A-E Shortlist for USDA-FS, Regions 8 and 10, SRS-PNW-IITF Research Stations
Q&A as of 7 April 2020
1. Should we provide a resume for every name on the organization chart or can we provide additional qualified personnel on the org chart (i.e., a deeper team) and resumes for those who have worked on the projects to be submitted?
Answer: Resumes are not a requirement and should be included as each respondent feels appropriate to demonstrate the firm’s capabilities specifically relating to project examples provided.
2. The 50 page limit: Is this limit considering a PDF page as one page; therefore, a printed front and back is considered 2 pages?
Answer: Front and back of a single piece of paper count as 2 pages. E-mail submission is now required.
3. Is there a 12-point font requirement for all text, including text in tables? Can smaller font be used in tables if legible?
Answer: There are no font requirements but all submissions must be legible without any form of magnification.
4. Your solicitation states the work includes “overall facility condition assessments“. What type of facilities would require repair? Various USFS structures/buildings or dams or both?
Answer: Both are anticipated with the majority being facilities vs. dams. Facility types include work centers, wet and dry laboratories, and general office space.
5. My firm is interested in pursuing the “A-E Shortlist for USDA-FS, Regions 8 and 10, SRS-PNW- IITF Research Stations (Notice ID 12445124R0001)”; however, we are not a small business. We are looking for a small business partner that we could potentially serve as a subconsultant to in order to provide our niche expertise in dams to USDA.
Is it possible for you to share the approved shortlist of firms from the previous year with me? If not, do you have any other suggestions for ways we could approach this?
Answer: My suggestion would be to identify yourselves on the Interested Vendor List, and reach out to area A-E firms that are identified in posted Award Notices.
6. In reference to Notice ID 12445124R0001, is the solicitation only for qualified Small Businesses? The language is a little confusing because the same section that discusses what a short selection process is also refers to a sources sought date, which isn’t provided.
Answer: Awards from the Short Selection List, established from responses to 12445124R0001, are only to be made to firms qualifying as small businesses under the applicable NAICS code. Language in the announcement has been revised for clarity with regards to a sources sought vs. solicitation.
7. How many examples would you like?
Answer: The preference is for a minimum of 5 projects that demonstrate the respondent’s ability to support the range of requirements anticipated. However, Offeror’s will not be disqualified for failing to submit a specific number of projects.
8. Do we use the complete form and just fill out section F to show our work after we completely fill out the ARCHITECT-ENGINEER QUALIFICATIONS form in its entirety once?
Answer: It is requested that the SF 330 be submitted in one entire PDF documents, with a Section F page for each example project submitted.
