About this file
This document is an Invitation to Bid (ITB-25-001-KY) from the City of Altamonte Springs for the construction of the Spring Lake Trail from Northlake Boulevard to Oakland Road, with involvement from the Florida Department of Transportation (FDOT) under a Local Agency Program (LAP) project. The project involves the procurement of specific proprietary products including a Poly Dogipot Quick Pet Station, Keystone Ridge Galleria trash receptacle, Keystone Ridge Atlanta bench with center arm, and Keystone Ridge Penn Leaning Rail. The project is identified with Financial Project ID 447564-1-58-01 and Federal Aid Number D524 070 B.
The bid documents include detailed specifications and justification for using these specific proprietary products, emphasizing the city's existing infrastructure compatibility and staff familiarity with these items. Each product is from Keystone Ridge Designs and is made in the USA, with commercial-grade materials including at least 25% recycled raw steel. The products come with a three-year warranty and are intended to provide consistency with the city's existing park hardscape infrastructure, reducing the need for supplemental training and additional parts inventory. The justification highlights the city's long-standing use of these product lines and the efficiency gained by maintaining a uniform set of park amenities.

Subject: Justification for Use of Proprietary Products
Spring Lake Trail from Northlake Boulevard to Oakland Road
Dog Waste Station, Trash Receptacle, Bench, and Light Fixture
FPID: 447564-1-58-01
Dear Mr. Kestory, The City of Altamonte Spring’s Division of Engineering requests the approval of the attached Proprietary
Product Certification Form for the following proprietary products:
A. Poly Dogipot Quick Pet Station – 1011-POLY (APL#751-001-001)
B. Keystone Ridge Galleria – GA3T-38 (APL#751-001-002)
C. Keystone Ridge Atlanta – AT-26C (w/ Center Arm) (APL#751-006-002)
D. Keystone Ridge Penn Leaning Rail – PNL4 (APL#751-006-003)
Approval of these proprietary products is required for consistency with the City’s existing park hardscape infrastructure and will prevent the need for supplemental training and purchasing parts.
Further justification for the use of these proprietary products has been provided below
A. Poly Dogipot Quick Pet Station – 1011-POLY (APL#751-001-001)
Evidence for Synchronization
a. Function: Poly Dogipot Quick Pet Station is consistent with the sanitation equipment used by the City. The City has been using the Poly Dogipot for many years with minimal issues
b. Logistics: The City’s maintenance staff is already trained on this pet waste system. The use of a new pet waste system would require training for operations and maintenance.
B. Keystone Ridge Galleria – GA3T-38 (APL#751-001-002)
Evidence for Synchronization
a. Function: The Galleria litter receptacle and components are the same manufacturer as products already in use by the City and are compatible with the existing infrastructure.
b. Logistics: City staff is familiar with the Galleria litter receptacle components and able to quickly identify, repair, and maintain the equipment reducing impacts to the public.
C. Keystone Ridge Atlanta – AT-26C (w/ Center Arm) (APL#751-006-002)
Evidence for Synchronization
c. Function: The Atlanta bench with center arm is the same manufacturer as products already in use by the City and are compatible with the existing infrastructure.
d. Logistics: City staff is familiar with the Atlanta bench with center arm and able to quickly identify, repair, and maintain the equipment reducing impacts to the public. In addition, the
City stocks and maintains spare parts, which provides interchangeable parts for their entire assembly reducing overall costs and requiring no additional training. Using this equipment and parts provides the most efficient use of the City’s limited staff and resources while minimizing delay to the public.
D. Keystone Ridge Penn Leaning Rail – PNL4 (APL#751-006-003)
Evidence for Synchronization
e. Function: The Penn Leaning Rail is the same manufacturer as products already in use by the
City and are compatible with the existing infrastructure
f. Logistics: City staff is familiar with the Penn Leaning Rail and able to quickly identify, repair, and maintain the equipment reducing impacts to the public. Using this equipment and parts provides the most efficient use of the City’s limited staff and resources while minimizing delay to the public.
In conclusion, the City of Altamonte Springs is requesting that the proprietary products listed in this document be furnished for this project. If you have questions, please feel free to contact me at (407)

INSTALLATION AND OPErATION INSTrucTIONS
1. Select a good visible spot in your community or park where you want to install the DOGIPOT® QUIK Pet Station.
2. Prior to installation, remove the 1¾” x 1¾” x 4’ portion of the mounting post from the 2” x 2” x 4’ portion of the mounting post before cementing. Insert the larger portion of the mounting post (2” x 2” x 4’) approximately 14” into an 18” deep by 8” diameter hole filled with a 40 lb. bag of “ready to use” concrete mix. To stabilize the post while cementing, place a rod, bolt or other device through the two bottom holes, prior to inserting into the ground and cementing. Level the post in a straight vertical position and let concrete dry for at least 12 hours.
3. After the concrete is dry, insert the smaller portion of the post (1¾” x 1¾” x 4’) into the larger cemented portion of the post (2’ x 2’ x 4’) until the the first 4 holes are lined up between the two posts. Use two (2) carriage bolts, washers and locknuts to fix the telescopic post in position, the upper bolt in the top overlapping hole, pointing from right to left and the lower bolt in the bottom overlapping hole, pointing from front to back. The total height above ground with both post parts should now be approximately 6”6”.
4. Start by installing the DOGIPOT® Pet Sign on top of the 1¾” post, with the upper hole matching the most upper hole in the square post using the enclosed 2¼” bolts, washers and locknuts. Continue installing the Aluminum or Poly DOGIPOT® JUNIOR Bag Dispenser according to the mounting instructions enclosed with the Dispenser, ensuring that he upper edge of the Dispenser is approximately 1” below the lower edge of the DOGIPOT® Pet Sign.
