolerable level. Do not report on illnesses.
Staff/personnel receiving safety training (#)Total number of awardee personnel receiving training in safety and accountability measures. Exclude rote skill or "refresher" trainings as part of operational drills and deployments. Details of trainings (for example, subjects, headquarters' involvement, and relevant knowledge, attitude, and behavior learning objectives) should be detailed in the narrative report. If an employee receives multiple safety trainings during the award, list them multiple times.
Safety-related site visits by senior (HQ/regional) management (#)The number of site visits conducted by senior management that involved safety monitoring and evaluation during award implementation. Do not include visits by country-level management; the intent of this line is to capture safety oversight from the headquarters or regional levels. Record one site visit regardless of how many staff participated.
SOP infractions/violations (#)The number of individual incidents of Standard Operating Procedure (SOP) infractions or violations - related to safety - as defined by the relevant project, national, or international standards. Only report on infractions/violations under this award.
Casualties from accidents (#)The total number of casualties from accidents during award implementation. This should include both U.S.-funded personnel under this award and non-U.S.-funded personnel on staff of the awardee working in the same country. For example, include any staff casualties, regardless of whether the staff member was working under the U.S.-funded award. This line does not supplant other PM/WRA requirements for timely notification/reporting of accidents.
EMPLOYMENT DATAThis section is mandatory for all awards.
(Intentionally blank)
Supervisory Male Employees (#)Each quarter, enter the actual number of employees funded in whole or in part by the United States under this award. Include both international and national staff. Record whole numbers, regardless of whether the employee was funded in whole or in part by the United States (do not record fractions of employees). Record employees regardless of whether they are supported on any other U.S.-funded awards. Include only those employees funded as a direct cost; headquarters staff or other employees funded as part of indirect costs should not be included.

The quarterly data automatically creates averages for each year and the entire period of performance. For the projection total, list the estimated average number of employees per category.

Supervisory Female Employees (#)
Non-supervisory Male Employees (#)
Non-supervisory Female Employees (#)
ANNUAL REPORTSAdd an "x" in the quarter when the report is submitted. Note: there may be additional reporting requirements in the award terms and conditions.
Equipment ListSubmit an updated equipment list on an annual basis (one year after the award start date) to the Grants Officer Representative (GOR) and Grants Officer.
